SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems. They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. "Nor did anybody every receive any rewards for making arrest."The protest will start at 6 p.m. in front of the San Diego Police Department Southern Division Headquarters, on 27th Street. 1670

SAN DIEGO (KGTV) — President Donald Trump told reporters Saturday the United States may close its border crossings to contain the spread of the novel coronavirus.Speaking from the White House, the President said his administration was "thinking about" possibly closing the country's borders to guard against the spread of COVID-19."We have ports of entry that we are keeping open. And we're not talking about it, we're thinking about all borders," President Trump said Saturday, when asked of the country's border with Mexico. "But right now that's not a border as it pertains to what we're talking about here. This is not a border that seems to be much of a problem right now. We hope we won't have to do that."The President said the U.S. is banning travel to Iran in response to the outbreak in that country, and elevating travel warnings to regions of Italy and South Korea, adding that more U.S. cases are “likely.” So far there are about 60 confirmed cases of COVID-19 in the U.S.RELATED:Coronavirus: Everything you need to knowUC San Diego, SDSU cancel South Korea study abroad programs due to coronavirusSan Diego County now able to test for coronavirusSan Diego-based Olympic hopefuls undeterred by coronavirus threatSome Americans refusing to buy or drink Corona beer amid coronavirus outbreak, according to surveyCanada is currently dealing with 16 coronavirus cases: eight in Ontario, seven in British Columbia, and one in Quebec. Mexico currently has four cases of the virus, as of Saturday. Two patients in Mexico are located in Mexico City and one in the northwestern state of Sinaloa. The fourth patient was reported in the city of Torreon in the state of Coahuila: a 20-year-old woman who had recently traveled to Italy. This week, Mexico President Andrés Manuel López Obrador said the COVID-19 virus "isn’t even equivalent to flu," adding, "“I repeat, according to the available information, it is not something terrible, fatal ... There shouldn’t be any yellow journalism, or exaggerations, to cause a mass psychosis of fear, of terror," the AP reported.Saturday, the U.S. reported the first death in the country due to the virus in Washington state. State health officials described the victim as a man in his 50s who had underlying medical conditions. The Associated Press contributed to this report. 2484

SAN DIEGO (KGTV) - More and more local high school students are slashing college tuition costs, free of charge. From the cheer squad to the lacrosse team, junior Katie Quis' schedule at Rancho Bernardo High is packed. That's not counting her Tuesdays and Thursday, when she heads to Miramar College for a calculus class. The class is her third at Miramar College since last summer; part of the dual enrollment program which offers college-credit classes to high school students at no cost. The benefit of the calculus class could multiply if it helps her score well on the AP Calculus exam."I could end up getting double the credits, than if I just took the AP test or class," said Quis, 16.RELATED: Making It In San Diego: What you need to know about free tuition at San Diego community collegesBy the time she graduates, Quis will have roughly 30 units, which translates into about a year of college."It helps save my parents of a lot of money for college down the road," said Quis. The numbers add up quickly. Counting room and board, and tuition, Quis says knocking off the extra year of college could save between ,000 and ,000.RELATED: This university is offering free tuition to families that bring in less than 0K"Feels really good!" said Quis. She's hardly alone. Since spring 2015, dual enrollment for high school students at Miramar College has jumped from 320 to about 2,000 students.Naomi Grisham heads the college's Transfer Center.RELATED: Making it in San Diego: State offers money to help boost college savings accounts"With college costs increasing, we expect dual enrollment to continue rising," said Grisham."College costs can cause my parents a lot of stress. So it'll be nice to save them that stress," said Quis. The grades go on a student's college record, so experts say check with a counselor to make sure dual enrollment is the right option. 1880
