Automakers are racing to develop driverless cars, putting increasingly complex technology on the road despite concerns from safety experts and the National Transportation Safety Board about a lack of regulations.Unlike rules for the design of a seatbelt or airbag, the federal guidelines for automated vehicle systems are voluntary. The group is calling for the government to issue mandatory safety standards for driverless cars.“Before we introduce this technology we need to have some assurance and accountability by the industry that this technology is not going to kill or injure consumers,” Gillan said.The National Transportation Safety Board makes recommendations after investigating major transportation incidents. The board recently called on DOT to issue new safety rules after its investigation of a May 2016 fatal crash of a Tesla Model S operating on autopilot near Williston, Fla. The Tesla slammed into a tractor-trailer, its cameras and automatic emergency braking system failing to spot the blank side of the truck against the white sky.It was the first known deadly wreck of a car driving with that level of automated sophistication. The NTSB said the driver relied too heavily on the car’s traffic-aware cruise control system and autosteering feature, but also blamed Tesla’s autopilot for allowing the driver to not interact with the car for prolonged periods of time.Investigators found the driver had his hands on the wheel for only 25 seconds during the 37 minutes the car was on autopilot. After the crash, Tesla updated its software that requires drivers touch the wheel every so often when the car is driving itself to ensure a human is paying attention to the road. Now if a driver repeatedly fails to touch the wheel, he or she will “strike out” and cause the car to slow down and stop in its lane with its hazard lights on, disabling autopilot for the remainder of the trip. 2378
AUSTIN, Texas (AP) — Texas and six other states are suing to end once and for all a program that would protect some young immigrants from deportation.The lawsuit announced Tuesday comes a week after a federal judge in Washington ordered the Trump administration to resume the Deferred Action for Childhood Arrivals program.Immigrants under the Obama-era program are commonly referred to as "Dreamers." Republican Texas Attorney General Ken Paxton had threatened legal action for the past year if the program didn't come to a halt.Joining Texas in the lawsuit are Alabama, Arkansas, Louisiana, Nebraska, South Carolina and West Virginia.A federal judge in Washington called the Department of Homeland Security's rationale against the program "arbitrary and capricious." AUSTIN, Texas (AP) — The chairman of a panel considering changes to the U.S. military draft said Monday its recommendations to Congress won't be influenced by a federal judge's recent ruling that the current system is unconstitutional because it only applies to men.The military has not drafted anyone into service in more than 40 years, but American men must still register when they turn 18. Recent efforts to make registration also mandatory for women have set off intense debate in Washington.U.S. District Judge Gray Miller declared a male-only draft unconstitutional in his ruling late Friday, but he stopped of ordering the government to make any immediate changes. He said the time for debating "the place of women in the Armed Forces" is over. Women now make up 20 percent of the Air Force, 19 percent of the Navy, 15 percent of the Army and 8.6 percent of the Marines, according to Pentagon figures.The Justice Department declined comment Monday after losing the case out of Houston.RELATED: Federal judge rules male-only draft is unconstitutionalThe decision comes as Congress awaits a report next year from an 11-member commission to study the issue of selective service. It is chaired by former Nevada Rep. Several states are examining pooled testing. California's Public Health Department says it's to "better leverage testing resources."Pooling is something that blood banks have used for decades to keep their blood supply safe. Dr. Claudia Cohn is the Chief Medical Officer of the AABB, formerly known as the American Association of Blood Banks.“If you have 100 people that need to be tested and if you test each of them, you’ll do 100 tests. If you find that your test is sensitive enough that you can pool together 20 samples at the same time, instead of having 100 tests, you can have five pools of 20,” Dr. Cohn said.Now, if one of those five pools is positive, then Dr. Cohn says, "You’ll need to break it out and test each of those separately. So, let’s say you have one positive person in a pool of 100 people, you either do 100 tests and find one positive or you do five pools of 20, four of those pools will be negative, so you’ve done 4 pools and covered 80 people."The test works by taking a tiny sample from each person who was tested.“When you take a swab from everyone’s nose, you isolate the DNA from that swab,” Dr. Cohn said about the PCR test, which is generally a nose swab. “It’s not a lot, it’s a small amount but it’s enough. Because these tests are very, very sensitive.”Those tests are so sensitive, and they have to be, that pooling can really only work if the test can handle, as in detect, multiple samples at once. The FDA mandates that.“The FDA is quite demanding as they should be in terms of making sure tests work well and are safe,” Dr. Cohn said.And Dr. Cohn says, pooling wouldn't work in an area where there's a large outbreak, which means a large number of people would test positive regardless of pooling. In the blood world, this strategy has been perfected.“You are taking 100 samples and taking a drop from each sample and putting it together,” Dr. Cohn said. “You are testing every single person who comes through. And, as this pandemic moves through our communities, Dr. Cohn says our blood supply needs to remain strong.“After that initial spike, it went down again and that was okay because elective surgery had been canceled, so the demand for blood had gone down as well so for a while we were at a good balance of demand and supply. But then elective surgeries opened up and hospitals went back to full service and we’re in a shortage again,” Dr. Cohn said. 3017
As of Tuesday, Petco says they no longer sell electronic "shock" collars and have removed them from its shelves and website.The company said they stopped selling the human- and bark-activated electronic pet collars in a press release on Tuesday because they wanted to strengthen their commitment to positive reinforcement training methods. They also wanted to solidify their evolution from "a leading pet specialty retailer to a category-defining health and wellness partner" for animals and their owners."Electricity may be critical to powering your microwave, but it has no role for the average pet parent training their dog," said Petco CEO Ron Coughlin in the press release. "Shock collars have been shown to increase fear, anxiety, and stress in dogs, and we believe there's a better way – Positive Reinforcement Training."The San Diego-based company is also calling on the pet industry and consumers to join in its newly launched "Stop the Shock" online campaign that will create "responsible regulation for the retail sale of shock collars to general consumers."Along with today's announcement, Petco also launched a new look declaring itself "Petco, The Health + Wellness Co." to reflect how they've evolved into a health and wellness company."As a health and wellness company, our mission is focused on improving pet lives, and we think selling shock collars does the opposite," Coughlin said in the news release.
