SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) — Coronavirus hospitalizations in San Diego continue to climb, prompting at least one medical system to begin plans to accommodate a surge in patients.As of Thursday, Scripps Health reported that it had 126 COVID-19 patients, up one patient from Wednesday. It also reported two coronavirus-related deaths in 24 hours. Scripps Health is moving forward with its virus patient surge plan by hiring more staff and converting more beds.“We've been staffing up dramatically and our engineers have been preparing for surge which we anticipate [requiring] given the direction hospitalizations are going in San Diego,” says Scripps Health CEO Chris Van Gorder.He says the majority of patients are still in the South Bay hospitals. Their teams have been transferring patients from Scripps Chula Vista and Scripps Mercy to the northern hospitals to avoid reaching capacity in the ICUs.“Scripps Memorial Hospital in La Jolla is 95% occupied in the Intensive Care Unit and Mercy San Diego is 91% [occupied],” he adds.The number of positive tests in the northern hospitals is also rising, he says. “About three days ago, we had six patients within a 24-hour period of time [that had] to be admitted at Scripps Memorial Hospital in Encinitas and so their census has doubled over the last week,” he added.San Diego County reported on Wednesday that over a several-week span, hospitalizations were down but had increased in the past two weeks with the most recent daily count being 38 new admissions on Tuesday.The County’s statistics show that we are still far off from reaching bed-capacity.The federal field hospital set up at Palomar Hospital in Escondido continues to sit empty. A hospital spokesperson reported that there's no current plan that they're aware of to use it.According to Palomar Health, “We have seen an increase in patients over the last three-four weeks. Our Emergency Department Director says we have seen a noticeable increase in younger patients (20-30 year olds). Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt.
