EL CAJON, Calif. (KGTV) -- Neighbors say two elderly residents of the Lincoln Palms Apartment in El Cajon were taken to the hospital Wednesday, after an explosion on Lincoln Avenue. New resident Jorge Limon told 10News Reporter Rina Nakano he and his grilfriend Samantha were unpacking when they noticed an odd smell. Later, they heard what sounded like two explosions. "We thought somebody threw a table out of the window or something. But then we saw the smoke and fire," Limon said, adding that he immediately grabbed his fire extinguisher to help.  The explosion happened on the first floor of the building around 8 p.m., just below Limon's new apartment.Fire crews arrived four minutes after the 911 call, but were surprised to see that the flames were already out when they arrived. With his extinguisher, Limon was able to put out the flames. The explosion shattered the windows of the downstairs unit, leaving the curtains and glass all around the pool. Inside Limon found the two elderly residents, who he said both suffered injuries. "They both went ot the burn center, which means they had enough burns to where it was a concern," said Heartland Fire and Rescue Battalion Chief Bent Koch. San Diego Gas & Electric, El Cajon Police and several other agencies are investigating what caused the explosion. Limon told 10News his fire extinguisher was no accident. "I made a big deal to bring it," he said. (KGTV) — El Cajon City Council voted Friday not to make any changes in how the city enforces the county's coronavirus public health orders.Thursday, Mayor Bill Wells called for the special meeting to discuss stopping El Cajon Police from enforcing public health measures around facial coverings and distancing.City Council leaders said the city would continue enforcing the rules as they have on a case-by-case basis, according to the mayor. So while police won't respond to complaints like who is or is not wearing a mask or whether a restaurant has too many people inside, they will focus on more egregious violations, like large parties or businesses being fully opened.RELATED: El Cajon Mayor calls for police to stop enforcing county COVID-19 measuresHowever, after California implemented new guidance on Friday that allows San Diego County to reopen several businesses indoors with modifications starting Monday, Wells said no major action by the city was needed.Thursday, Wells told ABC 10News that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance, but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said Thursday. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. And I think people who are elderly with co-morbidities should stay in their homes and not socialize with people."According to data from the county on Friday, El Cajon has reported 1,828 coronavirus cases, or 4.9% of the county's total cases. 1781

Each winter, many people wonder whether its worth getting a flu shot while health officials repeatedly warn against not getting one.Now a new study sheds light on the benefit of doing so. Even when the flu shot is just 20% effective it can still reduce US doctor visits due to illness by an estimated 20 million in a single year, the new report published in the scientific journal PNAS (Proceedings of the National Academy of Sciences of the United States) finds.In addition, vaccination also can prevent thousands of hospitalizations and deaths, the study authors estimated based on the average vaccination coverage rate in the United States."Getting vaccinated against influenza is beneficial to the individual and to the community even when the vaccine is of relatively low efficacy," said Burton H. Singer, co-author of the study and an adjunct professor for the Emerging Pathogens Institute at University of Florida in Gainesville.Caused by viruses, flu is a contagious respiratory illness with mild to severe symptoms that can sometimes lead to death. The flu virus evolves rapidly and new viruses circulate in different parts of the world, so each year scientists must reformulate the vaccine. Add to that an imperfect manufacturing process and even a 'good match' formulation may not be as effective as scientists would like.In fact, the Centers for Disease Control and Prevention estimated just 36% effectiveness for the 2017-18 seasonal vaccine as of February 3. (The season ends in May.)For the new study, Singer and his colleagues created a mathematical model of flu transmission and vaccination to evaluate how much illness is prevented by even a very low effectiveness flu vaccine. The research team found that at the average rate of US coverage even a poor vaccine would prevent a significant amount of illnesses, hospitalizations and deaths.For example, at just 43% coverage (the average rate of Americans who received a flu shot for the years 2012 through 2017), a vaccine with just 20% effectiveness could avert more than 20 million infections or illnesses as compared to not getting the vaccine. In addition, 129,000 hospitalizations and 61,000 deaths could be prevented.Based on the model, if more people got a flu shot, say half of the US population, the same 20% effective flu shot would prevent an additional 3.63 million infections, 21,987 hospitalizations and 8,479 deaths."When a vaccine is fully effective on 50% or more of the people who are vaccinated, you need to primarily focus on vaccinating young children," said Singer. The reason? Children are still building immunity and they pass germs around at school."As efficacy of the vaccine decreases, it becomes increasingly important for the elderly to be vaccinated in addition to young children," said Singer, since the elderly are more likely to develop complications from the flu, such as pneumonia, which can be deadly.The CDC reported a total of 160 flu-related deaths in children and 30,064 flu-related hospitalizations overall?between October 1, 2017 and April 21, 2018. The highest rate of hospitalization occurred among adults 65 years old and older.Richard Webby, a flu scientist who is part of the World Health Organization's advisory board and a member of St. Jude Children's Research Hospital's Department of Infectious Diseases, said "effectiveness estimates go up and down based on a number of factors including match of vaccine and circulating strain and probably other factors we don't fully understand.""The take home message from the past few seasons is that there is much room for improvement," said Webby, who was not involved in the research.Still, more people, particularly the elderly, need to get vaccinated even when the vaccine effectiveness is lower than hoped, Webby said: "This study suggests that even with a less than optimal vaccine there is still much public health benefit that can be achieved if these are used properly and widely." 3992

