Governor Andrew Cuomo announced on Monday the state's formula that will determine which school districts can reopen to students in September.The formula will be implemented between August 1 and August 7, based on COVID-19 data in each region. Schools in regions in Phase Four of their reopening at that time will be able to reopen to students if the region's daily infection rate remains 5% or lower over a 14-day average.After August 1, schools will close if their regional infection rate is greater than 9% over a seven-day average.Once reopening, schools must follow guidelines specific to their districts. The New York State Health Department has released its own guidelines, which will be used by districts to develop plans.The health department's guidelines include masks and PPE whenever students or staff cannot maintain social distancing (six feet of separation). MILWAUKEE, Wis. – This isn’t Hawaii or the California coast or even Florida. It’s Wisconsin where surfers don’t pray for waves, they work with what they got. “So, it could be a Wednesday night or a Sunday morning, so you got to jump on it,” one local Wisconsin surfer said. In a region known for beer, cheese, and very cold winter, the surf scene is growing and Jake Bresette is helping lead the charge. “I just love it, man,” he said. “Anytime I can get out into the water, whether it’s one foot or 10 feet, it’s always a good time.” More and more surfers are keeping up on a well-kept secret: with the right weather, the waves on the Great Lakes can be just that – great! Outside of the water, Bresette owns and operates Lake Effect Surf Shop in Milwaukee where he sells surf and skate gear and offers lessons to anyone who wants to learn how to surf. “Yeah, we actually do them with or without waves,” he said. “So, if there are waves that’s great, we’ll get out here and score some waves. But, if not, we’ll bring out some big paddle boards.” While introducing the sport of surfing to a new generation, Bresette always remembers to honor the local pioneers of the sport. “We didn’t start the surf scene here,” he said. “We’re just helping to continue the progression.” Bresette says the key to that progression is to get out when the surf is up. “I know it sounds a little cliché, but it is really about the journey as well as the success of finding waves,” he said. A California man returned to the scene of the crime earlier this week to apologize for what he allegedly did. According to KOVR-TV, Derek German was charged with receiving stolen property.The outlet obtained security camera footage of German returning to a convenience store to apologize for breaking into the store a week earlier.Before the apology, German allegedly broke into the store and entered through the store’s ceiling. He then attempted to reach the safe, but was unsuccessful. The man set off the store’s alarm system, allowing for the shop’s owner to alert the police.Monitoring the incident on camera, the owner was able to help police track down the suspect.He then returned and attempted to shake the owner’s hand, but the owner refused. 777

A Cleveland police spokesperson confirmed that two Remington shotguns were stolen from two police cruisers that were parked near the city's Justice Center and set on fire during the riot that broke out during the police violence protest last month.During the May 30 riot, News 5 cameras caught people in the streets vandalizing police cars.One of the cruisers was tagged with the word "pigs" on the trunk.
