SAN DIEGO (CNS) - An uptick in DUI arrest rates and excessive speeding citations occurred around San Diego County during March and April, even as less drivers were on the roadways due to stay-at-home orders amid the COVID-19 pandemic.San Diego police, the San Diego County Sheriff's Department and the California Highway Patrol all had moderate increases in their DUI arrest rates in March and April compared to the same two months in 2019, 2018 and 2017, according to an analysis of data requested from those agencies.SDPD arrested an average of three DUI drivers for every 100 traffic infractions in those two months the previous three years, but saw that rate jump to 4.71 during March and April this year.The California Highway Patrol logged a similar rise in DUI apprehensions, with the rate increasing from about six DUI arrests for every 100 infractions the three previous years to 7.66 this year.The Sheriff's Department saw the most dramatic rise. It had a rate of about six DUI arrests for every 100 infractions during the two-month span in 2019, 2018 and 2017, rising to 11.79 DUI arrests for every 100 infractions this year.The reasons behind those increases remain unclear, but some law enforcement officials said fewer vehicles on the road might have helped officers catch intoxicated drivers."When we're out there with less motorists, it's easier to spot more of who is weaving or swerving on the roadways," said Salvador Castro, public information officer for the CHP San Diego office.Jake Sanchez, public information officer for the CHP Border Division, agreed with that assessment."If that's the only car out there on the roadway in front of me, it's going to be a lot easier to observe and make sure that person is driving appropriately," Sanchez said.SDPD Traffic Division Sgt. John Perdue said he has noticed a change in the areas where a majority of DUI drivers are apprehended."It's kind of an odd thing because ... we typically get more DUIs out of the areas that have a lot of bars." Perdue said. "However, I've noticed now some of the DUIs we get are near the fast-food restaurants."He said in his experience, the drivers have usually been drinking at home before stopping to get food, despite the availability of food delivery services such as UberEats, Postmates and Doordash.San Diego County District Attorney Summer Stephan said she has also noticed a troubling new trend involving DUIs this year. In a six-week span from May 4 to June 17, there were seven deaths from DUI-related crashes in the county, she said."I actually don't recall a time that we've had that many in a short period of time," Stephan said. "So that's of a lot of concern."From January through April, the county recorded five DUI-related deaths -- down from eight, 12 and seven, respectively, in the same time period in 2019, 2018 and 2017, according to data provided by the D.A.'s office.The deadliest DUI crash so far this year happened around 8:30 p.m. on May 5, when a driver fatally struck a 50-year-old woman, her 33-year-old boyfriend and her 10- and 11-year-old grandsons in Escondido while allegedly under the influence of an unspecified drug.Deputy District Attorney Laurie Hauf said at Ashley Rene Williams' June 10 arraignment that the 28-year-old defendant was driving on a suspended license due to a previous DUI drug conviction.Speeding tickets have also taken a jump this year compared to overall traffic infractions.CHP officers throughout the county issued 920 tickets to drivers traveling over 100 mph in March and April, compared to 505 and 390, respectively, in the same time frame in 2019 and 2018."Growing up in Southern California myself and knowing how traffic has always been since I first started driving 30 years ago, to see this light amount of traffic on our highways, it's weird. You're not used to it," Sanchez said. "(The speeding) is something we will probably have to keep dealing with as long as the freeways are as open as they are now."Perdue said he has also seen drivers speeding more frequently on roadways in the city of San Diego.While the overall number of speeding tickets issued by SDPD is down this year, speeding violations over 65 mph represent a greater percentage of overall traffic infractions.During March and April this year, SDPD issued 395 tickets for drivers going over 65 mph. That represented 7.3% of overall infractions, while the rate for those violations was 3.44% in 2019, 4.02% in 2018 and 4.38% in 2017."It's a little insane. I couldn't believe the uptick in speeding citations and the speed itself," Perdue said. "I still tell (drivers) `Be cautious. Just because it's an open roadway you still want to drive with your safety in mind."'Like many services and programs throughout the county, DUI awareness and prevention programs have had to adapt to guidelines discouraging face-to- face interactions during the COVID-19 pandemic."Some (programs) are working out and some have had to take a backseat during this COVID time," Stephan said.One of the affected programs was a live DUI sentencing with a real defendant that would have taken place at a local high school. Stephan said her office has talked about converting to a Zoom format, but no immediate plans have been finalized.The SDPD suspended DUI checkpoints in recent months, but continued saturation patrols, during which officers conduct traffic stops in targeted areas and look for signs of impaired driving, Perdue said."Since bars were closed, we just didn't want to expose officers to such a mass quantity of drivers," he said.However, the SDPD plans to hold its first DUI checkpoint in roughly two months from 11 Thursday evening to 3 a.m. Friday at an undisclosed location.The CHP has continued to post DUI awareness messages on social media and has replaced its in-person educational talks with Zoom sessions, Sanchez said."It is, in a sense, a good thing that we're kind of adapting and we'll now have better ways, or other ways, of reaching the public, as well," he said. 6014

