Federal authorities filed a lawsuit against a New Jersey landlord who allegedly demanded sexual favors from low-income tenants in exchange for housing assistance.On Wednesday, the Department of Justice filed a sexual harassment lawsuit against 73-year-old Joseph Centanni, who owns hundreds of rental units in and around Elizabeth, for "violating the Fair Housing Act by subjecting tenants to sexual harassment" since at least 2005.“The Fair Housing Act protects the right of all persons in our nation to rent a home without suffering sexual exploitation at the hands of abusive landlords. Demanding sexual favors from tenants, especially those who are financially vulnerable, is illegal,” said Assistant Attorney General Eric Dreiband of the Civil Rights Division in a statement. “The Fair Housing Act protects tenants from sexual harassment and retaliation by their landlords, and the Justice Department will hold accountable those who engage in such cruel, depraved, and illegal conduct and will work tirelessly to obtain relief for their victims.”The complaint alleges Centanni demanded that current and prospective tenants provide him with sexual favors in exchange to keep their place or a reduced rate in rent, and threatened to evict anyone who rejected his advances.“No one should ever be forced to provide sexual favors, or otherwise endure sexual harassment, as a condition to keep or obtain housing,” U.S. Attorney Craig Carpenito said in a statement. “Sexual harassment in housing is illegal under the Fair Housing Act, and we will vigorously enforce this federal law to end this depraved type of behavior.”According to the complaint, one victim said she approached Centanni last year because she was having problems paying her rent. He said he'd help her with rental assistance, and she asked what she needed to do in exchange."He then brought her to an empty apartment," the court documents alleged. "There, he asked her for a massage and exposed himself. He then subjected her to unwanted sexual touching by using his hands to move both of hers to touch his testicles and penis as she said words to the effect of 'no' and 'don’t do that.'" Afterward, Centanni helped the woman apply for rental assistance, the lawsuit claims.Another woman said she went to Centanni last year stating she was having problems finding another place to live after agreeing to move out, the lawsuit alleges.The lawsuit states Centanni then took the woman to an empty storage room, after asking the tenant how badly she wanted to stay in her apartment.“There, Centanni exposed himself and asked for oral sex,” federal prosecutors allege. “Because she felt like she had no choice, the tenant submitted to Centanni’s sexual demand. After this incident, Centanni allowed her to stay in her apartment.”According to the complaint, Centanni participates in the federal Housing Choice Voucher Program (also known as “Section 8”) and receives approximately 2,000 each month in federal voucher payments. 2998

ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Later this year, the San Diego City Council will officially vote to form the authority.RELATED: San Diego to begin building alternative to SDG&E"We're excited to work together with the City of San Diego in accomplishing this key component of our very similar Climate Action Plans," Encinitas Mayor Catherine Blakespear said. "Partnering in a large regional JPA gives us many more opportunities to develop large-scale projects aimed at reducing greenhouse gases in the region."If the city of San Diego remains on its current timeline, the joint- powers authority would hire a CEO and CFO by the end of the year and begin hiring staff and securing funding in early 2020.City officials hope to have the project off the ground and providing energy in 2021, but would need to submit the proposal to the state's Public Utility Commission by the end of the year to make that deadline.The Encinitas City Council plans to vote on a draft JPA agreement in September. 1702

FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. ESCONDIDO, Calif. (KGTV) -- Hundreds of people attended a carnival hosted by a celebrity chef on Monday to raise money for an Escondido restaurant owner nearly killed in a hit-and-run last December. Kaitlyn "Rosie" Pilsbury was riding her motorcycle when she was hit head-on by the driver of an SUV. The driver ditched the vehicle and took off. It happened in Vista just days before Christmas. Pilsbury suffered massive injuries and was in a coma for 12 days. "When I heard this happened my first call was to the network, my second call was to the mayor, and my third was to all these people, this is a 'Restaurant: Impossible' family in a community that cares about that young girl," said celebrity chef Robert Irvine of the Food Network. "She looks way better than she did four days ago. And today, she looks way better than she did yesterday." Pilsbury's mom flew in from New Jersey the moment she heard about the accident. Marie Pilsbury said the support is overwhelming. "She is, I believe, a miracle, in my opinion. I'm sorry, all the prayer and all the love I know that she felt it and I know that it made a difference," Pilsbury said tearfully. Her daughter is scheduled to be released from a rehab center on Tuesday. "She is so positive and so thrilled and so thankful for everything," said Pilsbury.
