BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk.The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website.It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange.The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis.At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.

BEIJING, June 11 (Xinhua) -- China's Ministry of Agriculture (MOA) asked authorities in the nation's major wheat-planting areas to work to achieve quick summer grain harvests in spite of the difficulties posed by the extreme weather.This year's summer harvest has proven more difficult than usual because the ripening of winter wheat has taken place one week later than normal because of the bitterly cold weather last winter, while the consistently heavy rains that recently struck south China have impeded the harvest efforts, the MOA said.The ministry said local authorities should prioritize the harvest work and complete the harvest as quickly as possible.Reaping machine should be distributed properly in different locations to raise the harvesting efficiency, it added. Also, local departments should update information such as weather, market demands, prices and transportation to ensure a smooth harvest, the ministry noted.China's four major grain production areas have shown cautious optimism toward their 2010 summer grain output. Henan, Shandong and Anhui provinces expect output of wheat to be equal or slightly higher than last year, while Hebei province forecasts slightly reduced output, according to information coming from a high level agriculture meeting held earlier in May in Zhengzhou city, the capital of Henan province.According to the MOA data, China's summer grain output accounts for one quarter of its annual food yield.

SHANGHAI, Aug. 14 (Xinhua) -- All entertainment activities at the Shanghai World Expo will be suspended Sunday in a show of respect for the victims of a massive mudslide in northwest China's Gansu Province.The Chinese national flags at the Expo Garden would fly at half-mast, and both the music broadcast at the opening and during the day would be stopped, the Shanghai Expo Bureau announced Saturday.Sun Weimin, the Expo Bureau's concierge director, said flags of the Bureau of International Expositions and the Shanghai World Expo would also fly at half-mast.Other Expo participants could decide for themselves whether to fly their flags at half-mast.The announcement was in line with that of the State Council, China's cabinet, which ordered suspension of all public entertainment and that Chinese flags fly at half-mast Sunday.The mudslide, which hit Zhouqu County, Gannan Tibetan Autonomous Prefecture, on Aug. 8 has killed at least 1,239 people and an estimated 505 are still missing.According to the Expo Bureau, the Gansu Pavilion will hold a "solemn and simple" ceremony starting 10 a.m. Sunday. The big screen in the pavilion will broadcast pictures and videos of disaster relief in Zhouqu County.On Saturday night, a performance from Chongqing Municipality will include a tribute to victims of the Aug. 8 mudslide.Almost 100 performances and cultural activities scheduled for Sunday would be suspended. CHENGDU, Aug. 17 (Xinhua) -- The massive mudslide that hit Wenchuan County, southwest China's Sichuan Province, Saturday had killed 15 people and injured nine others by Monday, local authorities said Tuesday.Wenchuan County was the epicenter of the 8.0-magnitude earthquake that jolted Sichuan and other neighboring provinces in west China in May 2008. The quake left some 87,000 people dead or missing.The county, which falls under the jurisdiction of Tibetan and Qiang Autonomous Prefecture of Aba, was ravaged by rain-triggered floods and mudslides Saturday.At least 31 people were reported missing following the mudslide, but whether the 15 deaths were included was not known, according to a statement issued by the county government of Wenchuan.More than 50,000 residents and tourists were forced to evacuate in Aba as the local meteorological station issued warnings beginning Friday about expected heavy rains and possible geological disasters.Also, the county government of Wenchuan has arranged temporary shelters for residents left homeless by the floods.In Yingxiu Township of Wenchuan, rows of newly completed homes were submerged by the overflowed Minjiang River which runs through the town. The new homes had been built to accommodate those residents relocated outside Yingxiu after the deadly earthquake.If the flooding had not occurred, Lian Qunhua, who opened a grocery in the town, would have received the key for her new home in two weeks."This used to be my home," Lian told a Xinhua reporter, pointing to some debris in front of her. "That is my new home," she said, indicating a row of fresh new buildings soaked in the flood waters on the opposite bank of the Minjiang River."I feel hurt, indeed," she lamented.
