SAN DIEGO (KGTV) — One man is dead and three people have been detained for questioning after a reported shooting overnight in Paradise Hills.San Diego Police arrived at a home in the 6200 block of Childs Avenue just after 1 a.m. Saturday over reports of a shooting. Officers arrived to find a 20-year-old, later identified as Tyshawn Powell, lying in the driveway of the home and a family member performing CPR.Fire-Rescue arrived to continue life-saving measures, but the man was pronounced dead at the scene.Police said the man had been shot at least once. Neighbors were interviewed about the reported gunshots in the area and as a result, an adult male and female, and a juvenile male were detained. According to police, Angelo Roshon Richardson Jr., 19, and Mikayla Ann Castillo, 18, as well as a 17-year-old were detained. Richardson was booked into jail for murder and being a felon in possession of a firearm while Castillo was booked into jail for being an accessory to murder. SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail. SAN DIEGO (KGTV) -- Officials with the the Department of Homeland Security announced Friday plans to screen people returning from restricted countries.American citizens, legal permanent residents, and their immediate families returning to the United States will be required to arrive at one of 13 airports for enhanced screening for coronavirus.“While the overall risk of serious infection from the coronavirus to the general public remains low at this time, the Trump administration is taking these aggressive measures to keep the risk low, requiring all Americans returning from affected areas in Europe to be funneled through 13 airports for screening upon their return to the U.S.,” said Acting Secretary Wolf. “To minimize disruptions to travelers, TSA, CBP, and air carriers are working to identify qualifying passengers before their scheduled flights. SAN DIEGO (KGTV) - More than 100 homeless people will soon have a warm place to sleep at night. Thursday morning, the fourth bridge shelter opened its doors in East Village. Each shelter focuses on a different group of the homeless population. The new shelter, located on 17th St and Imperial Ave., is specific to high-risk people including the disabled, elderly, or those with medical conditions. “I can’t tell you in words, but it feels so good to get off this concrete,” says David Tharp, who has been living on the streets for the past three years. Our stuff is not going to be stolen. No one is going to attack us in the middle of the night.” There will be a total of 128 beds offered at the shelter. Nearly 20 agencies will be on-site at times providing services to fit individual needs. The city has now opened four shelters in the last two years, following the large Hepatitis A outbreak, bringing nearly 800 homeless people off the streets. SAN DIEGO (KGTV) -- Police have identified both the victim and the suspect after a man died following a stabbing in Rancho Pe?asquitos Thursday afternoon. According to police, the stabbing happened on the 9500 block of High Park Lane just before 2 p.m.Police arrived as they say the suspect, Howard Forrest Lowe, 52, was riding away on a bike. Lowe was arrested and will be booked into jail on suspicion of murder, police say.After entering the home’s garage, police found 72-year-old Richard Dale Munsinger. He was taken to the hospital where he later died.Police said in a release Thursday evening that Lowe and Munsinger were neighbors.
