Workers use a handheld electronic device to enter the readings, and get a warning if the numbers don't fall inline with that meter's use from the last billing cycle, said Steven Broyles, a city meter reader of about 18 years. "Based on the pervious use 60 days ago, it was inline," Broyles said after measuring a home in Rancho Bernardo. "So it didn't throw me a failed audit."Workers, however, are able to override the warning and enter the reading.If that happens, the city says the meter's data gets kicked into the city's quality assurance process - a process that could have uncovered the pattern of errors in those four neighborhoods. The city terminated the employee who made the errors that lead to the 300 erroneous bills. A city spokesman, however, declined to comment on whether the system lead to the discovery. The city auditory, meanwhile, is continuing a top-down probe into the water billing department. The British Broadcasting Corporation has reportedly opened an investigation into how journalist Martin Bashir secured Princess Diana's 1995 interview with the network after a shocking allegation aired during a two-part documentary on the British network ITV on Monday and Tuesday.According to USA Today, Bashir allegedly asked a graphic designer to create fake bank statements to persuade Princess Diana to talk to him on camera.According to the New York Times, doubts rose about how Bashir obtained the interview, but an earlier BBC internal investigation exonerated him.During the Nov. 20, 1995 interview, which aired on the BBC's program Panorama, the Princess spoke about how she desperately wanted her marriage to Prince Charles to work. The death toll in the Camp Fire in Northern California has risen to 23 with the discovery Saturday of 14 more sets of remains, Butte County Sheriff and Coroner Kory Honea told reporters.Honea said 10 of the victims were recovered from the fire-ravaged town of Paradise.
