WASHINGTON (AP) ¡ª House Speaker Nancy Pelosi is dismissing the latest White House offer in COVID-19 aid talks as ¡°one step forward, two steps back.¡± However, the California Democrat said in a letter that she's still hopeful that progress can be made toward a deal. The White House had boosted its offer before Treasury Secretary Steven Mnuchin and Pelosi spoke on Friday afternoon, but the speaker says she wants to agree on specific language about what the money will go towards.¡°When the President talks about wanting a bigger relief package, his proposal appears to mean that he wants more money at his discretion to grant or withhold, rather than agreeing on language prescribing how we honor our workers, crush the virus and put money in the pockets of workers,¡± said Pelosi.President Donald Trump is eager for an agreement before Election Day, even as his most powerful GOP ally in the Senate says Congress is unlikely to deliver relief by then.Pelosi tells colleagues in the letter that while the administration tried to address some Democratic concerns, disagreement remained on many priorities.¡°A key concern is the absence of any response on a strategic plan to crush the virus,¡± said Pelosi. ¡°We cannot safely reopen schools, the economy and our communities until we crush the virus with the science-based, national plan for testing, tracing, treatment and isolation, and for the equitable and ethical distribution of a safe and effective vaccine once developed. This strategic plan is contained in the Heroes Act.¡±Democrats are also pushing for strong OSHA protections to keep workers safe as they risk their lives to keep the economy running.¡°We are urging the Administration to support our strong OSHA language, which requires OSHA to issue an enforceable emergency temporary standard within seven days that covers all workers from COVID-19 infections,¡± wrote Pelosi. In her letter, Pelosi went on to explain what is in the Heroes Act, the stimulus bill that¡¯s been passed by the House, but rejected by Republicans. 2035

Volkswagen has been fined another €800 million (6 million) over its diesel emissions scandal, this time because of failings at its Audi subsidiary.Volkswagen said Tuesday it accepted the fine imposed by German prosecutors, waving its right to appeal. It said the penalty would hit earnings this year."As a negative special item, [it will] reduce the group earnings for fiscal year 2018 accordingly," it said in a statement. The penalty by Munich prosecutors is just the latest consequence of the scandal that emerged in 2015 and initially wiped out billions off the company's value.Volkswagen admitted cheating on clean air rules with software that made emissions look less toxic than they actually were. The fine concludes the Munich prosecutors' investigation into the company. However, probes into executives, including Audi's former CEO Rupert Stadler, continue, the prosecutors said. The €800 million fine comprises a €5 million penalty for administrative offenses, the maximum allowed under German law.On top of that, prosecutors ordered Volkswagen to repay €795 million they said the company made from the cheating. The prosecutors said this included profits from the sales of affected vehicles. In this case, the diesel emissions cheating affected nearly 5 million cars sold by the Volkswagen group in Europe and the United States, prosecutors said. Specifically, it concerned V6 and V8 diesel engines manufactured by Audi and installed in Audi, Volkswagen and Porsche brands, and Audi vehicles equipped with EA 189 and EA 288 engine made by Volkswagen.Shares in Volkswagen (VLKAF) and Audi (AUDVF) were trading higher on Tuesday. Volkswagen stock is down 11 percent so far this year. 1699

VISTA, Calif. (KGTV) ¡ª The jury deciding former NFL star Kellen Winslow Jr.'s fate in a rape trial, sent a note to the judge asking two questions. The questions lending a window into what's happening as the jury continues deliberating.10News spoke with Defense Attorney Gretchen Von Helms, to gain insight. On the surface, the questions seem obvious: "The jurors could benefit from an explanation as to what being under oath means. Additionally, how we should follow the law and not what we think the law should mean."RELATED: Kellen Winslow Jr. rape trial: More accusers set to testify"Every fourth-grader knows what under oath is and so also, should we follow the rules? Yes, you're supposed to follow the law," Von Helms said. She said the note made her think the jury was not agreeing, "the jury's trying to be nice here and say there's one person who just doesn't want to follow the rules, that's what it sounds like."The first question, she said, could indicate questions the jurors have, "sometimes police officers have to take an oath to be a police officer and maybe they feel that the police officer didn't do their job and follow up correctly or maybe they feel that their definition of that oath is different from the jurors oath."In regards to the second question, she said "the gut versus law issue, they must follow the law, even if they don't like the defendant, even though some people may not want to convict him because he's a football legacy, you can't do that. You have to look at the evidence and make a determination, is there enough?"RELATED: Accusers set to testify in Kellen Winslow Jr. rape trialVon Helms said the most important take-away from the note and the time spent during deliberations is that it appears the jury is taking the case very seriously. She said the prosecution's job is to lay out the evidence so clearly that the jurors have no doubt on the verdict. She added, the more time they take to come to a decision, the more reasonable doubt there may be.Winslow faces three counts of felony rape, misdemeanors of sexual misconduct among other charges. 2096

WASHINGTON (AP) ¡ª President Donald Trump has been unable to land the big deal he sought with Congress to curb drug costs. But now he's moving on his own to allow imports of cheaper prescription medicines, along with other limited steps that could still have election-year appeal. Friday at a White House ceremony, Trump signed four executive orders. In addition to importation, they are about paying lower international prices for some Medicare drugs, passing rebates directly to consumers, and making discounted insulin available to low-income people. Democrats, including Joe Biden, are pushing a much more ambitious plan to empower Medicare to negotiate lower prices. 678
