TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. The ARATS held the banquet to express its thanks to SEF and the people who had worked for the talks between the two organizations    SEF chairman Chiang Pin-kun said negotiations between the ARATS and SEF had helped sign 12 agreements and reach one consensus between the mainland and Taiwan, all of which were aimed for peace and economic prosperity of both sides.     He called on the two sides to overcome difficulties with wisdom.     During Tuesday's meeting, the ARATS and the SEF signed three agreements on farm produce quarantine, the cooperation in standards measuring, inspection and certification, and on cross-Strait employment of fishermen.     "All the topics we choose to discuss are closely related to the interests of people," said Chen Yunlin at the opening of the talks. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. COPENHAGEN, Dec. 7 (Xinhua) -- China has all along actively pushed forward international negotiations on climate change, and made its own contribution in energy saving and emissions cut, said a senior Chinese official on Sunday.     China, with its continuous development and increasing influence, is playing an ever bigger role in climate change negotiations, Xie Zhenhua, vice minister in charge of China's National Development and Reform Commission, told Xinhua.     Xie is in Copenhagen to attend the UN Climate Change Conference, which is slated for Dec. 7 to 18.     "As a responsible country, China takes a serious attitude toward combating climate change. It has always wielded positive and constructive influence on climate change negotiations, and wishes this latest conference a success," said Xie.     He said China's most important measure to boost this conference was its recent announcement of the target to reduce its carbon intensity for per unit of GDP by 40 percent to 45 percent by 2020 against the 2005 level.     He said China has set up a series of energy conservation and emissions reduction targets, and has taken many measures to ensure their implementation.     China would continue to raise energy efficiency, develop nuclear power and renewable energy, plant trees, adopt energy-saving measures in construction and transportation, and develop low-carbon economy, he said.     Developed countries, which shoulder historical responsibilities for climate change due to their emissions, have accomplished their industrialization, while China is still in the process of industrialization, noted Xie.     China, as a developing country, voluntarily put on table its emissions cut target by 2020, although the UN Framework Convention on Climate Change does not demand any numerical limitations from developing countries.     China, on its road to industrialization, will not send off greenhouse gases without restriction, Xie said, adding that China will never repeat developed countries' old paths of high energy consumption and unlimited emissions.     He said China holds the view that its efforts in saving energy, cutting emissions and boosting international climate change negotiations represent a responsible attitude to mankind and the country itself.

BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. "The success of World Expo 2010 is bound to help rebuild the global confidence in economic development, and further promote international exchange and cooperation," said Wang Jinzhen, chief delegate of China to the BIE.     To provide better service for foreign participants, four management departments has formed with professionals and experts to be deployed in different zones to improve on-spot service.     Additionally, during the Expo, about 200,000 volunteers selected from current 500,000 applications will offer services in the sites, on city streets, at airports and docks for visitors from across the world.     Chinese delegation issued invitation to friends all over the world at the assembly.     "I think their preparations (for the Shanghai Expo) are progressing very very well," Secretary General of the BIE Vicente Loscertales told Xinhua. "The thing we have to do is to finish the preparation on time and open our doors on May 1 to the whole world, in which I have total and utter confidence."
