BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period.     Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style.     From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. He led local people to promote greenhouse vegetable production, develop alkaline soil, and launch industrial projects, which greatly boosted local economic growth and solved the imbalance of development between north and south of the county.     Xi said Wang helped build a solid material foundation for the county's development and won acclaim from both local officials and people with his hard work and uncorrupted behaviors.     Xi called upon other Party members and officials to learn from Wang and seek benefits for people while at the same time maintain a clean style in life and work.

ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.

BEIJING, Dec. 29 (Xinhua) -- Chinese Vice Premier Li Keqiang has stressed that more efforts should be made to improve the people's livelihood while promoting economic growth.     Li made the remarks during a recent visit to north China's Shanxi Province, where he chatted with village cadres and laid-off workers. He said it is an important duty for the Party and government to solve the basic livelihood problems of the people.     The goal of the nation's economic growth is to improve the people's well-being, he said. BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

BEIJING, Dec. 11 (Xinhua) -- Chinese President Hu Jintao Friday highly praised the achievement of the Macao Special Administrative Region (SAR) over the past decade, ahead of the 10th anniversary of the region's return to the motherland.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, said Macao was "embracing a bright future" thanks to the mainland's support and Macao compatriots' hard work. Hu made the remarks while attending an exhibition in Beijing marking Macao's achievements in the past 10 years.     "Macao has undergone an extraordinary development over the past decade," he said, adding under the support of the central government and the Chinese mainland, the SAR government fully implemented the policies of "one country, two systems", "Macao people governing Macao" with a high degree of autonomy and the Basic Law. Chinese President Hu Jintao (2nd R) visits the exhibition of achievements made by Macao Special Administrative Region in the decade since its establishment on Dec. 20, 1999, at the Capital Museum in Beijing, capital of China, on Dec. 11, 2009.     The "one country, two systems" concept was proposed by former Chinese leader Deng Xiaoping in the early 1980s for the reunification of China. Under the mechanism, Hong Kong and Macao retained their capitalist systems after returning to the motherland.     Hu said the SAR government, together with Macao residents, overcame various difficulties and challenges to advance economic development, ensure social stability and improve people's livelihood.     He encouraged Macao compatriots and the SAR government to strive for the region's better prospect.     Dec. 20 will mark the 10th anniversary of Macao's return.     Top legislator Wu Bangguo, Premier Wen Jiabao, top political advisor Jia Qinglin, and other senior leaders Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, all Standing Committee members of the Political Bureau of CPC Central Committee, visited the exhibition.     On Friday morning, Vice President Xi attended the opening ceremony and unveiled the exhibition.     At the ceremony, Edmund Ho Hau Wah, chief executive of Macao SAR, thanked the central government for its support to the SAR since Macao's return in 1999 from Portuguese rule.     This exhibition of photos, texts and other items is open to the public from Saturday to Jan. 13 next year.
