SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. Wohlfeil on Wednesday ruled strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. At a Thursday hearing, the judge reinforced that his ruling encompasses all restaurants, not just strip clubs. The ruling had local restaurant owners such as Rudford’s owner Jeff Kasha clamoring to open their doors again."As soon as we’re asked to close in five minutes, we’ll open in five minutes,” Kasha told ABC 10News.Kasha said his eatery on El Cajon Boulevard in North Park went from 45 to 17 employees due to the constantly changing rules. The congressman and his wife both pleaded not guilty in 2018 to federal charges of using 0,000 in campaign funds for personal use and falsifying campaign finance reports. "Defendant agrees to plead guilty to Count One of the Indictment charging her with conspiring with co-defendant Duncan D. Hunter to knowingly and willfully convert Duncan D. Hunter for Congress Campaign Committee funds to personal use by using them to fulfill personal commitments, obligations and expenses would have existed irrespective of Hunter's election campaign and duties as a federal officeholder, in amounts of ,000 and more in a calendar year," the plea deal states.Those expenses include a ,000 family vacation to Italy and a 0 Easter brunch at the Hotel del Coronado.READ THE PLEA AGREEMENT HEREThrough her attorney, Margaret Hunter apologized for her actions through her attorney outside Federal Court on Thursday."I understand that there will be more consequences stemming from my actions, but as demonstrated this morning with the entry of the plea, I have taken the first step in facing those consequences," said Tom McNamara, her attorney, in a prepared statement.According to an affidavit, Hunter allegedly spent the money on expenses like vacations, dental work, tuition, movie tickets, video games and home utilities, among other things.The affidavit goes on to allege that the Hunters lied about the purchases in FEC filings, claiming the money was used for things like dinner with volunteers or campaign contributors, toy drives and teacher/parent events.Rep. Duncan Hunter issued a statement which reads:"I do not have the full details of Margaret’s case, but it's obvious that the Department of Justice (DOJ) went after her to get to me for political reasons. As Margaret’s case concludes, she should be left alone. I am the Congressman, this is my campaign and any further attention on this issue should be directed solely to me. The DOJ’s prosecutorial actions in this case were led by local U.S. Attorneys who attended Hillary Clinton fundraisers in violation of the Hatch Act. The fact remains that this entire matter should have been handled by the Federal Elections Commission (FEC). The DOJ purposely choosing to involve itself in the area where the FEC has primary jurisdiction reveals that their primary agenda was to inflict as much political damage as possible in hopes of picking up a congressional seat. It was politically-motivated at the beginning, it remains politically-motivated now."A trial date was set for September 10, 2019, but that is expected to change following this morning’s court appearance. A conviction would not force Hunter out of office. It takes a two-thirds house vote to do that, meaning 55 Republicans would have to move the same. San Diego Political Analyst John Dadian said he believes Hunter would be expelled if convicted. He added President Trump could pardon him, but it would likely be after the 2020 election. Meanwhile, he said East County Republicans are preparing to file to run if they see an opening. But for those worried about the impending calvary of vehicles to the area, there are plenty of options to beat the rush.In addition to ridesharing options like Uber and Lyft, guests can choose from on-site or off-site parking. SAN DIEGO (KGTV) — Maritime Museum of San Diego will reopen to the public on Aug. 22, with new precautions for visitors and limited capacity.Museum officials say they have placed 6-foot markers on the upper decks of ships to remind visitors to practice social distancing while visiting. Capacity for the museum has also been cut to 25%, but staff will monitor levels every 15 minutes.Guests and staff will undergo temperature checks and wellness screenings before entering the museum, and facial coverings will be required. The museum is also condensing its hours to 10 a.m. to 5 p.m.Due to the high touch potential, the museum's gift shop is temporarily closed. Museum staff will be cleaning and sanitizing surfaces throughout the day.The museum's tours will be self-guided, but volunteers will be available through the museum to help guests."We wanted to offer a special treat for visitors and residents of San Diego during the stress of the global pandemic," Raymond Ashley, president and CEO of the Maritime Museum of San Diego, said. "So, a stroll aboard the decks of these historic ships and refreshing, educational boat ride in San Diego Bay could be the perfect break.The museum will offer outdoor activities, such as self-guided tours, of the museum's fleet of historic vessels.
