URUMQI, July 10 (Xinhua) -- China's top leadership has vowed to punish those responsible for Sunday's riot in the northwestern Xinjiang region in accordance with the law and to educate those taking part in it after being deceived by separatists. Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour of the autonomous region on Friday that all available efforts should be mobilized to "win the tough war of maintaining Xinjiang's stability."     The Party's top official in charge of law enforcement stressed that efforts should be made to "resolutely implement" the spirit of the Political Bureau meeting on Wednesday night, and use "tough measures" to ensure stability.     President Hu Jintao on Wednesday night convened a meeting of the Standing Committee of the CPC Central Committee Political Bureau to discuss the deadly Xinjiang riot. Zhou started an inspection tour in Xinjiang on Thursday.     The nine Political Bureau Standing Committee members, headed by CPC Central Committee General Secretary Hu, agreed that stability in Xinjiang was the "most important and pressing task," and vowed "severe punishment" of culprits in accordance with the law.     At least 156 people were killed and more than 1,000 injured in the riot on Sunday in Urumqi, capital city of the Xinjiang Uygur Autonomous Region.     Hu cut short his trip to Europe and skipped the G8 meeting due to the situation in Xinjiang. He returned to Beijing Wednesday afternoon.     The meeting said the government would "firmly crack down on serious crimes, including assaults, vandalism, looting and arson."     The Standing Committee ordered authorities to "isolate and crack down on the tiny few" and "unify and educate the majority of masses."     "Instigators, organizers, culprits and violent criminals in the unrest shall be severely punished in accordance with the law," it said. "Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. VIENNA, June 17 (Xinhua) -- The Head of the Chinese delegation and Permanent Representative of China to the United Nations Office in Vienna, Tang Guoqiang, stressed on Wednesday on behalf of the Chinese government that the nuclear issues of Korea and Iran should be solved in a peaceful way through diplomatic talks.     In a speech at the board meeting of the International Atomic Energy Agency (IAEA) on Wednesday, Tang pointed out with regard to the Korean nuclear issue that the Chinese government "firmly opposes" another nuclear test by the Democratic People's Republic of Korea (DPRK), and requires the DPRK to "stick to the denuclearization commitments, stop relevant actions that may further deteriorate the situation, and return to the six-party talks."     However, Tang also pointed out that "the sovereignty, territorial integrity, reasonable security concerns and development benefits of the DPRK, a sovereign state, and a member state of the U.N., should receive due respect. The DPRK should have the right to peaceful use of nuclear energy after it returns to the treaty on Non-Proliferation of Nuclear Weapons (NPT)."     He also stressed that political and diplomatic means is the"only right way"to solve the relevant issues on the Korean Peninsular including the nuclear issue.     Therefore, he called on relevant parties to "focus on long-term benefits and maintain calm and restraint so as to avoid any action that could lead to further tension." A peaceful solution to the Korean nuclear issue "accords with the common benefit of all the parties,"Tang said.     He pointed out when discussing the Iranian nuclear issue that there is currently new opportunity to promote a solution through negotiations, so relevant parties should "seize the opportunity and step up diplomatic efforts, so as to resume talks as soon as possible and seek a comprehensive and long-term solution to the Iranian nuclear issue."     Iran, as a party to the NPT, enjoys the right to the peaceful use of nuclear energy, but should also fulfill corresponding international obligations he said.     China is concerned that Iran has not suspended uranium enrichment as requested by the U.N. Security Council and hopes Iran will take measures to "comprehensively fulfill the relevant resolutions of the IAEA and the Security Council," Tang said.     He also stressed that China adheres to "the international nuclear non-proliferation system, and the Korean and Iranian nuclear issues must be solved through negotiations.     China will "work with all the parties" and make further efforts to solve relevant issues by diplomatic means "based on the overall situation of maintaining the nuclear non-proliferation system as well as regional peace and stability," Tang said.

BALI, Indonesia, May 3 (Xinhua) -- Details of a sizeable foreign currency reserve pool among the Association of Southeast Asian Nations, China, Japan and South Korea (ASEAN+3) were finalized here on Sunday, two years after the initiative was first introduced to combat emergent financial problems.     Finance ministers of the ASEAN+3 nations reached the agreement on all main components of regional reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM), and it will be implemented before the end of this year.     The agreement on the CMIM includes "the individual country's contribution, borrowing accessibility, and the surveillance mechanism," said a statement issued after the finance ministers' meeting.     The total size of the CMIM is 120 billion U.S. dollars with the contribution portion between ASEAN and the Plus Three countries at20 percent versus 80 percent.     China and Japan will each contribute 38.4 billion U.S. dollars to the pool, while South Korea will contribute 19.2 billion dollars.     Among China's portion, Hong Kong Special Administrative Region will contribute 4.2 billion U.S. dollars. "We welcome Hong Kong, China, to participate in the CMIM," said the statement.     The CMIM is set up to "address short-term liquidity difficulties in the region and to supplement the existing international financial arrangements," the statement said.     The ministers agreed to establish an independent regional surveillance unit to monitor and analyze regional economies and support CMIM decision-making. As a start, there would be an advisory panel of experts to work closely with the Asian Development Bank (ADB) and the ASEAN Secretariat.     In the statement, the ministers also endorsed the establishment of the Credit Guarantee and Investment Mechanism (CGIM) as a trust fund of the ADB with an initial capital of 500 million U.S. dollars. It could be increased once the demand is fully met.     "It's a welcoming step in coping with the crisis, and an important step to the financial architecture of the region and it will infuse confidence to the market," said ADB Managing Director General Rajat Nag after the meeting, referring to the finalization of the CMIM.     Asked whether the CMIM is meant to replace the role International Monetary Fund plays in the region, he said the mechanism is only "good complement" to what IMF does.     "Gladly, we don't have the situation like in the U.S. or Europe but it's better to be prepared. SHENYANG, June 27 (Xinhua) -- China's steel giant, Ansteel, had got government approval to increase its stake in Australian iron ore explorer Gindalbie Metals, a spokesman with Ansteel said Saturday.     The approval came Tuesday, allowing the Anshan Iron and Steel Group (Ansteel) in northeast China's Liaoning Province to increase its interest in Gindalbie from 12.6 percent to 36.28 percent to become its biggest shareholder, according to the spokesman of Ansteel.     The purchase will be finished within a week. Then the two sides will invest a 534-million-Australian dollar in Karara iron ore project in western Australia, with a 50-50 ownership.     Gindalbie proposed Ansteel buy more of its shares in August last year. The application was approved by the board of Gindalbie early February.
