SAN DIEGO (KGTV) -- The market may soon be looking up for San Diegans hoping to buy a home. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. SAN DIEGO (KGTV) - The arsonist who rammed his car into the Raytheon building and set fire to a La Jolla home learned his sentence Tuesday. Daniel Mackinnon, 37, will spend seven years in prison for crimes the Assistant U.S. Attorney described as “politically-motivated.” Early on the morning of Apr. 24, Mackinnon went to the home of a prominent real estate developer. Two adults and three small children were home asleep at the time, prosecutors said. RELATED: Driver arrested after car crashes into defense contractor building in Kearny MesaMackinnon “poured an accelerant onto the door and ignited it,” officials said. “Investigators found remnants of a plastic water bottle, a pry bar and a bottle cap at the scene.” DNA evidence from the bottle cap helped tie Mackinnon to the crime. There were no reports of any injuries. Later the same morning, Mackinnon drove into the Kearny Mesa offices of Raytheon, a defense contractor. The car bounced back, and Mackinnon got out, opening his back hatch, prosecutors said. Moments later, flames erupted from the back of the car and damaged the office building. SAN DIEGO (KGTV) - The Coronado Police Department released an image Monday of a vehicle that may be related to BB gun incidents in Coronado Sunday. 10news has learned five people were struck in the downtown area. Police spent the morning scouring the ground near State Street and West Broadway. An officer told 10news four people were crossing State Street late Saturday night or early Sunday evening when three of them were hit. The extent of their injuries are unknown. At the corner of L Street and Sixth Avenue in the East Village, a woman was shot in the arm early Sunday morning, according to San Diego Police. She was walking in a small group and one of the men was an exhibitor at Comic Con, staying at the Omni Hotel, where they were headed before the shooting. The early morning shooting was not the only one that occurred overnight. SAN DIEGO (KGTV) — The California Department of Corrections and Rehabilitation said up to 8,000 inmates statewide could be released early in order to stop the spread of coronavirus within prisons, and the San Diego District Attorney Summer Stephan is now working to alert victims and families as people are released.“Those are people that cause a public safety risk and a real concern for us,” said Stephan.One known inmate being released in the next week is David Herbert, an Oceanside man who was convicted of torturing and killing dogs. He was sentenced to nine years in 2019 but has served a fraction of that. SAN DIEGO (KGTV) -- The Metropolitan Transit System has launched an initiative to keep their buses and trolleys clean and their riders and employees safe.MTS officials said their ridership has dropped 75 percent since the start of the coronavirus pandemic. Now, with officials are seeing a recent uptick in riders, the agency is implementing new health and safety measures.Nikki Jefferson has relied on the trolley to get to work for the last three years. When the cases of COVID-19 started popping up around San Diego County, she was nervous about getting back on board.“I still use hand sanitizer after my last stop, anytime I touch the button,” Jefferson said.To help control the spread of COVID-19, the MTS is now cleaning their 800 buses and 135 trolley cars twice a day. MTS is even using the deep-cleaning fogging technique to disinfect high-touch areas.Additionally, hand-washing stations are installed at their 54 transit stops and plexiglass barriers protect bus drivers from passengers.When on a bus or trolley, passengers are urged to practice social distancing whenever possible.Officials said all riders on buses or trolleys, and riders at stops or stations, will be required to wear face masks or coverings.MTS CEO Sharon Cooney said, “We’re going to educate all of our customers so that they know you can’t come on board without as mask for some kind of face covering.”It’s a move Jefferson agrees with as she spends most of her time riding the trolley.“It makes me feel safer and less of a chance that I’m going to catch COVID-19, since I have to go to work, but I don’t want to bring it to work with me or have it around me,” said Jefferson.MTS officials said they will educate the public about the face coverings. Some staff will also have face coverings on hand.
