"Our baseline estimate is that a national mandate could raise the percentage of people who wear masks by 15 [percentage points] and cut the daily growth rate of confirmed cases by 1.0 [percentage point] to 0.6%. These calculations imply that a face mask mandate could potentially substitute for lockdowns that would otherwise subtract nearly 5% from GDP."According to the Bureau of Economic Analysis, the U.S. GDP totaled about .54 trillion in the First Quarter of 2020. According to Hatzius' analysis, not instituting a national mask requirement would cost the U.S. economy just over trillion.Several studies show that a mask or facial covering limits the wearer from spreading airborne droplets when speaking, sneezing or coughing. The coronavirus can live outside the body in these droplets for several hours and, in turn, infect other people — even before the person who spread the droplets has exhibited symptoms of COVID-19.Earlier this year, the Centers for Disease Control and Prevention (CDC) issued guidance that strongly recommended all Americans over the age of 2 wear masks in public, particularly in situations that would make social distancing impossible. However, it's stopped short of requiring masks.The CDC also says those who have trouble breathing should not wear a mask if it puts the wearers' health at risk.President Donald Trump has left individual states to issue mask requirements as they see fit, but has notably chafed at wearing face coverings during public appearances. He has also declined to require masks at his indoor rallies.About one-third of states across the country currently require masks when in public. Forty-six states require masks in certain instances. Presumptive Democratic Presidential Nominee Joe Biden has said he would make masks a requirement for the remainder of the pandemic should he be elected president. 2298

The survey found that 44% of Americans feel indoor restaurants are unsafe to visit amid a pandemic, compared to 40% who believe they are safe. Women were more likely to say indoor dining is unsafe compared to men.More consumers, however, say getting takeout and dining outdoors is safe. Nearly 67% of respondents felt it’s safe to get takeout, and 58% said eating outdoors is safe.What do experts say?Many experts have said even with the precautions restaurants are taking, there is still a sizeable risk of catching the virus while dining inside. These risks, however, are generally significantly lower for those dining outside.Last month in an interview with MSNBC, Dr. Anthony Fauci pointed toward restaurants being among riskiest places to visit amid the pandemic. Fauci added that bars and gyms also are considered risky in his view.“When you have restaurants indoors in a situation where you have a high degree of infection in the community [and] you're not wearing masks, that's a problem,” Dr. Fauci said.Fauci pointed toward a September 2020 CDC study that found those who visited restaurants in the previous two weeks were two times more likely to test positive for the coronavirus than those who said they had not been inside a restaurant.“Reports of exposures in restaurants have been linked to air circulation,” the CDC said. “Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use.”Economic impact to restaurantsWith many restaurants forced to close indoor operations during the spring, and scale back indoor capacity during the summer, millions were out of work. According to the National Restaurant Association, 8 million restaurant workers, representing nearly half of the industry, were without jobs during the height of the pandemic. There remained over 2 million out-of-work restaurant employees as of the start of October.As of Wednesday, 100,000 restaurants have either closed for good, or for a significant period of time. As a whole, the restaurant industry is expected to lose 0 billion by the end of 2020.In hopes of minimizing spread and regaining customer confidence, the CDC and industry leaders have implemented cleaning procedures. They hope as cases begin to swell again for the cold-weather season, restaurants can remain open amid the pandemic. 3062

GREELEY, Colorado — Authorities released Monday the autopsy reports of Shanann Watts, 34; Bella Watts, 4; and Celeste Watts, 3. The reports concluded that all three victims died of asphyxiation — Shanann was strangled while the two girls were smothered, according to the reports. The reports had been sealed until the outcome of the trial. However, Chris Watts — Shanann’s husband and father of Bella and Celeste — pleaded guilty to their murders earlier this month and was sentenced Monday to life in prison without the possibility of parole.All three victims were pronounced deceased on Aug. 16. The girls' bodies were found submerged in an oil tank on property owned by the company Watts worked for. His wife's body was found in a shallow grave nearby.The autopsy reports state that Shanann Watts was found in a purple T-shirt and underwear. She had patterned abrasions on her neck and the left side of her face when her body was found. Weld County District Attorney Michael Rourke said during sentencing Monday that the lack of significant injuries to Shanann Watts suggested that her death came slowly.The coroner noted in the report that Shanann had been in the second trimester of pregnancy at the time of her murder. Family members had called the unborn child “Nico.” Chris Watts was convicted of unlawful termination of a pregnancy. Bella’s report indicates she had a pink pajama-type top with images of hearts and butterflies and underwear on when her body was found. The coroner found blunt force trauma on Bella’s jaw and lacerations and contusions in her mouth. Her left shoulder was discolored, and teeth impressions and superficial bite marks were found on the surface of Bella’s tongue — signs, Rourke said, Bella "fought for her life." Celeste was found in a pink and black T-shirt. The 3-year-old was wearing a diaper and underwear. Celeste had no visible injuries.Prosecutors said Chris Watts was having an affair and making plans for a new life. Rourke said Watts talked with a real estate agent about selling the family's home, looked up secluded vacation spots and didn't seem interested in the self-help books his wife provided.A friend asked police to check on Shanann Watts on Aug. 13 after not being able to reach her and grew concerned that the expectant mother had missed a doctor's appointment. Watts spoke to Denver7 from the front porch of the family's home in Frederick, pleading for his family’s safe return. "As we pursue this exit from the new build coal power market, we will continue to support our customers, helping them to keep their existing plants running in a cost-effective and efficient way with best-in-class technology and service expertise."The company said the move could potentially lead to site closing, layoffs, and appropriate considerations for publicly held subsidiaries.GE says they aren't cutting off coal ties entirely as they service existing plants and build turbines for nuclear power plants. 1032

  

GRAND BLANC, Mich. - A 17-year-old is in trouble with Michigan State Police and, most likely, his parents after being clocked doing 138 miles an hour on I-75 in near Grand Blanc.The incident happened at around 8:45 p.m. on November 23.Troopers clocked the 2012 Chevy as it was in the left lane of Northbound I-75. Troopers say the driver tried to "duck off" onto E Holly Road but was caught by the trooper.According to MSP, the driver said he was "traveling so fast and passing other cars and sucking in and out of lanes" because he was late for his 9:30 curfew.MSP says the trooper "gave the kid a break" on a reckless driving charged, but did give him a ticket for going 138 mph in a 70 mph zone and "the SMH award."His ticket carries an unknown fine and four points. 777
