City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year. In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818
COLORADO SPRINGS, Colo. – A 2-year-old boy who was found early Sunday morning following a statewide search prompted by an Amber Alert has died, a family member has confirmed.Nain Dominguez, 2, was found at around 7:18 a.m. and was hospitalized with life-threatening injuries, according to an official with the El Paso County Sheriff's Office. He was later pronounced dead despite medical intervention, the sheriff's office said in a statement. Details about where the boy was found, or how he sustained those injuries, were not immediately provided by investigators. Biridiana Dominguez, the boy's sister, said the boy "brought a lot of joy to our family." She went on to thank the community and police for their help in finding her little brother. Boy's disappearance prompts statewide searchThe search for Dominguez began at around 5:41 p.m., when deputies received a report that the boy was last seen with an older sibling near Stratmoor Hill Trailhead Park.It would take nearly four hours for Coloradans across the state to be alerted that the toddler was missing via an Amber Alert that was sent out just before 9:30 p.m.Initially, El Paso County deputies reported the boy was last seen being carried by a suspect into a large, white panel van with now windows in the back in the area near 1215 Fountain Road in Colorado Springs.But just after midnight Sunday, both El Paso County deputies and the National Center for Missing and Exploited Children said they no longer believed the van and suspect information initially provided were related to the toddler’s disappearance. 1656
Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly.In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail.
