SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) - The mother of a Southern California girl diagnosed with rat-bite fever is sharing her story at a San Diego hospital Friday to educate other parents about the danger. Rat-bite fever is a potentially deadly infection spread through contact with domestic rats. 8-year-old Cali from Menifee contracted the disease when the rat’s saliva came into contact with an open wound, according to Rady Children’s Hospital officials. Cali has eczema on her fingers which may have contributed to the situation, a doctor said.Rat-bite fever is a bacterial disease which can cause a rash, fever, and body aches.The illness started Friday night, said Cali's mother Sabrina. By Sunday, Cali had a fever of 104.6 degrees. She lost the ability to use her hands and arms and had a whole-body rash."Really, really scary. Really hard to watch," said Sabrina.Cali's family bought two rats, Shell and Onyx, from a feed store about two years ago with no warning about the potential of rat-bite fever.Doctors recommended the family get rid of their rats."We didn't want to do it," said Sabrina. “It’s not a fun thing to tell your kid you’ve got to get rid of your best friend."Cali's mother had a recommendation for other parents."Just know that this can happen," she said. SAN DIEGO (KGTV) -- The majority of residents at Reo Vista Healthcare Center in Paradise Hills have COVID-19, according to officials with the facility.A total of 112 residents have tested positive, according to the facility’s administrator Curtis White. 40 staff members also tested positive for COVID-19. White confirmed 14 residents have passed away. Of that number, five died in local hospitals.The facility holds 135 residents.Juanita Gomez was one of the residents who tested positive. Her son told Team 10 she passed away July 1st.The state strike team assisted in expediting testing for residents and staff, White said. They have visited the facility three times.Cesar Noriega’s 90-year-old mother also tested positive. She is currently in the hospital dealing with COVID-19 and other health related issues. “She’s not doing well. She’s in a lot of pain,” Noriega said. Noriega said he urged early testing at the facility, but his pleas for help went ignored. He is now trying to figure out where his mother can get care after she is released from the hospital.“I’ve gone through elation, through depression, to anger… this is almost on a daily basis,” Noriega said.White said “most of the individuals with COVID are experiencing mild or no symptoms.” 13 residents and 23 staff members have recovered.“Our top priority remains the health and well-being of everyone in our facility,” White said. 1409

SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. SAN DIEGO (KGTV) -- The family of Rebecca Zahau said they are filing a new lawsuit against the San Diego County Sheriff's Office for refusing to provide access to records regarding the sheriff's investigation into her death.The family is also petitioning on the San Diego County Medical Examiner - both current and former - to change her cause of death to homicide or undetermined from suicide.On July 13, 2011, Rebecca Zahau’s nude body was reportedly found hanging from a balcony at the Spreckels Mansion in Coronado. Investigators said her hands and feet were bound with red rope. The same red rope was discovered hanging over the balcony.Authorities said Adam Shacknai called 911 to report her death. Shacknai was staying at the mansion that was owned then by his brother Jonah Shacknai, Zahau's boyfriend.Zahau, 32, had been babysitting her boyfriend’s 6-year-old son Max when he suffered serious injuries in a fall down a staircase at the home. The boy died from his injuries five days later.The San Diego County Sheriff’s Department and Medical Examiner’s Office ruled Zahau’s death a suicide. Authorities have suggested she took her own life out of remorse and sorrow over the boy’s injuries.The Zahau family rejected the suicide conclusion, and for many years, they have believed she was murdered by Adam Shacknai.
