NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said. "Can you decriminalize and stop prosecuting sex workers? Can you stop prosecuting any amount of drugs? That is important."Funk's decision prompted State Rep. NATIONAL CITY, Calif. (KGTV) -- Families in one South Bay city got one step closer to relief from skyrocketing rent Thursday as a group turned in signatures supporting a measure that could make its way to the November ballot. The National City Families for Fair Rent coalition has collected 3,500 signatures from registered voters in favor of implementing a program to stabilize rent.The initiative is called the National City Rent Control and Community Stabilization Ordinance.In order to get the measure on the November ballot, the coalition needs the signatures of 2,300 registered National City voters.Researchers say the measure is important because National City is one of the last safe havens for families struggling to pay rent. "It is one of the last places, sort of the last refuge for families struggling to get by have been able to afford to rent," said Dr. Peter Brownell,Research Director at Center on Policy Initiatives.The city council can now take one of three actions. Enact it without sending it to the ballot, send it to the ballot or request a report from city staff.If a report is requested, the council will have to reconvene and take one of the first two options within 30 days. 1220

NATIONAL CITY, Calif. (KGTV) -- A man who was apparently shot with an arrow was found dead in National City Monday afternoon.According to National City Police, the incident was reported at around 2:30 p.m. near the 1800 block of Wilson Avenue.After the shooting, the suspect reportedly called police saying he shot an arrow into a man. The suspect told police there was a fight before the shooting.NCPD Captain Alex Hernandez said the suspect showed officers where the victim was located. The victim was found in what appeared to be a homeless encampment and pronounced dead at the scene."We were able to recover the bow and some other items that were nearby as evidence," said Hernandez.Police say a woman who was believed to be with the two men at the time of the shooting was questioned. All three are believed to be transients living in the encampment where the incident took place, police say.While the deceased man was not identified, National City police identified the suspect as 39-year-old Miguel Venegas; he was booked into jail on a suspicion of murder charge. 1080

MORENO VALLEY, Calif. (KGTV) - Cal Fire and Riverside County Fire crews responded Friday to a wildfire threatening utility infrastructure in Moreno Valley. The first firefighters to reach the scene along Gilman Springs Road reported four spot fires approximately one mile apart and one acre each, Cal Fire tweeted. Within an hour, the so-called Jerry Fire spread to 500 acres with a rapid rate of spread and no containment.Multiple structures were threatened, said officials. Aerial video from the scene showed at least one structure engulfed in flames. Approximately 15 homes on Gilman Springs Road between Highway 60 and Jack Rabbit Trail were evacuated.There was no immediate word on the cause of the fire. About 3:30 p.m., winds in the area are 8 miles per hour and the temperatures are in the low 70s, according to 10News meterologist Angelica Campos.
