(KGTV) -- The state’s Department of Motor Vehicles is reopening its remaining field offices that were shut down due to the COVID-19 pandemic.Starting Thursday, June 11, 169 DMV locations across California will reopen for customers that have appointments and provide service for limited transactions that require an in-person visit.DMV field offices were closed in March due to the coronavirus pandemic but select locations around the state began reopening in May with limited service.Although field offices will reopen, many services -- including behind-the-wheel drive tests – are not available for the time being. Officials said behind-the-wheel testing will return in the coming weeks.DMV officials are urging customers to continue “to use its online services, expanded virtual services and other service channels to complete transactions, including eligible driver license and vehicle registration renewals.”Among the limited services being offered at field offices:Paying registration for an impounded vehicle due to registration-related issuesReinstating a suspended or revoked river licensepplying for a reduced-fee or no-fee identification cardProcessing commercial driver license transactionsApplying for a disabled person parking placardsAdding ambulance certificate or firefighter endorsement to a driver licenseVerifying transit training document to drive transit busProcess DMV express customers for REAL ID transactions, if time and space allowVehicle verificationsDMV officials said the department is rescheduling any appointments that were canceled during the closure and notifying customers of new appointment dates.At each field office, employees will be wearing face coverings, practicing physical distancing protocols, and will have access to disinfecting wipes, hand sanitizer, field shields, gloves, and soap and water.All customers will be required to wear a face covering and remain at least six feet apart from others when in line. Officials said, “Customers are offered a text message that will allow them to wait outside the building until notified they are ready to be served. (KGTV) - Neighbors who live off a quiet Rancho Pe?asquitos road say they are fed up with crime, litter, and abandoned cars steps from their front doors.Danielle Salice, who lives in the area, says the region's high cost of living is keeping her from moving. "I'm paying good money to live in a place that's beautiful, San Diego, let alone owning my condo," she said. "But I'm not being able to use my neighborhood."Salice lives in a condo complex at the end of Azuega Street in Rancho Pe?asquitos. She and her neighbors are reporting drug paraphernalia, abandoned cars, and a series of car break-ins. On Friday, there were two piles of broken car glass in the road. One man who declined to give his name said his car was broken into last month, and his daughter's softball gear was stolen. Salice said it's an ongoing problem on the road. "As a single-family person, I don't feel safe walking on this street," she said. Here's the problem - Azuaga Street is a long straightaway largely hidden from view, just south of the 56. There are no homes on the final stretch of the road - one side has a retaining wall up a hill. The other is mostly brush. It ends at a condo complex called Terra Vista. "There's no lighting, and this is an easy place to hide," Salice said. Salice said her HOA has discussed adding a gate to the complex and a guard, but they are cost prohibitive. She says she would like to see more police patrolling the block. A look on Crimemapping shows seven reports in the last six months, including vandalism, car break-ins, and petty theft. A San Diego Police spokesman says it's vital people report crimes or suspicious activity. That can lead to increased patrols. (KGTV) -- Margaret Wardlow doesn’t dwell on what happened to her one night in 1977 - a night that she became victim number 27 of the Golden State Killer. Just because she doesn’t dwell on it, doesn’t mean she doesn’t remember. Wardlow was the youngest of the serial man's victims, just 13 when she was tied up in her Sacramento home and raped.On Wednesday Joseph James DeAngelo, 72, was arrested in connection with a series of killings, rapes and burglaries that occurred around the state in the 1970s and ‘80s. Authorities from jurisdictions across California gathered in Sacramento to announce the arrest of a suspect in the decades-long East Area Rapist/Golden State Killer case.RELATED: Suspect identified, arrested in East Area Rapist/Golden State Killer caseIt's an arrest that brought back the memories of that night for Wardlow. She says at first, she had no idea her attacker was the Golden State Killer - aka the east area rapist, aka the original night stalker in her home. It wasn't until she looked up at the clock and saw it was 2:30 a.m. that she realized who he was.  "'This is the east area rapist, and this is what’s going on,'" she recalls thinking. "It was time for me to realize, ‘I’m dealing with a serial rapist.'”The man also tied up her mom, stacking plates on top of her so he would know if she moved.What he didn't know about Wardlow is that before her attack, she was on top of every story that came out in the newspaper about him. Knowing that he seemed to thrive on powerless victims, when he asked in a harsh whisper, ‘Do you want to die? (KGTV) - Naval Criminal Investigative Services announced Friday the arrests of two additional Marines and a sailor, bringing the total of troops suspected of human smuggling and drug-related offenses to 19. Sixteen of the service members were taken into custody Thursday at Camp Pendleton during Battalion formation, a gathering of some 800 troops, U.S. Marine Corps officials said. An additional eight troops were questioned about drug offenses unrelated to the arrests, said Maj. Kendra Motz, 1st Marine Division Communication Strategy Operations Director. Two of the detainees were later arrested, said officials.“The Commanding Officer of 1st Battalion, 5th Marine Regiment will act within his authority to hold the Marines accountable at the appropriate level, should they be charged,” said Motz. Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said. Agents said three undocumented immigrants got into the Marines’ vehicle on Interstate 8, according to the complaint.
