SAN DIEGO (KGTV) — A frustrated neighborhood in Sabre Springs is preparing to fight back amid a string of car break-ins.Bill Powers owns a townhouse just off Poway Road where Sabre Springs meets Poway. A year ago, he says the reports on social media of car prowlers started to climb."Anger and frustration that it's happening right on my back doorstep," said Powers.An idea was born from that frustration.MAP: Track crime happening in your neighborhood"I think the use of a bait car would be really helpful," said Powers.He recently proposed the idea online and almost immediately, someone already volunteered their old car.Powers says the bait will be something like a used laptop, placed in plain view.  He'll pitch in some of the cameras, including GoPro cameras, to be mounted on homes and windows."Our goal is to get decent footage of the act and share it with proper authorities," said Powers.Powers is also looking for help."I have volunteers but definitely need more," said Powers.He's hoping for neighbors willing to take a shift watching the car. Powers tells 10News the volunteers will be following an "Observe and Report" to police or deputies protocol. Powers hopes to have the bait car up and running in the next few months. We would much rather have the public partner with the law enforcement agencies responsible for their neighborhood to develop effective and safe crime prevention techniques. SAN DIEGO (KGTV) — A 4.9-magnitude earthquake and several smaller shakeups recorded in Imperial County on Wednesday were reportedly felt in San Diego County.The swarm of earthquakes was centered around the Westmorland area. While many of the smaller quakes were recorded between 2.5- and 3.7-magnitude, about 80 earthquakes measuring at least 2.5-magnitude were recorded between 4 p.m. and 7:15 p.m.The largest earthquake as of 5:45 p.m. registered at 4.9-magnitude, according to the agency's latest earthquakes map.Seismologist Dr. Lucy Jones tweeted that Wednesday's series of earthquakes was one of the largest swarms Imperial Valley has seen, adding that the area is historically active in swarms."The swarm happening now south of the Salton Sea, near Westmoreland is over 30 km south of the end of the San Andreas," Jones tweeted. "It is in the Brawley seismic zone, a common source of swarms. So far largest is M4.4. Too far from the San Andreas to change the probability of a quake on it." 1004

SAN DIEGO (KGTV) -- A Bankers Hill woman may be forced to tear down part of her historic home to make way for a city park with an AIDS memorial.Otherwise, she faces thousands of dollars in daily fines from the city. Jennifer Hasso has owned the 1924 Tudor-style home since 1998. She says she's invested millions to restore it to its glory. The city even designated it as historic. The house sits at the end of 2nd Avenue in Bankers Hill. Right behind it, a nearly one-acre site on Olive Street the city is eyeing for a community park with an AIDS memorial. The park would also include fitness and seating areas, walkways and an overlook deck. County property maps show the city owns the land immediately north of Hasso's home, which has no setback from its property line. In fact, Hasso's bay window and chimney extend over that property line, and her entire backyard extend is across that line. 904

SAN DIEGO (KGTV) - A battle is brewing between the San Diego bay cruise companies over which companies can start up again and which ones cannot. Some companies are cleared to resume dinner cruises next weekend, while others are still stuck at the docks. On Hornblower Cruises & Events’ Facebook page, the announcement is up that it's reopening this upcoming weekend. Wednesday, the fleet was docked but starting Saturday, the company is offering dining cruises through the bay. “At the moment, we have not been permitted to leave the dock,” said Carole Noska, owner of Charter Services. She told 10News that her boat and other charters still can't operate bay tours. County guidelines only permit recreational boating, not charters, and the recreational sailing is only for passengers within the same household. The County reports that dining cruises, though, are fine to set sail so long as they operate within the County's dine-in guidelines for restaurants.“We probably lost ,000 to ,000 over Memorial weekend after having already been at the dock for the last two months since COVID started," Noska told 10News and added, “Those of us in the legal charter community the credentialed vessels for charter would just ask that the County and the Port and the State level the playing field.”In a press release, Hornblower Cruises & Events provided an extensive list of safety measures its implementing, including social distancing aboard, and facial covering requirements. The company sent 10News the following statement on Wednesday."In accordance with the latest Stage 2 Variance which now permits dine-in restaurants to operate, we are thrilled to be able to offer a limited choice of seated dining cruises starting this weekend. Like other restaurants within the County, we are adhering to the specific guidelines laid out in the San Diego Safe Onsite Dining Plan for Restaurants and the State guidance for Dine-in restaurants. In addition to already stringent cleaning protocols, we are adapting the onboard experience to reflect the need for social distancing, alongside elevated health and hygiene practices. So, while our Guests can still expect the same high standards and welcoming service, they can be assured we are fully compliant with all relevant and necessary requirements."Flagship Cruises & Events is starting dining cruises as well, but the company is also doing bay tours which is in violation of the County health code. The company was cited by Harbor Police over the holiday weekend but reports that it is continuing its operation, maintaining its allowed to do so under a certain section of County code, which the County disputes. 2679
