BIRMINGHAM, Mich. (WXYZ) — A 15-year-old who was sent to a detention center for not completing schoolwork will be released from custody to her mother.The Michigan Court of Appeals made the ruling Friday.Grace had gotten into legal trouble last year, and as one of the conditions of her probation, she had to attend school and complete classwork, which her mother tells ProPublica her daughter was doing until the pandemic hit. She was ordered to a juvenile detention center for violating probation after not completing online coursework.Oakland County Judge Mary Ellen Brennan ruled on July 20 to keep Grace in detention after violating probation by failing to complete online school work.Brennan said she had to consider the actions that placed Grace on probation to begin with. Last fall, arguments between the teen and her mother turned violent. The judge says the mother was the victim and the daughter the aggressor.ProPublica, a nonprofit publication, brought attention to Grace's story."This is a student with disabilities who was struggling with remote learning situation and ended up in detention because of that," said Jodi Cohen, a reporter with ProPublica Chicago."In school the student gets one-on-one support from teachers and is allowed extra time to complete assignments because of (ADHD) and other disabilities," Cohen said.Without that support and the daily structure she was used to, Grace struggled. So she reached out to her special education teacher, "to say she needed help and that one-on-one tutoring began the day after the violation against probation was filed against her," Cohen said.ProPublica's investigation also found the situation may have been influenced by race in addition to Grace's learning disabilities. Grace is Black. "The case may also reflect, some experts and Grace’s mother believe, systemic racial bias. BONITA, Calif. (KGTV) - California Highway Patrol officers are investigating a wrong-way crash on the Eastbound lanes of Highway 54 near the 125. The crash happened just after 8 p.m. Friday and reduced traffic to one lane. All lanes reopened shortly before 11 p.m. CHP believes the driver of a red Toyota Corolla was driving the wrong way and crashed into a white BMW carrying a mother and two children. BOULDER COUNTY, Colo. — A large area of Boulder County, including the towns of Jamestown and Ward, are under a mandatory evacuation order after two new wildfires sparked over the weekend.The 8,788-acre Calwood Fire started Saturday and is burning near the Cal-Wood Education Center in the Jamestown area. Officials Sunday night confirmed that 26 homes were lost to the fire, so far, mostly on the eastern side of the fire along Mountain Ridge Drive and Foothills Ranch Drive. No injuries were reported.The Calwood Fire was about 15% contained as of Sunday night. The most concerning area of the fire was the northern ridge of the fire area, due to the steep, rocky terrain and dry fuels, officials said.On Sunday, a new wildfire, dubbed the Lefthand Canyon Fire, started in the 14000 block of Lefthand Canyon Drive near the town of Ward. It has charred 312 acres as of Sunday night. Crews were still battling the fire Sunday but had contained the blaze north of Lefthand Canyon Drive.Smoke from both fires can be seen throughout most of Boulder and the surrounding area.The Boulder County fires prompted authorities to send out pre-evacuation notices to thousands of residents nearby, including people in the town of Lyons. In the Calwood Fire, there are 1,600 homes and 2,600 structures total in the evacuation area, and around 3,000 people impacted.Several roads are closed, including County Road 87, and officials evacuated Hall Ranch and Heil Valley trails.The map below shows the areas under an evacuation or pre-evacuation order:There is an evacuation check-in point for the Calwood Fire set up at 3460 N. BORREGO SPRINGS (CNS) - San Diego Gas & Electric will use a .5 million federal grant to upgrade the Borrego Springs microgrid with new technology so it can operate on completely clean energy, the utility announced Friday.The grant, from the U.S. Department of Energy's Solar Energy Technologies Office, will provide funds to purchase smart power inverters, controls and an energy management system. The new devices will improve energy reliability, stabilize the microgrid and help it become 100% renewable.A microgrid is a mini power grid and may include a power source like solar energy, an energy storage component and controls and switches that allow it to operate independent of or parallel to the larger grid. The Borrego Springs microgrid is the first such utility-owned grid in the nation."This grant award comes at a pivotal time for our customers, our company and the next evolution of microgrid technology," said Will Speer, vice president of electric engineering and construction for SDG&E. "Microgrids are one of the tools to enhance community resiliency and maintain energy service during emergencies. With the smart grid technology that we will incorporate into the microgrid, we are confident that this facility can become a model for future clean energy microgrids."The Borrego Springs microgrid began operations in 2013 after SDG&E saw an opportunity to improve energy resiliency for the approximately 2,800 people in Borrego Springs -- a remote desert town subject to extreme heat and monsoonal weather. Until then, the town relied on a single transmission line and distribution circuit for its power. The microgrid is connected to a local 26-megawatt solar field -- owned by a third party -- two battery storage systems, two generators and an ultracapacitor to keep power flowing to the town during emergencies and planned outages on the larger grid."This is great news for Borrego Springs, especially during emergencies like severe weather," said County Supervisor Jim Desmond. "It's important for San Diego County that we continue to move towards a healthier and more sustainable future."Due to unstable voltage conditions and solar energy output fluctuations, it is challenging to operate the microgrid using 100% clean energy. The new inverter, controls and energy management system will help address these challenges and transition the microgrid to a true 100% clean energy facility.SDG&E operates two microgrids -- including the Borrego Springs location -- within San Diego and southern Orange counties. BALTIMORE, Maryland — With no real place to call home, 67-year-old Randolph Cockrell slept on a porch on Oakmont Avenue Tuesday evening."I didn't know whether the person was still living or what?" recalled Tanya Teagle, who saw police standing over a body in her yard across the alley the next morning, and later learned it was the homeless man known in the area as Mr. Randolph, "He was the neighborhood nuisance.  He would mess with everybody, but you just ignored him and go about your way.  Sometimes he joked with you.  Sometimes he argued with you, but he was a fun person.  He didn't really do too much to bother anyone."That is, until somehow he appears to have drawn the ire of 19-year-old Dion Dixon."The suspect, Mr. Dixon, in some way confronted him,” said Interim Baltimore City Police Commissioner Gary Tuggle, “We don't know what the motive was, but he began assaulting him, chased him and ultimately beat him with a brick."About a mile from the crime scene, friends of the victim's family say Randolph's alcoholism landed him on the street."He would drink too much... get a little belligerent, but most of the time, it was because he was drunk... not that he wanted to harm anybody. He wasn't hurtful,” said Krystal Turner.In fact, some say they had seen Randolph and Dixon together in recent days, laughing and hanging out together, which makes it all that much more disturbing that the teen could be capable of beating him to death with a brick."He walked around with a walker so he could barely walk,” said Teagle, “He's not going to do anything to hurt anybody, because he's incapable to me.  It was real sad to hear someone did that to him — somebody that's defenseless you know?"Dixon is being held at Central Booking on a series of charges including murder and assault. 1840
