NASHVILLE, Tenn. — Postmaster General Louis DeJoy told senators Friday that the cost-cutting fixes he has made to the U.S. Postal Service transportation system were designed to improve service."The only change I made, ma'am, was the trucks leave on time," said Postmaster General Louis DeJoy on Friday.But an investigation by Scripps station WTVF in Nashville found that, at the same time that DeJoy was testifying, the Postal Service was paying for an empty truck to drive from Nashville to Illinois.It turns out that DeJoy's changes have led to empty postal trucks being run all over the country.Testifying before a U.S. Senate committee Friday, DeJoy defended his cost-cutting measures, specifically highlighting cuts that targeted transportation issues within the Postal Service.Those cuts require postal trucks to leave sorting facilities by a specific time each day and are intended to reduce expenses related to overtime and extra trips.But postal workers in Nashville say DeJoy's new mandate is not practical and is having unintended consequences."Trucks leave empty," said Joe Jolley, a postal employee with the postal workers union in Nashville. "They leave completely empty. We pay a truck to travel to Memphis, a 53-foot truck with no mail on it."Piles of mail that, postal workers say, missed their intended transportsJolley said DeJoy's new policy does not allow a truck to be held up for even five minutes so it can be loaded with mail. He added that Express Mail and Priority Mail are often left sitting on the docks because trucks have already left."That is very important mail — cremated remains, legal documents, things that must be delivered on time, guaranteed delivery — and we are not making that guarantee," Jolley said.In June, the Postal Service's inspector general issued a report on the transportation network."During our site visits, we observed mail processing operations not processing mail timely, and not enough dock personnel moving the mail. NATIONAL CITY, Calif. (KGTV)-- National City is asking the public for input on the "Small Cells" roll-out plan in preparation of 5G speeds. While some are excited about lighting-fast internet, others are concerned about their health.Everyone is connected, everywhere, thanks to wireless technology. Traditionally, large cell towers placed around the city would have enough capacity and power to accommodate cellphone users. With the increased popularity of smartphones and social media, the FCC says 4G is not enough to demands. It is now the 5G age. The federal government is now requiring larger connectivity, with smaller infrastructure called "Small Cells.""We're looking to see community wants," Deputy City Attorney for National City Robby Contreras said. National City is asking for community input on how they should proceed with their "Small Cells" roll-out. "Small Cells" are little, low-powered wireless base stations, installed onto already existing traffic lights. They provide 5G speeds without new huge towers.The City of San Diego already began its installation of "Small Cells." Many of them can be seen along First Street downtown. At this point, National City has only a handful of Small Cells that were installed after a pre-existing agreement from a decade ago. Now they are considering placing many more around the city."We're trying to get a Master License Agreement," Contreras said. "And this agreement would lay out the terms and conditions that carriers like Verizon or AT&T would have to follow in locating small cells in our city."While many are thrilled about a future with faster connectivity, Susan Brinchman is fighting against the Small Cells roll out."I have a medical condition caused by radiation poisoning," Brinchman said. MINNEAPOLIS (AP) — A Minnesota judge has declined defense requests to move the trial of four Minneapolis police officers charged in George Floyd’s death, and also ruled that all four would be tried in a single proceeding.Hennepin County Judge Peter Cahill ruled Thursday after defense attorneys argued that pretrial publicity had made it impossible for the four men to get a fair trial.They had also cited a Sept. 11 hearing in which the men and their attorneys were confronted by angry protesters outside the courthouse.Moving the trial away from Minneapolis to less diverse areas of the state likely would have affected the makeup of the jury.The officers being charged are Derek Chauvin, J. Alexander Kueng, Thomas Lane and Tou Thao. Chauvin is charged with second-degree murder of Floyd, a black man who died after being restrained by him and the other Minneapolis police officers on May 25. MINNEAPOLIS, Minn. – The death of George Floyd in Minneapolis, Minnesota, put a national spotlight on systemic racism and social inequities. Just a few weeks later, the state’s unemployment rate for people of color is further hitting home how real and current those issues are.“It’s really shocking that number is the way that it is,” said Kimberly Jones.Jones is an African American woman and was a Minnesota-based flight attendant recruiter, who lost her job in March.According to data from Minnesota’s Department of Employment and Economic Development, she is a part of the half of all Black workers in the state who have lost their jobs and have had to file for unemployment during the past five months. Right now, Black workers in Minnesota are almost three times as likely to still be unemployed, compared to white workers. That’s significantly higher than the national average, which also shows Black workers across the country struggling with unemployment at a higher rate than white workers.“We have been suffering and going through this kind of social inequity for so long,” said Jones. “It is sad to say you almost get used to the norm. I get used to the redlining. I get used to not being able to get a job. I get used to the discrimination. My hope is that with everything that has happened together the way that it has, it will begin to shed light on things that absolutely have to change.”The issue of people of color having disproportionately higher unemployment in Minnesota and around the country is not a new issue or one just isolated to this economic downturn, according to experts like William Rodgers with Rutgers University. Rodgers is the Chief Economist and a Professor of Public Policy at Rutgers’ Edward J. Bloustein School of Planning and Public Policy.“The big concern there that I have is that this is potentially writing the same rules we have seen in previous recessions,” said Rodgers. “African Americans, Latinos, and other groups, but especially African Americans, they are the first ones to be fired and they are the last ones to be hired when there is a recovery.”Given the recent national awareness and concern over systemic inequities for people of color, there is action being taken to change the course of history this time.“Employers need deep help in addressing the institutional racism that exists within their walls and to determine really what kind of actions they can take to really start to create new policies and practices and new ways of being as it relates to how they hire talent,” said Towanna Black.Black is the Founder and CEO of Minnesota’s Center of Economic Inclusion. Her organization recently created several new positions to help private companies and other employers address their role in this inequity and unemployment disparity.“We do an assessment upfront that helps employers understand, almost across 200 dimensions, what is happening inside your business and how those policies and practices either help your employees move forward economically or hold them back,” said Black. “We are glad to say that employers, not only in Minneapolis/St. Paul but across the country are reaching out.”While employers work on change, someone like Jones has changed her mind about returning to the workforce that historically has worked against her and other people of color. She has instead decided to work on a nonprofit passion project, turning her home into a shelter for woman called The Genesis House Service Corporation. 3489
