The woman is in the hospital in isolation.A man in his 50s who is currently hospitalized. The man may have been a case of community transmission.In addition, a public health order starting Friday will ban any mass gathering of 250 people or more through the end of March, San Diego County Supervisor Nathan Fletcher said. Gatherings that are under that limit are being asked to limit social distance to six feet at events."We are strongly recommending that they cancel all non-essential travel, that they prioritize staying in the comfort and security of their own homes, and they do everything they can to avoid large crowds," said Nick Yphantides, San Diego County chief medical officer.Mayor Kevin Faulconer also issued a State of Emergency for the City of San Diego to take advantage of financial assistance in response to combating the virus' spread."Folks we have been planning for this for decades ... and there are certain data driven triggers that give us the ability to know ahead of time if our system is stressed," Yphantides added.The county has installed about 114 hand washing stations around the region. The helicopter reportedly crashed into mountains amid dense fog.In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." A bartender who overheard the conversation later notified the Los Angeles County Sheriff's Department about the conversation.Los Angeles County Sheriff Alex Villanueva has already admitted that eight deputies took photos of the crash with their cell phones. According to an investigation from The Los Angeles Times, Villanueva allegedly told eight deputies who took photos from the scene that they would not face discipline if they deleted the crash photos from their phone — a move that some legal experts say amounts to the destruction of evidence.After The Times released its report, Villanueva asked the California Office of Inspector General to investigate the situation.However, Bryant's lawsuit alleges that Villanueva did not inform the crash victims' families that improper photographs had been taken. The suit also claims that Villanueva did not initiate an investigation or "inspect the deputies phones to determine whether and how the photos had been shared."According to The Times, Bryant is seeking damages for "negligence, intentional infliction of emotional distress and invasion of her right to privacy."Bryant and the families of other victims in the helicopter crash have also filed a lawsuit against the pilot and his employer, Island Express Helicopters. Update, Friday 3:15 p.m.: Assemblyman Berman's office said the bill passed the Higher Education Committee and now goes to the Assembly Appropriations Committee.SAN DIEGO (KGTV) -- A recent study of California's community colleges found that 1 in 5 students had been homeless in the past year.To help these students, San Diego's community college district offers showers, priority class registration, food pantries, and help finding homeless services on and off campus.But a new State Assembly bill aims to aid homeless students further by requiring schools to let them sleep in their vehicles overnight in campus parking lots and structures.Assembly Bill 302, introduced earlier this year by Assemblyman Marc Berman (D-Palo Alto), specifies "that if a community college campus has parking facilities on campus, the governing board of the community college district (CCD) shall grant overnight access to those facilities to any homeless student for the purpose of parking the student’s vehicle overnight, provided the student: a) Is enrolled in coursework; b) Has paid enrollment fees, if not waived; and, c) Is in good standing with the CCD without requiring the student to enroll in additional courses."While the long-term solution is to create more affordable housing opportunities for students and families, the bill hopes to help a student’s ability to remain in school and be successful. “With the passage of AB 302, homeless students at community college campuses will be able to park overnight in a safe area. Providing this resource will enable our students to get some rest without having to constantly fear for their safety.”The proposal isn't without some opposition, getting mixed reviews from at least one school district.The Los Rios Community College District is calling the bill a “one size fits all” mandate that may not work for all of the state's campuses. Costs to implement the program are projected to be significant as it will require schools to increase overnight security staffing, custodial and utility costs, and the potential of threat of lawsuits for persons injured on campus parking lots during the evening hours.“Mandate cost claims are never fully reimbursed: Mandates are reimbursed only after costs are incurred and often times do not reflect the actual costs incurred in these activities," said officials with The Los Rios Community College District in Sacramento.Some students at San Diego Community College said the bill may exacerbate limited parking availability on campuses where parking is already difficult to find. "If it was during the day, or something like that, then it would be inconvenient for people trying to find parking or take the courses here," said Daniel Silva, a San Diego Community College student. The two companies are still embroiled in lawsuits over the failed merger, which came under intense scrutiny from government regulators and criticism from public watchdogs.The sheer size of Nexstar will massively enlarge the Texas-based media company.
