SAN DIEGO (KGTV) - Many Asian American business owners continue to struggle during the pandemic, but a North County teen is hoping to help by creating a website to support local restaurants."I was hearing a lot of stories about Asians in my community experiencing discrimination during the pandemic," said 17-year-old Kaia Culotta.The teen said coming from a family of small business owners, she wanted to do something to help."I realized that there wasn't an easily accessible, comprehensible list of Asian owned businesses in my community," said Culotta. "So, I saw a need for that."For weeks, Culotta learned how to code through free programs online to build a website. The "Help Asian Owned Businesses" site has an extensive list of restaurants located around the county.Culotta said her project sparked the interest of San Diego City Councilmember Chris Cate. He even shared a video promoting the site on social media."It is awesome. It's such a neat thing to be doing out of the goodness of her heart," said Joe Kao, owner of R3fresh Juice Bar.After seeing Cate's video, the small business owner reached out to the teen to thank her for putting the site together.Kao said his business, like many others, had fewer customers during the pandemic. "We definitely saw a drop in business, but we've stayed open," he said.Kao applauds Culotta's work and thanks her for thinking of the county's small Asian business owners. 1430

SAN DIEGO (KGTV) - Many of us have faced battles in 2020 we never imagined we would meet. But few have had to endure the hurdles of Bryce Olson."I started to come to terms with my own mortality," said Olson in November of 2018. "I didn't even think I would see my kid get out of elementary school, and I started losing hope."We have been following Bryce Olson's story for over two years. We profiled the Oregon man because he had been traveling to San Diego for research and precision therapies for his Stage 4 Metastatic Prostate Cancer. And then the pandemic hit."It makes me feel that I'm a sitting duck," added Olson back in March.Our Michael Chen revisited Olson nine months ago at the beginning of the pandemic. COVID-19 cases were on the rise, and Olson had to weigh the risk of traveling with a weak immune system or slowly dying without his treatment."It was kind of this Sophie's Choice issue of, you know I might die of cancer in the long term, but gosh COVID could kill me in the short term," said Olson just last week.But instead, something remarkable happened when Olson's story started spreading."And then your piece aired, and an amazing individual, super generous, kind individual saw that, and he had access to private transportation," said Olson with a smile.That good Samaritan was co-founder and former CEO of Sprouts, Shon Boney. He provided a private plane so Bryce could fly into San Diego for his treatments until he was healthy enough to fly commercially."He got me out of my shell," added Olson. "He got me back into San Diego, comfortable going into the hospital with my N95 mask and he increased my confidence in being able to do this."The timing was perfect. Olson couldn't spare another missed treatment. The cancer had spread to his spine, and within weeks he would have been unable to walk. But that was just the beginning of his renewed hope. WIRED then picked up Olson's story, which has led to even more attention, a consortium of his case study and the potential for revolutionary experimental therapies through Research to the People benefiting not just Olson but millions of other cancer patients."What's happened post WIRED is I've got all these researchers, scientists, and medical professionals that want to help me take this amazing set of data," added Olson. "And they'll use that and compare it with data that they have, and then make inferences if you will or hypothesize what I should do next."All of this has left Olson grateful in this Season of Hope. Grateful for Ashley, his girlfriend here in San Diego, and newfound love. Grateful for his daughter, who will get more time with her father than was first expected. And, of course, the medical community."I'm grateful for the amazing medical professionals, and scientists, and researchers that have helped me and get me as far as I am today," says Olson. "And who I know will help me live decades into the future. I'm grateful for that." 2945

SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496

  

SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. "The bad guys won't be registering their guns."Hauffen says registering the gun at the initial purchase is sufficient, but Marcus points out some transactions, like sales between private sellers and family, are hard to trace.State officials haven't released numbers, but it's estimated there are thousands - if not tens of thousands - of legally owned AR-15s in California. 1738
