WASHINGTON, April 27 (Xinhua) -- Chinese Commerce Minister Chen Deming has called for stronger economic ties between China and the United States.     "Economic links have always been an important basis for the China-U.S. relationship, and the growth in trade between the two countries has been robust since the establishment of normal diplomatic relations," Chen wrote in an article published in The Wall Street Journal on Monday.     Currently, China and the U.S. are each other's second-largest trading partner with the volume of the two-way trade in goods exceeding 300 billion U.S. dollars.     But the commercial ties between the two nations have been affected by the global financial crisis.     Chinese statistics show bilateral trade dropped 6.8 percent, and U.S. investment in China slumped 19.4 percent, on a year-on-year basis in the fourth quarter of last year and the first quarter of this year, Chen wrote.     He was scheduled to meet with his U.S. counterpart on Monday to discuss bilateral trade and investment measures.     "History tells us that the more serious a crisis becomes, the more committed we must be to openness and cooperation," Chen wrote. "Regrettably, however, trade measures by the U.S. against China are on the rise."     Recently, American industries have petitioned the U.S. government for antidumping investigations, and for investigations under the World Trade Organization's "special safeguard provision," which could restrict imports of Chinese products, he said.     "This will seriously test China-U.S. economic and trade relations," he added.     The Chinese commerce minister noted that the need to foster positive Sino-U.S. ties has never been greater.     He also called on both sides to step up cooperation in trade and investment issues, and explore and establish new possibilities for cooperation in such areas as agriculture, new and high technology, finance, energy and the environment.     "Dialogue and communication also need to be intensified concerning multilateral and regional trade and economic affairs," he said.     To that end, Chen put forth four proposals:     -- To seize the opportunity for cooperation, and work together to tackle the crisis;     -- To mutually open markets to expand trade and investment;     -- To strengthen bilateral dialogue and resolve differences properly;     -- To safeguard the environment for trade and advance the Doha Round.     Chen also said now it's no time for protectionism.     The U.S. and China, as the largest and the third-largest trading countries in the world respectively, should take the lead in following up the consensus reached at the G20 Summit in London and refrain from formulating any new trade protection policies before the end of 2010, he wrote.     "A positive, cooperative and comprehensive Sino-American relationship will surely bring new prosperity and development to both economies," he added.     In his article, he also expressed hope and confidence that bilateral trade would rise to a new high and exceed 500 billion U.S. dollars in the next five years, growing in a more balanced way.

BEIJING, June 12 (Xinhua) -- The Prime Minister of the Republic of Korea (ROK) Han Seung Soo described Friday the rapid growth of bilateral ties with China as "unprecedented".     "We have witnessed over five million ROK and Chinese people visit each other's country and the two-way trade volume expand 26 times bigger during the 17 years since ROK and China forged a diplomatic relationship", Han said. Han made the remarks in an interview with Xinhua on the sideline of a spring conference of the Institute of International Finance in Beijing.     He said being neighbors, cultural similarity and friendship between the two peoples offered a solid foundation for the two nations to foster ties.     China and the ROK agreed to upgrade their "comprehensive and cooperative partnership" to "strategic cooperative partnership" in May, 2008 during the ROK president Lee Myung-bak's first visit to China. Prime Minister of the Republic of Korea (ROK) Han Seung-soo (R) receives interview by a journalist from Xinhua News Agency in Beijing, capital of China, June 12, 2009.     "We can see profound changes take place in almost all the fields of bilateral cooperation since then, especially in trade and economy, culture, education and youth exchange," Han said.     He also recalled President Lee's visit last May to Dujiangyan, a city in Sichuan Province severely damaged by an 8.0-magnitude quake.     "The ROK people were so concerned and feel deep sympathy about those who lost theirs lives or families in the disaster," Han said.     He told Xinhua that the schoolboy Wei Yuehao who was held in the arms by President Lee during his visit to the quake zone was invited last month to the Cheong Wa DAE, the ROK presidential office "as a commemoration".     Han said the ROK was severely hit by the financial turmoil and the ROK government, in a bid for the economic recovery, has come up with policies to stimulate domestic demand, step up financial investment and expand employment opportunity, which had worked.     Han said China was the biggest trade partner and exporting market to the ROK, and he expressed his appreciation for the measures that China adopted to curb the effects of the financial crisis, noting that it would be a "win-win" solution if the two nations could work together to tackle the crisis.     The prime minister also called on the Democratic People's Republic of Korea (DPRK) to abandon its nuclear test scheme and return to the six-party talks to address the nuclear issue on the Korean peninsula at an early date.     On May 25, the DPRK announced it has "successfully conducted one more underground nuclear test," which Pyongyang said has demonstrated its "defensive nuclear deterrent." After the test, it also fired some short-range missiles.     "The status of a non-nuclear peninsula is not only a must for the peace and stability on the peninsula, but also for that of East Asia and the world," Han said, expressing his hope that China, which chairs the six-party talks, could continue to play its positive and constructive role.     Launched in 2003, the six-party talks grouped China, DPRK, ROK, the United States, Russia and Japan. The talks have been stalled since the top negotiators last met in Beijing last December.

