JASPER, Tenn. — The mountains of southeastern Tennessee soar into the sky as the Tennessee River winds through valleys. Yet, the beautiful landscape isn't just the site of a natural divide — it is the site of a digital one as well."The issue came when we had to go total shutdown, total remote," said Allen Pratt, who heads up the National Rural Education Association, representing rural school districts in all 50 states.He said when the pandemic forced students into remote learning, many in rural areas couldn't get on the internet."I think you have to look at it from the sense of, we have to treat this just like the electric power grid, where every home has electricity — it needs to be the same way with connectivity," Pratt said.The Pew Research Center found that more than a quarter of all Americans — 27% — don't have high-speed internet access at home. In terms of students, 9 million schoolchildren are not able to do remote learning at home, according to the National Center for Education Statistics.In Marion County, Tennessee, about 30% of the county's 4,000 students did not have internet access when the pandemic began. Director of Schools Mark Griffith said they relied on hand-delivering paper lesson packets."We would actually take some food and some of the packets out to the rural areas daily," Griffith said.In order to address the problem, the district set up several mobile hotspots throughout the county, including in the parking lots of some of their schools and the school district office. The hotspots seemed to help, as it reduced the number of students without internet access to below 20%.Yet, the district knows it can't reach everyone. This fall, instead of relying solely on internet access, teachers will save recordings of class lessons onto flash drives and hand them out to students who don't have internet access."They will be able to pick up that recording," Griffith said. "They will be a week behind, but we understand that."It's a short-term solution to a long-term problem that Allen Pratt believes will need major funding from federal and state governments to fix."Our school systems need to help, obviously, and be a part of it, but they shouldn't be in the business of providing broadband," Pratt said. JEFFERSON COUNTY, Colo. — It’s easy to spot deer or wild turkeys along Parmalee Gulch Road north of Highway 285 in Jefferson County. But what's catching the eyes of speeding drivers now is a creature of myth and legend.On Ron DiDonato's Indian Hills property is a 5-foot pink pig with wings that flap, attached to a 10-foot pole.“I knew this would be an attention-getter and it definitely has been,” DiDonato said. “At first, I didn’t know if it was going to be good or not because they were stopping in the street to look at it."DiDonato said he decided to create the flying pig to play off the saying that the only time traffic would slow down on Parmalee Gulch Road is when pigs fly.“I couldn’t go out, couldn’t do anything, so I decided to do this just to slow the traffic down and it sure has helped,” DiDonato said. “I’m not an artist of any sort, so I did papier-maché, and to make it weatherproof I fiberglassed it. Then painted it pink and put lipstick on it.”Ron needed newspaper for his papier-maché project, which his granddaughter helped with, so he contacted Terri Wiebold, publisher of the Castle Pines Connection.“Having done some pandemic purging ourselves, The Castle Pines Connection had set aside some archived papers to recycle, and we were happy to oblige DiDonato’s request," Wiebold said.DiDonato said so far, it seems to be working — people are so surprised to see the flying pig, they slow down to take it all in.DiDonato said he blames the speeding problem on the growth that has been coming as fast as the drivers down these foothill roads and in this part of Jefferson County.Mike Taplin, public information officer for the Jefferson County Sheriff’s office said he doesn't know if the flying pig has helped slow speeding traffic."If people post something or do something to help remind drivers to follow traffic laws and drive with safety in mind, we do not have a problem," he said. "The public should not attempt to enforce traffic laws themselves — that needs to be done by law enforcement agencies.”DiDonato said he plans to leave it up all winter and for as long as it keeps working to slow down drivers who like to push well past the 30 mph speed limit on the straight stretch of road through his neighborhood.“All my neighbors are really happy I did it. KENOSHA, Wis. – Jacob Blake, the man shot in the back by a police officer in Kenosha, is no longer shackled to his hospital bed.Friday morning, Blake’s father told CNN during an interview that his son remained shackled to his bed, even though he is currently paralyzed from the waist down as a result of the officer-involved shooting on Sunday.In the interview, Jacob Blake, Sr. said it "bothered" him that his son remained shackled in "cold steel" despite his condition."He can't get up. He can't get up if he wanted to," Blake Sr. said. "So, that's a little overkill to have him shackled to the bed. That makes no sense to me."Blake’s attorney, Patrick Cafferty, confirmed to WTMJ that the handcuffs confining the 29-year-old to his bed were removed around noon Friday and the officers that were posted in his hospital room have left.A spokesman for the Kenosha County Sheriff’s Office explained to CNN on Friday that Blake was handcuffed to the bed because he had felony warrants for his arrest from crimes he allegedly committed prior to the shooting.Cafferty says the warrant has since been vacated, but domestic violence charges from July are still pending.The attorney also says a district attorney helped in the process of getting the cuffs removed and that 0 cash bond was posted in relation to the July charges.Blake has been hospitalized since Sunday afternoon when he was shot in the back at least seven times as Kenosha police officers attempted to take him into custody. The officer who fired his weapon, Rusten Sheskey, has been placed on administrative leave.While police have not announced formal charges against Blake or said why they attempted to arrest him, they've claimed that officers had been called to his girlfriend's house because he wasn't "supposed to be there." Police have also said that Blake admitted he was in possession of a knife, which was later found in his car.Throughout the country, it's standard procedure for police to shackle a suspect to a hospital bed if that person is under arrest.Blake's father also told CNN that his son was "hallucinating" when he went to visit."He grabbed my hand and began to weep and he told me that he was hallucinating. And then he said, 'I love you, dad. Daddy, I love you.,'" Blake said. "His next question was, 'Why'd they shoot me so many times?' I said, 'Baby, they weren't supposed to shoot you at all.'"He also told CNN that he spoke to Democratic presidential nominee Joe Biden and his running mate, Sen. Kamala Harris, earlier this week.
