SALZBURG, Austria, May 17 (Xinhua) -- Top Chinese legislator Wu Bangguo said here Sunday that exchanges between local regions of China and Austria constitute an important part of bilateral relations.     Wu made the remarks when meeting with Simon Illmer, president of the parliament of the Salzburg Province of Austria.     Wu, who is the first chairman of the Standing Committee of China's National People's Congress (NPC) to visit Austria since 1994, arrived in Salzburg from Vienna on Sunday morning, continuing his official goodwill visit to the country.     Wu said Salzburg has attracted more and more Chinese tourists with its many cultural relics and beautiful natural scenes. He said China treasures its friendly cooperation with Salzburg, hoping that both sides should create a new mode for and further substantiate their cooperation.     Noting China is an important trade partner of Salzburg, Illmer said he believed Wu's visit will promote cooperation in such fields as investment, environmental protection and tourism. During the meeting, Wu said that both sides should treasure the current momentum of sound development in bilateral links.     Reisenberger said the strong growth of the Chinese economy has brought vigor and confidence to the international community including Austria. He expressed the wish to further enhance friendly relations with China by deepening mutually beneficial cooperation and exchanges in such areas as trade, investment, high and new technology, culture, arts, science and education.     Reisenberger said members of parliament from all parts of Austria wish to strengthen cooperation with China's National People's Congress (NPC) to enhance people-to-people friendship, promote exchanges between local authorities and contribute to the development of trade and economic cooperation between the two countries.     Wu said parliamentary exchanges form an important part of China-Austria relations. He said the NPC and Austrian parliament have maintained close exchange and cooperation, helped enhance the friendly relations between both sides. He hopes that the two sides should carry on this tradition by pushing forward exchanges between political parties, local governments and peoples of the two countries. The two sides should promote practical cooperation in all fields so as to add new impetus to bilateral relations.     Wu also reiterated China's principled stance on Tibet-related issues, stressing that this is the political basis to advance China-Austria relations. He hopes that Austria continues to support China on issues concerning China's sovereignty and territorial integrity.     Reisenberger reaffirmed that Austria will firmly adhere to the one-China policy.     During his stay in Vienna, Wu also visited the Vienna high-tech zone.

BEIJING, May 17 (Xinhua) -- China's power consumption declined 3.63 percent year on year in April, larger than the 2.01 percent decrease rate in March, the China Securities News quoted figures from the China Electricity Council (CEC) Friday.     A total of 275.67 billion kilowatt hours of electricity were used in April. The figure for the first four months was 1.06 trillion kilowatt hours, down 4.03 percent from the same period a year ago.     Analysts said the extending decline indicated a soft footing in economic recovery. It is normal that power output and consumption have ups and downs in the process of economic revival.     From January to April, power used by the agriculture and tertiary sectors went up 4.69 percent and 9.04 percent. And that for industrial sector slipped 8.29 percent.     The National Bureau of Statistic (NBS) said on May 13 that power generation fell 3.5 percent last month from a year earlier, to 271.29 billion kilowatt hours. The industrial output rose 7.3 percent in the same month.     Since the industrial sector consumes about 70 percent of China's power, some economists questioned whether a rise in industrial production could be accompanied by a decline in power consumption.     Zhang Liqun, a researcher with the Development Research Center of the State Council, a government think-tank, told Xinhua that when looking at the decline in industrial power use, it was important to remember that industrial upgrading was still in progress. The decline of electricity consumption by heavy industry, which accounts for 82 percent of total industrial power consumption, was the leading cause for the overall decline.     According to CEC data, power consumed by the heavy industry was down 8.62 percent in the first four months, and that for the light industry sank 6.76 percent.     Analyst expected that power use in May would fall slower than the previous month, as the rebounding electrolytic aluminum and iron and steel industries would use more electricity in the coming months.

YEKATERINBURG, Russia, June 15 (Xinhua) -- President Hu Jintao on Monday expressed China's readiness to work with Uzbekistan to push forward their relations of friendship, cooperation and partnership.     At a meeting with Uzbek President Islam Karimov here, the Chinese president said relations between China and Uzbekistan have witnessed healthy and stable growth since the two countries established friendly and partnership relations in 2005.     The two countries have maintained frequent high-level exchanges, deepened their political mutual trust and expanded cooperation in such fields as trade, economy, energy, security and culture, he said. BEIJING, July 11 (Xinhua) -- Nearly a week after the deadly riot bruised Urumqi and sent residents fleeing its major streets, it was quite a relief to see people gradually return to normal life.     The first weekend after last Sunday's riot seemed peaceful in Urumqi, with residents strolling in downtown parks with their families, banks reopening after a five-day business suspension and business owners looking to the future. Some people began holding funeral rites for the dead, while soldiers in riot gear stood guard nearby.     A group of photos filed by my colleagues in Urumqi Saturday showed snow white pigeons, the symbol for peace, swaggering in a square near the city's major bazaar. On one of them, a woman was crouching, reaching out an arm to cuddle one of the birds while a baby rests in her other arm. From the looks in their eyes I read lust for life as it is.     Canadian teacher Josph Kaber said he sensed tension when some Uygur-run stores on the campus of Xinjiang University were closed after Sunday's riot. "The very next day, young couples were seen strolling by the artificial lake again, and I knew things were getting better."     But for those bereaved of their beloved ones in last Sunday's riot, the worst to have hit the Uygur autonomous region in six decades, the trauma would probably take a lifetime to heal.     Chinese people customarily think the seventh day after death is an important occasion for families and friends to mourn the deceased.     Now on the eve of this special mourning day, as shock and terror at the bloodshed give way to anguished quest for the cause of the tragedy, we all feel their grief and are ourselves eager to find out the black hand behind the terror.     It is not surprising that Rebiya Kadeer is in the spotlight. If not for what happened in Urumqi last Sunday, most Chinese people knew little of the former businesswoman who built a fortune in Urumqi and became a rising star on the country's political arena, got jailed for stealing national secret, and fled to the United States in 2005.     People continued to bombard Kadeer Saturday: some said the World Uygur Congress leader was seeking to become a ** Lama much needed by the East Turkestan, while others made a mockery of her photo with the exiled Tibetan monk.     In an interview with Xinhua Saturday, former chairman of Xinjiang's regional government Ismail Amat said the woman was "scum" of the Uygur community and was not entitled to represent the Uygur people.     For most people, the Uygur woman's profile was blurry, stuck in the dilemma of her rags-to-riches legend and her separatist, sometimes terrorist, attempts.     Kadeer took advantage of China's reform and opening up policy to build her fortune, but ended up building connections with East Turkestan terrorists and selling intelligence information to foreigners.     When the rioters in Urumqi's streets, in an outrageous demonstration of violence, slaughtered innocent civilians and left thousands fleeing or moaning in agony, the "spiritual mother of Uygur people" touted by East Turkestan terrorists insisted they were "peaceful protesters".     To illustrate her point Kadeer ironically showed a photo in a Tuesday interview with Al Jazeera, which later proved to have been cropped from a Chinese news website on an unrelated June 26 protest in Shishou of the central Hubei Province.     Until Friday, she was still spreading rumors in an interview with AP, most of which centered on what she called "Chinese brutality".     As I read this I recalled vividly a text message a friend sent me via cell phone from Urumqi shortly after the riot. "I feel like crying," wrote the man of 26, "to see the mobs beating up and killing the innocent, and setting fire to vehicles and stores... I hate myself for not being able to do anything to stop them. Even a police officer is crying."     I worry what Kadeer and her World Uygur Congress are doing will worsen the situation for folks in Xinjiang, already bruised by the deadly riot.
