(CNS) - Felony charges were filed Tuesday against a woman who allegedly tried to snatch NFL legend Joe Montana's 9-month-old granddaughter from a Malibu home.Sodsai Predpring Dalzell, 39, is set to be arraigned Tuesday afternoon in a Van Nuys courtroom on charges of attempted kidnapping and first-degree residential burglary with a person present, according to the Los Angeles County District Attorney's Office.Montana flagged down deputies from the sheriff's Lost Hills station about 5 p.m. Saturday. He told them his 9-month-old grandchild had been sleeping in a playpen in the living room when an unknown woman entered the home in the 22100 block of Pacific Coast Highway, removed the baby and walked upstairs with the child in her arms."Mr. Montana and his wife Jennifer confronted the female, attempted to de-escalate the situation and asked for the suspect to give back their grandchild. A tussle ensued, and Mrs. Montana was able to safely pry the child out of the suspect's arms," according to a sheriff's statement.Deputies found Dalzell nearby and arrested her. She's being held in lieu of 0,000 bail.The 64-year-old Montana tweeted about the incident Sunday afternoon, saying, "Thank you to everyone who has reached out. TULSA, Okla. — A Tulsa police major is suing several media companies for publishing comments he made in a radio interview in June.Major Travis Yates has filed a lawsuit against Comcast, Gannett, Public Radio Tulsa, Gatehouse Media and others, saying their reports portrayed him in a "false light."During a June appearance on Talk Radio 1170 with host Pat Campbell, Yates said data shows systemic racism "doesn't exist" and "all the research says we're shooting African Americans about 24% less than we ought to be based on the crimes being committed."In the days following his comments, the Tulsa Police Department opened an investigation into Yates, and Tulsa Mayor G.T. Bynum called on Yates to apologize.Yates later claimed his comments were taken out of context, particularly in the headlines of some media reports. Gavin Newsom asking for help researching why Smith was no longer required to register as a sex offender despite a conviction and requirement to do so in 1985.Newsom's office referred questions to the Department of State Hospitals. Ken August of the Department of State Hospitals said state and federal privacy laws prohibited the department from commenting.Smith appeared to be "very mild and passive" when McMullin spoke with him Thursday night.State and Orange County Health Care Agency officials referred Smith to the facility. Police warned the administrator of the facility about Smith's past, but he was accepted.Smith pleaded guilty in 1985 to a misdemeanor sex offense against a child, requiring him to register as a sex offender for the rest of his life, Spitzer said.However, in 2005, that requirement was lifted for an unknown reason, Spitzer said."We need to look into this and know why he is no longer a lifetime 290," Spitzer said, referring to the code in the law that requires sex offenders to register with authorities so they can be tracked."We believe he is a lifetime registrant," Spitzer said.In 2002, prosecutors attempted to charge Smith with sexual assaults on a 13-year-old, but the case was thrown out because of an issue with the statute of limitations, Spitzer said.Smith was committed to Patton State Hospital in San Bernardino in 1999 on a psychological hold when his wife gave a psychiatrist a letter her husband wrote that described sex acts he fantasized about on a 7-year-old boy in his neighborhood in Costa Mesa, according to prosecutors.The state kept him locked up in a state hospital under a civil commitment that concluded he was a danger to children, according to prosecutors. Under that law, he had the opportunity to seek release in a trial every six months.But during the hearings he has testified that he continues to fantasize about sexually assaulting and killing young boys, prosecutors said."He calls himself Mr. RTK," which stands for Rape, Torture, Kill, Spitzer said. "That's what I think has kept him in. He says, `If you don't cut off my penis and hands I will molest again.' "Spitzer said he has no real connection to the case because it was a civil commitment, but wanted to warn the public about the potential danger."It's just really upsetting and aggravating to me that one of the governor's departments released a guy who is such an aberration and outlier and it doesn't advise the public," Spitzer said."That's crazy to me. So the only thing I can do under the law is warn people and get his picture out there and build awareness of him, but I can't do much else."It was the county counsel's office that had the authority to object to Smith's release, but it was apparently not notified this time and the hold on him expired on Saturday, Steel and Spitzer said in their letter to Newsom.Spitzer said his office has been in touch with the state Attorney General's Office to determine why the sex offender registration requirement was lifted and whether it can be reinstated. 5848

US investigators wiretapped former Trump campaign chairman Paul Manafort under secret court orders before and after the election, sources tell CNN, an extraordinary step involving a high-ranking campaign official now at the center of the Russia meddling probe.The government snooping continued into early this year, including a period when Manafort was known to talk to President Donald Trump.Some of the intelligence collected includes communications that sparked concerns among investigators that Manafort had encouraged the Russians to help with the campaign, according to three sources familiar with the investigation. Two of these sources, however, cautioned that the evidence is not conclusive.Special counsel Robert Mueller's team, which is leading the investigation into Russia's involvement in the election, has been provided details of these communications.A secret order authorized by the court that handles the Foreign Intelligence Surveillance Act (FISA) began after Manafort became the subject of an FBI investigation that began in 2014. It centered on work done by a group of Washington consulting firms for Ukraine's former ruling party, the sources told CNN.The surveillance was discontinued at some point last year for lack of evidence, according to one of the sources.The FBI then restarted the surveillance after obtaining a new FISA warrant that extended at least into early this year.Sources say the second warrant was part of the FBI's efforts to investigate ties between Trump campaign associates and suspected Russian operatives. Such warrants require the approval of top Justice Department and FBI officials, and the FBI must provide the court with information showing suspicion that the subject of the warrant may be acting as an agent of a foreign power.It is unclear when the new warrant started. The FBI interest deepened last fall because of intercepted communications between Manafort and suspected Russian operatives, and among the Russians themselves, that reignited their interest in Manafort, the sources told CNN. As part of the FISA warrant, CNN has learned that earlier this year, the FBI conducted a search of a storage facility belonging to Manafort. It's not known what they found.The conversations between Manafort and Trump continued after the President took office, long after the FBI investigation into Manafort was publicly known, the sources told CNN. They went on until lawyers for the President and Manafort insisted that they stop, according to the sources.It's unclear whether Trump himself was picked up on the surveillance.The White House declined to comment for this story. A spokesperson for Manafort didn't comment for this story.Manafort previously has denied that he ever "knowingly" communicated with Russian intelligence operatives during the election and also has denied participating in any Russian efforts to "undermine the interests of the United States."The FBI wasn't listening in June 2016, the sources said, when Donald Trump Jr. led a meeting that included Manafort, then campaign chairman, and Jared Kushner, the President's son-in-law, with a Russian lawyer who had promised negative information on Hillary Clinton.That gap could prove crucial as prosecutors and investigators under Mueller work to determine whether there's evidence of a crime in myriad connections that have come to light between suspected Russian government operatives and associates of Trump. 3458
