SHIJIAZHUANG, Sept.10 (Xinhua) -- Chinese Premier Wen Jiabao on Friday, the nation's Teachers' Day, called on teachers to dedicate themselves to rural education, improving teaching standards and contributing to the modernization of the country's education program.Wen made those remarks during a visit to a middle school in Xinglong County of north China's Hebei Province, which is about 135 km from Beijing.Teachers play a key role in primary education, which lays the foundation for a country's development, Wen said, adding that Chinese teachers had made contributions to the country's education cause and modernization drive through hard work and selfless devotion.Wen stressed it was important to improve rural education as it is a matter concerning the long-term development of rural areas and the improvement of people's skills.Persistent efforts would be made to ensure students in rural areas have universal access to schooling and modern education, he said.In 2007, China decided to waive tuition fees for students training to become teachers at six top teaching universities in Beijing, Shanghai, Changchun, Wuhan, Xi'an and Chongqing.To be eligible for free tuition, the student must agree to work at a primary or middle school for at least ten years after graduation and spend the first two years in a rural school.The first group of students who enrolled under the tuition-free program are scheduled to graduate next summer.Eight students from the Beijing Normal University who are in the program joined Wen in his visit to the rural school Friday.Wen urged the students from the university to develop a better understanding of China's rural area, contribute to rural education and help build their hometowns into better places after graduation.The premier asked them to make rural education their career and prepare themselves for hardships and challenges.He said the government would continue its support to the program of tuition-free education for normal school teachers and provide them with opportunities of receiving further education and grant favorable policies in employment.

WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said.The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.

BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.

HANOI, Oct. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday met separately with the prime ministers of Vietnam, Cambodia and Laos in Hanoi ahead of a series of summits between the Association of Southeast Asian Nations (ASEAN) and its partners.At the meeting with Vietnamese Prime Minister Nguyen Tan Dung, Wen hailed Vietnam's preparation for the upcoming meetings, saying that China would join with Vietnam to ensure the success of the meetings at a time of profound changes going on in the international situation.Wen called for proper handling of the issue of South China Sea, saying it is of vital importance to the sound and stable development of China-Vietnam relations.He noted that China and Vietnam have established a negotiation mechanism to solve the issue, and he hoped the two countries would discuss and sign an agreement on basic principles guiding the solution to the issues of the sea as early as possible.Dung agreed with Wen's remarks.Expressing the high importance China placed on the summits, Wen said China would strengthen communication and coordination with Vietnam and work with all sides concerned to push forward East Asian cooperation.Wen said friendship and cooperation have remained the mainstream of China-Vietnam relations since the establishment of the bilateral diplomatic ties 60 years ago. GUANGZHOU, Sept. 21 (Xinhua) - Flooding has killed at least 13 people and left 34 missing in south China's Guangdong Province on Tuesday, local authorities said.Heavy rains caused by typhoon Fanabi battered many parts of Guangdong Tuesday.Further, a dam at the Xinyi Yinyan Tin Mine, owned by Zijin Mining Group Co. in Qianbai Township of Xinyi City, collapsed after being hit by a landslide, leaving five dead, six missing and seven injured, Xinxi city government officials said.Landslides and floods also killed three, buried 12 and left three others missing in Rupingtang Township, it said.The disasters toppled 346 houses and also has caused economic losses of 460 million yuan (68.5 million U.S. dollars) in Xinyi.In Yangchun City, flooding is reported to have killed three, left eight missing and forced the evacuation of 18,930 villagers. .Shuangjiao Township in Yangchun received 548.5 mm of rainfall in seven hours through 8 a.m. Tuesday, the largest rainfall in 58 years, according to authorities.Flood also killed two people and left five missing in Gaozhou City.