EAST COUNTY (CNS) - One vehicle overturned and another one ended up in a ditch in a collision today in Jacumba Hot Springs, the California Highway Patrol said.The two-car collision happened at 12:22 p.m. on eastbound Interstate 8 near Carrizo Gorge Road, the CHP said.A gray Chevy Silverado and a black Lexus sedan collided and landed in the center divider. The Silverado overturned but all of the occupants got out of the vehicle, according to a CHP incident log.Tow trucks were called to the scene. There was no immediate information on the condition of people in both vehicles.A CHP dispatcher said two officers were investigating the accident and still at the scene as of 1:15 p.m. 693

EL CAJON, Calif. (KGTV) - A renowned El Cajon artist who captured a moment in American history is helping it live on today. Olaf Wieghorst, known as the dean of Western art, spent most of his adult life in El Cajon. “He couldn't not paint and everything he painted had a cowboy, an Indian or a horse in it,” said Jim Daniels of the Olaf Wieghorst Museum. Daniels said horses were in Wieghorst’s blood. “Great horseman having been around horses his whole life,” said Daniels. Complete Coverage: Life in El CajonWieghorst’s father was a photographer who taught his son how to do handstands on stools and on horses. Wieghorst used his horse skills as a mounted patrolman in the New York Police Department. After he married a woman named Mae, he was motivated to leave the East Coast. “He was not enamored with her mother so he got out a map of the United States and wanted to find the place farthest from New York,” said Daniels. In 1945, Wieghorst started a new life in El Cajon as a natural artist with no formal training. “He traveled in a pickup truck with a camper shell on it and spent time with Navajo and local Indians all through the west,” Daniels said. Wieghorst often painted from a room which still shows paint splatters on the wall. As his reputation grew, so did his fans: Presidents Eisenhower, Ford, and Reagan, and celebrities including Burt Reynolds and Clint Eastwood. The painter also appeared in western movies with John Wayne, including “El Dorado” in 1967. “They became good friends and drinking buddies and John Wayne would come down and hang out with him.” Two of Wieghorst’s paintings, the Navajo Madonna and Navajo Man sold for more than million in 1985. However, interest in Wieghorst’s work has waned. “I think there's a lot of people around El Cajon still who've never heard the name and could care less, and there were a lot of people then who had no idea they had one of the greatest artists the world has ever had,” said Daniels. The Wieghorst Museum brings in children to keep the painter’s legacy alive. “Part of the strength of a community is remembrance of the past and appreciation of greatness and that's displayed through art.” Wieghorst died in 1988 at the age of 88. 2217
