SAN DIEGO (KGTV) -- Hundreds showed up for a prayer vigil Wednesday night, organized by the Broadway Heights Community Council. The Prayer Vigil for Love, Peace and Justice was outdoors on Martin Luther King Jr. Way. A dozen faith leaders participated, each taking a moment to speak to the crowd and then share prayer with the crowd. Organizers say they put this together in response to the racial injustice around the country, mentioning the death of George Floyd and the arrest of Amaurie Johnson at the trolley station in La Mesa. The vigil was peaceful and organizers say that was the goal. Families that attended the event and faith leaders say they are hopeful that coming together will lead to meaningful change and healing. 740

SAN DIEGO (KGTV) - Just days after her 97th birthday, a San Diego woman was honored for being a trailblazer in the Marine Corps. Sgt. Maj. Grace Carle's love for her country is apparent in her impressive resume. The retired Marine served during WWII, the Korean War, and Vietnam."She's always been a strong woman. She did what she was told to do, and she did it with honor. She wanted to be proud of what she did," said Jennie Larsen, Carle's niece. Carle was one of nine siblings and joined the Marine Corps when she was 20. She's now the last living Sergeant Major of the U.S. Marine Corps Women's Reserve and was one of only six women to hold the position. "When she went in she worked hard to get all of her advancements, and it's things like giving the women a chance to do jobs that the men had been doing and showing that the women were capable of holding these same positions and doing the same type of work," said Larsen.Carle was recently admitted to Somerset Subacute and Care, where social worker Lisa Abbott met the retired Marine. "When they told me she was a big deal in the Marines, I started googling her!" Abbott said.Carle will soon be entering hospice care, so Abbott decided they needed to honor her. "Somebody like Ms. Carle who's done so much for our country, and for America, and for women in general, this is going to be probably our last chance to thank her and honor her. While she's with us, we're going to take that opportunity," said Abbott. They held a ceremony for Carle at the facility, which included taps by Bugles Across America."The Marine life was her life, and she was very proud to serve this country, you couldn't have asked for a better person," said Larsen.Larsen says her aunt served in the Marine Corps for over 30 years. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

Karina Sanchez searches for the right words. "We can't even believe how great business has been, we're so so thankful for it."Sanchez and her husband are owners of Waterhorse Charters in Mission Bay. Opening just last year, they offer scuba diving tours, party cruises, fishing and whale watching excursions.When the pandemic hit, they were forced to temporarily shutdown by state mandate. But once given the green light to reopen, Sanchez says business has been booming, with people want to get out and do it safely."I feel like people get a little more comfortable going out in the water," says Sanchez, "Something that's outdoors; than having, for instance, a house party or just going to bars or something like that."Sanchez connects with many of her customers through the site GetMyBoat.Com, which is kind of like Airbnb for boats."There's some data that suggests the average boat is only used 8 to 10% of the year," says Val Streif, who represents GetMyBoat.com from their headquarters in Minneapolis. "And the other time it's just sitting in a dock or marina."Streif says GetMyBoat has listings from private boat owners and charter services in 184 countries around the world, offering everything from kayaks and jet skis to pontoon boats and yachts."This is a way for people to earn some supplemental income," says Strief, "When they're not using the boat for themselves for personal purposes."There are increased regulations during the pandemic -- stepped up cleaning, fewer passengers for social distancing and other steps depending on the boat or excursion offered."We require everybody to wear a mask while they're on board," says Sanchez, "When they rent a regulator -- which is the piece you put in your mouth when you're diving -- every time people rent one from us we make them buy the mouthpiece."Sanchez says the changes aren't hurting business, as they've been sold out.