BEIJING, June 14 (Xinhua) -- The China Ping An Insurance (Group), which had plans to buy a 22 billion yuan (3.2 billion U.S. dollars) stake in Shenzhen Development Bank (SDB), said Sunday that there are no changes in buying into the bank for the moment.     There are no changes in the bank, and the stake purchase aims to improve Ping An's financial service and asset structure, said Zhang Zixin, general manager of the China's second largest insurer via a telephone news conference.     Ping An and SDB will operate with their own plans. The management team of the bank will not change right now, according to the Frank Newman, president of SDB, and Richard Jackson, president of the Ping An Bank Co., Ltd.     The company said last Friday it would buy 520 million shares from the U.S.-based TPG's Asian arm Newbridge Capital for 11.45 billion yuan by the end of 2010. Newbridge Capital is currently the top shareholder in Shenzhen Development Bank.     The Ping An would acquire no more than a 30 percent stake in Shenzhen Development Bank after the two deals, and become the top shareholder instead.     The Ping An Group, together with Ping An Life Insurance, currently holds a 4.68 percent stake in Shenzhen Development Bank.

BEIJING, June 23 (Xinhua) -- State President and Communist Party of China (CPC) Central Committee General Secretary Hu Jintao urged all Chinese people Tuesday to remember and study the morals and demeandour of former state president Li Xiannian (1909-1992).     Li won respect and love from the CPC, People's Liberation Army and people for his contribution to China's independence and the Chinese people's emancipation, China's socialist revolution, construction, reform and opening-up drive, and the building of the country into a modernized socialist nation that is prosperous, powerful, democratic and civilized, Hu said at a memorial meeting to mark Li's 100th birthday. Chinese President and Communist Party of China (CPC) Central Committee General Secretary Hu Jintao speaks at a memorial meeting to mark the 100th birthday of former state president Li Xiannian (1909-1992), in Beijing, China, June 23, 2009.Hu called Li a "great proletarian revolutionary, statesman, strategist and a staunch Marxist and outstanding Party and State leader."     Other state and CPC leaders attending the memorial service included Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, and Zhou Yongkang. Jia presided over the gathering.     Hu spoke highly of Li's prominent role in different periods of the CPC-led Chinese revolution, including the armed revolution of the 1920s-40s, the early development of New China in the 1950s-70s,and the epochal reform and opening-up drive launched in the late 1970s.     Li was born into a poor peasant family on June 23, 1909, in Huang'an, Hubei Province, central China. He took part in the CPC-led Peasants' Movement and joined the Party in the 1920s.     In 1927, Li led a group of peasants to join in the Huangma Uprising. Later, he became a member of the CPC-led Chinese Workers' and Peasants' Red Army and played an important role in strategic battles and maneuvers of the Red Army.     During the Long March, Li supported Zhu De and other senior leaders in resolute struggle against the splittist activities of Zhang Guotao.     In China's War of Resistance Against Japanese Aggression (1937-45) and the Liberation War (1946-49) against the Kuomintang Regime, Li became a ranking officer in the CPC-led armed forces and fought a large number of major battles and established several revolutionary bases.     After 1949, the year the People's Republic of China was founded, Li served as vice premier for 26 years and played a big role in managing the economy. He was wrongly criticized and persecuted during the Cultural Revolution (1966-1976).     Starting in the late 1970s, as a core member of the second-generation of CPC leadership headed by Deng Xiaoping, Li assisted Deng in ushering in and carrying on the reform and opening-up drive.     In his final years in service, Li held top-level Party and state roles, including vice chairman of the CPC Central Committee, a Standing Committee member of the Political bureau of the CPC Central Committee, state president, and chairman of the National Committee of the Chinese People's Political Consultative Conference.

CHENGDU, May 28 (Xinhua) -- Chinese Vice Premier Hui Liangyu called on Thursday Asian and European countries to improve their disaster prevention and relief abilities through cooperation and sharing of information.     Hui made the remark at an Asia-Europe workshop on cooperation and capacity building in disaster prevention and relief, held in Chengdu, capital of southwest Sichuan Province.     Hui said natural disasters are common challenges facing the whole mankind, and cooperation between Asian and European countries in disaster relief not only has an important bearing on the economic development and livelihood of the people, but also on the sustainable development of the mankind.     "Asian and European countries should further enhance exchange and cooperation in monitoring and forecast of disasters, as well as emergency response and relief efforts," said Hui, who also suggested building of a cooperation mechanism and information sharing, that would serve the improvement of disaster prevention and relief abilities of all countries.     China had frequent natural disasters and would share its experience in coping with disasters with other countries, Hui said. He said China would continue to provide support and aid within its ability to the capacity building in disaster relief for other developing countries.     On the country's disaster prevention and relief capacity building, Hui said, China would further improve its monitoring of natural disasters and emergency rescue system, raise anti-disaster standards for buildings and increase public awareness of disasters and push for international cooperation in disaster relief.     The vice premier expressed China's appreciation for international help and support to the country's disaster relief and quake relief after the 8.0-magnitude earthquake that struck Wenchuan of Sichuan on May 12, 2008.
