SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. The latest round of wet weather is expected to be the heaviest in San Diego County, bringing between half an inch to an inch of rain to the coast. According to the National Weather Service, parts of San Diego County could see heavy snow. RELATED: Check today's forecast in your areaA Winter Weather Advisory is scheduled to take effect for the mountains at 3 p.m. Monday and last until 12 p.m. Tuesday. The NWS says elevations will be between 5,000 to 5,500 feet for the region's mountains. Elevations above 5,500 feet could see between five and 10 inches of snow accumulation. “Highest amounts will be southeast of Big Bear in and around Mt. San Gorgonio, over Mt. San Jacinto, and over Mt. Laguna where locally up to a foot is possible,” the National Weather Service said. Meteorologists are warning about slippery roads in areas where snow is expected. SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed by a Border Patrol agent following a confrontation Friday.According to police, David Angel Villalobos-Baldovinos, 30, was shot by an agent after entering the US illegally.Police say Villalobos-Baldovinos, a Mexican National, tried to enter the US illegally and was confronted by an agent just before 6 p.m. October 23 in San Ysidro.Villalobos-Baldovinos reportedly fought with the agent, who police say received minor injuries during the scuffle. The agent then fired his weapon, hitting the suspect one time in the torso, police say. The man was pronounced dead at the scene. SAN DIEGO (KGTV) -- Residents of San Diego County are still disposing of more waste than the average Californian, according to a report by the research group Equinox Project at the Center for Sustainable Energy.According to the report, San Diego continues to dispose of more waste per capita than any of the other major urban counties throughout the state.The latest numbers, which came out in 2016, show that each San Diegan tossed out an average of 5.5 pounds of trash per day in 2016.Within San Diego County, residents in Del Mar disposed of the most trash at 16.5 pounds per capita.Residents of Imperial Beach, however, disposed of the least trash at 3.3 pounds per person followed by Chula Vista at 3.7 pounds per capita.The numbers show that three jurisdictions, Solana Beach, Lemon Grove and Coronado, decreased their waste disposal in 2016.Residents of within the city of San Diego disposed of 5.9 pounds of waste per person per day.The numbers below show how much trash per capita jurisdictions around the county disposed of: 1052

SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future.
