BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems. The previous session convened in Beijing in September 2003, with more than 1,600 deputies present.

GUANGZHOU, Oct. 20 (Xinhua) -- Chinese exporters, faced with dwindling foreign orders amid global economic slowdown, are diverting their attention to domestic markets.     At the ongoing Canton Fair, China's leading trade fair, businesses that canvass foreign buyers are also focusing on the local market as their customers in the Western nations are dragged into recession by the global credit crisis.     Qiao Guan, board chairman of the Jiangsu Hotwind Sauna Equipment, said his company is planning to divert some of the business from abroad to the domestic market.     The company's sales in the United States, which accounted for about 30 percent of its total exports, had dropped by more than 20 percent this year, Qiao said.     He hoped the local sales could compensate the decreasing orders in the foreign market. "We have completed research on the domestic market, which shows some exported goods are affordable and have good sales prospects in the local market," he said.     The Himin Solar Energy Group, based in east China's Shandong Province, produces solar water heaters that are sold both at home and abroad. Xue Xinwen, head of the firm's international trade department, said the company had been losing orders as some Western countries canceled subsidies on environment-friendly imports.     "We have sent more staff to market our products to local infrastructure authorities and companies," he said.     "Domestic consumption has been greatly boosted by a robustly growing economy, creating positive situations for exporters to go local," he said.     But the readjustment can be difficult.     Li Jianlan, a worker with Wanji Plumbing Materials Co. Ltd, based in Ningbo, said an exclusive exporter like her company lacked channels and brand loyalty in the domestic market. "These are two different kinds of markets, and it takes a lot of work to be familiar with the ways business is done with local buyers," she said.     Some goods that are made for export are deemed too expensive for Chinese buyers.     Huang Yan, general manager of the L-bright Export Manufacture Corporation, said it had been very difficult to sell its products to domestic buyers as they lacked a price advantage.     Local governments, aware of the trend, are taking action to encourage the conversions. Guangdong Province, the country's major exporting base, issued a notice in June, ordering local quality inspection authorities to provide needed technical assistance to exporters.

BEIJING, Jan. 20 (Xinhua) -- Senior Communist Party of China (CPC) leader Zhou Yongkang underscored the importance of the rule of law in the country on Tuesday.     Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when addressing the 6th congress of the China Law Society at the Great Hall of the People in Beijing.     President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and Vice President Xi Jinping also attended the session.     In his address to the congress, Zhou first expressed appreciation and respect to all Chinese law workers for their contribution to the country.     Zhou said building a country ruled by law has always been the pursuit of the Chinese people.     He said after China initiated its reform and opening up drive 30 years ago, the country has seen remarkable progress in the improvement of its legal system, law education and research.     The principle of rule of law is the premise of the development of China and the well-being of the Chinese people, he said.     Zhou encouraged law workers in China to make further contributions to the country by giving advice on the country's development and safeguarding people's livelihood, thus help the country maintain economic growth and social stability.     Law workers must bear the people-first principle in their minds and try to safeguard the interests of the people according to law, when making or enforcing laws, and when providing legal services.     He also called for law workers to continue to popularize law education among the Chinese public, so that the whole society is encouraged to learn the laws, abide by the laws and use the laws to protect themselves.     Local party and government departments must help address the difficulties of law workers in order to create a favorable environment for law education and research and cultivate more law talents, Zhou demanded.     The China Law Society was founded in 1949 as a national association of legal scholars, jurists, law practitioners and an academic body of legal sciences. BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.