SAN DIEGO (CNS) - Federal agents with the Drug Enforcement Administration's San Diego Field Division made scores of arrests and seized thousands of pounds of methamphetamine during a recently concluded six-month crackdown on Mexican cartels that distribute the drug in the United States, the federal agency reported Thursday.Personnel with the local DEA unit, whose jurisdiction comprises San Diego and Imperial counties, conducted 29 investigations, captured 81 suspects, and impounded 4,462 pounds of methamphetamine and 9,000 in drug proceeds during the enforcement effort, dubbed Operation Crystal Shield."Although (the region has) been locked down since March due to COVID, DEA has been working hard to stop ruthless cartels from bringing methamphetamine into our communities," said John Callery, special agent in charge of the agency's San Diego-area division.Nationwide, agents completed more than 750 investigations, resulting in nearly 1,840 arrests and the seizure of more than 28,560 pounds of methamphetamine, .3 million in drug proceeds, and 284 firearms during the operation."In the months leading up to the launch of Operation Crystal Shield, communities across the United States experienced a surge of methamphetamine," DEA Acting Administrator Timothy Shea said. "The COVID pandemic locked down many communities and impacted legitimate businesses, but the drug trade continued."The crackdown was launched on Feb. 20, after investigators identified major methamphetamine trafficking hubs in Atlanta, Dallas, El Paso, Houston, Los Angeles, New Orleans, Phoenix, San Diego and St. Louis. Together, the nine cities accounted for more than 75 percent of methamphetamine seized by the DEA in 2019."We will continue to be relentless in our pursuit of criminals who continually attempt to poison our schools, communities and environment with methamphetamine and its residual carnage," Callery said. 1921

SAN DIEGO (CNS) - Hours after Gov. Gavin Newsom released a new system for the state that sorts counties into one of four tiers based on the extent of the area's COVID-19 outbreak, San Diego County officials announced some local businesses would be able to operate indoors in a limited capacity starting Monday.On Monday, restaurants, places of worship, movie theaters and museums will be allowed to maintain up to 25% occupancy or 100 people -- whichever is less. Gyms may operate with 10% occupancy. Hair salons, barbershops and nail salons may operate indoors with normal capacity. Dr. Wilma Wooten, the county's public health officer, said the county would follow state guidelines that indicate retail businesses are to be restricted to 50% occupancy.All indoor businesses must still abide by social distancing- and face-covering mandates, as well as having a detailed safe reopening plan on file with the county.On Saturday, the county reported 263 new COVID-19 cases and three new deaths, raising the region's totals to 38,047 cases and 679 deaths.Two women in their mid-80s and one man in his early 80s died. All three had underlying medical conditions.Of the 6,796 tests reported, 4% returned positive. The 14-day rolling average of positive tests is 3.7%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,978.Of the total positive cases in the county, 3,083 -- or 8.1% -- have required hospitalization since the pandemic began, and 749 -- or 2% -- were admitted to an intensive care unit.County health officials reported six new community outbreaks Friday, bringing the number of outbreaks in the past week to 20. The outbreaks were in a food processing setting and five in business settings.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.Wooten said San Diego County had made it to "tier 2," the only county in Southern California to earn that designation. The county still has a "substantial" COVID-19 presence, but unlike Orange, Riverside, Los Angeles and Imperial counties it is not considered "widespread."The two metrics the state was monitoring in that tier list include an old one -- the percentage of positive tests -- and a new one -- the number of daily new cases per 100,000 people. San Diego County is at 3.8% and 5.8 per 100,000 respectively. To make it to the next tier, the county must show rates of between 2% and 4.9% positive tests and between 1 and 3.9 new daily cases per 100,000 population.Because the county currently exceeds one of those numbers, it cannot start its path to the next tier.County Supervisor Nathan Fletcher said he felt the county was moving too quickly to reopen and should take a more measured response."My concerns are with the size, scope and speed of what is being reopened on Monday," he said. "While there are some lower risk entities that could safely reopen at this point, what we are doing is very similar to what we did in June with a large segment of indoor operations all opening at the same time. This led to a large increase in cases and required new restrictions."But even though I prefer a different path, the decision has been made and I will continue to work tirelessly to help us find a way to slow the spread, support our schools, and continue to help our community through this difficult time," Fletcher said.According to Wooten, there is a 21-day mandatory wait time before any county can move between tiers, and a county must meet the metrics for the next tier for two straight weeks. Also, a county may only move one tier at a time.These moves all appear to be in the interest of moving counties down the tier list toward full reopening. There does not appear to be any provision for a large, quickly spreading outbreak moving a county more rapidly back up the list.The timeline for schools being able to open for in-person instruction on Sept. 1 is not affected by this new system of tiers, Wooten said. The state will monitor the data weekly, with results announced Tuesdays.County officials announced last Wednesday that they would expand free testing for school staff throughout the region.According to Fletcher, testing for school staff -- teachers, paraprofessionals and others -- will be made available for free at all of the county's 20 testing sites. Additionally, Fletcher said more will open by the end of September to increase testing accessibility.The county still does not advise that asymptomatic children get tested, but Fletcher said parents can seek guidance through primary care physicians or seek testing through Rady Children's Hospital, Tri-Care or Kaiser Permanente -- depending on what health insurance, if any, a family has.San Diego State University announced Friday that three more students tested positive for COVID-19, after reporting two positive tests among students for two consecutive days.University officials said the two new cases were unrelated to the previous cases and all seven students had only been to the campus for testing at Student Health Services.Eighteen SDSU students have contracted COVID-19 since March. 5299

  

SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912
