(KGTV) — Oceanside Police are asking the public for help finding a missing, at-risk woman who disappeared early Friday following a distressing phone call.Police said Yolanda Michelle Combs, 42, was last heard by her daughter over the phone Friday morning, before her phone suddenly disconnected. Combs' daughter said her mom sounded like she was in distress and needed help. No one has been able to reach Combs since, police said.She is described as a white female, standing 5-foot-2, and weighing about 140 pounds. She has shoulder-length red hair and hazel eyes. ORLANDO, Fla. – Florida: home to green palms, sunny skies and long lines for early voting.“We're seeing a lot of people who were actively engaged,” said Dr. Larry Walker, a professor with the Department of Educational Leadership and Higher Education at the University of Central Florida, who specializes in race and voting rights.Dr. Walker said, looking at state data, he expects a higher Black voter turnout this year in Florida, a state where they account for 14% of eligible voters.“I think we're going to see increasingly more Black voters that didn't vote in 2016, weren't ready to vote, to vote in this election,” Dr. Walker said.But will they in other battleground states? The U.S. surpassed the 3,000 death mark for the first time on Wednesday when 3,088 deaths linked to the virus were recorded.Johns Hopkins University, which uses different methods in recording deaths, reports that 2,993 Americans died of the virus on Thursday. Both the COVID Tracking Project and Johns Hopkins report that Wednesday and Thursday marked the top two deadliest days since the start of the pandemic.The 3,000+ deaths represent more lives lost than in U.S. tragedies like the Sept. 11, 2001 terror attacks and the attack on Pearl Harbor prior to U.S. involvement in World War II.And while consecutive days of 3,000 death represent a level of loss not yet seen since the pandemic began, health officials warn that it could become the new normal — at least in the coming weeks. A spike in deaths typically trails a few weeks behind spikes in new cases and hospitalizations — both of which have been steadily increasing without respite for more than a month. Since Nov. 1, the seven-day average of new COVID-19 has exploded from 80,538 a day to 205,425 a day. She says some businesses will be holding virtual celebrations."I even saw just recently something about getting a musician or some sort of that to be prerecorded and then sent out to people. So, it's a little mini concert. I think employers are getting very creative," said Frydenlund.Valerie Keels works at the company Gavi, which has offices in Switzerland and Washington, D.C. Keels is working with a team of five other people to put on a virtual end-of-the-year office event. Complete with a virtual cartoonist, personal videos and more for their 350 employees."I think it serves a purpose. It's a reminder to those people who are more solitary, and okay being that way, that yeah, we’re all in this together and we can still be collegial and still have fun together," said Keels.The biggest focus for Keels and her team is making sure their employees come together to celebrate all of their hard work."It's so important that organizations either foster or maintain that connectedness because it's so important for the motivation and even well-being of staff to be connected to both the organization and the colleagues," said Keels.For some companies in lieu of holiday party, extra vacation days will be offered, as a way to show employees their appreciation during this unprecedented year."Time away is definitely something that's an added benefit that people can provide. You don't have to have a celebration or try to mimic what we had before, but why not give the gift of time," said Frydenlund.Frydenlund says while some companies will still be hosting holiday parties as usual, she says many will likely consider the pandemic and proceed with caution."When you start to think about what is the intention around celebrating around the holidays and I’ve always wanted to make sure you’re inclusive in doing so because everybody celebrates things differently. On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement.
