SAN DIEGO -- The San Diego County Board of Supervisors has voted to support the Trump administration’s lawsuit against California’s sanctuary laws. The board voted 3-1 Tuesday afternoon to support the lawsuit. The board directed that the County’s attorney to file an amicus brief supporting the federal lawsuit. The deadline to file a brief passed, so Chairwoman Kristin Gaspar said the earliest the county can file a brief is if the ruling is appealed to a higher court.RELATED: Escondido City Council votes to support sanctuary policy lawsuitSupervisor Greg Cox was the only one opposed to supporting the lawsuit. Supervisor Ron Roberts wasn’t present for the vote.Among the laws targeted by the legal action is SB 54, which limits cooperation between local law enforcement and federal immigration authorities.Supervisor Dianne Jacob led public opposition to the laws and said she agrees with U.S. Attorney General Jeff Sessions that they are unconstitutional and undermine public safety.RELATED: Justice Department to sue California over 'sanctuary' laws 1093

SAN DIEGO — A lawsuit was announced Monday over the death of Roxsana Hernandez, a transgender woman who died in Immigration and Customs Enforcement custody earlier this year as she sought asylum at the border.Hernandez arrived at the U.S.-Mexico border in San Ysidro in May from her native Honduras, but Transgender Law Center Director Lynly Egyes said Hernandez “came to the U.S. seeking protection and instead was met with torture.”"An independent autopsy report reveals that Roxsana was shackled for a long time and very tightly, enough to cause deep bruising on her wrists. She also had deep bruising Injuries consistent with physical abuse with a baton or asp while she was handcuffed, according to an examination of the tissue by an independent expert board-certified forensic pathologist," Egyes said.According to attorneys, Hernandez died from dehydration after being denied water and medical care.Hernandez, who was HIV positive, became very ill as she was transferred from California to Texas, back to California, and then to New Mexico, where she died.Hernandez’s family is hoping the wrongful death lawsuit will provide answers as to what happened. The suit was filed against the state of New Mexico. With many LGBTQ migrants arriving in Tijuana to seek asylum, many advocates hope the lawsuit announcement serves as a reminder that they will be watching as LGBTQ migrants present themselves at various ports of entry along the U.S.-Mexico border."Her death was entirely preventable," Egyes said. 1525

SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly. One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel. Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program. They'll use those to test how the electric buses operate across several terrains and distances in San Diego. They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas. They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812

San Diego (KGTV) One plate at a time, a San Diego couple is hoping to help those living on the streets with no food to eat. They’re using their new food trailer to do just that. ‘#FeedingEveryone’ is the goal for the Duwara Consciousness Foundation. “Our foundation is about serving anyone and everyone,” says co-founder Harisimran Khalsa. Through donations from the community, couple Davinder and Harisimran were able to purchase a food trailer to help feed the homeless. The couple says they’re committed to helping others. They left their jobs, sold businesses, and are now living a simpler lifestyle. “When your passionate about something, you have to live the life of and see how it is,” says Davinder Singh. “We decided that we would give up the house that we were living in.”The 16-foot trailer is equipped with a griller, 2 part stove, refrigeration and prep space. Every food item made is plant-based. Donations and volunteers strictly power the organization. They are serving at least two locations every week. They hope to grow the non-profit and eventually purchase a shower bus for the homeless.  The organization has partnered with the Jewish Family Service to feed the homeless on Thursdays and Fill-A-Belly to serve those in need on Tuesdays. They are also working on a partnership with the Alpha Project in Downtown. Serving locations and times, as well as a donation page, is listed on the Duwara Consciousness Foundation website.  1507

SAN DIEGO, Calif. (KGTV) - The VA San Diego Healthcare System began distributing its first doses of the COVID-19 vaccine Tuesday, Dec. 22.The VA received 2,800 doses of the Moderna vaccine, which is enough for their whole staff and everyone on their priority list. The first people to get the vaccine were people who either work or live in nursing care facilities and also people in the spinal chord injury unit. The VA anticipated being able to get all of those people vaccinated in the first day.Next for the VA are people in the ICU, emergency departments and those directly caring for coronavirus patients. It was estimated that all of those people should be vaccinated in the first day or two.Doctor Robert M. Smith is the director of VA San Diego Healthcare System and said their priority is getting people vaccinated quickly. He said they do not plan on saving any of the doses that are needed for a second vaccine 28 days after the first is injected. Rather, they will rely on the chain of command to get them those second doses in a timely manner, vaccinating as many people as they can in the meantime.“We and the rest of San Diego are seeing a huge increase in the number of COVID patients right now and it’s really straining resources so we need to make sure our staff can stay well so they can provide that care,” said Smith.Smith said they are starting with giving out 300 doses per day, hoping to be able to give up to 600 doses per day eventually. Once all staff are vaccinated in the next few weeks, the focus will be on the community and the 120,000 eligible veterans who are covered by the VA.He advised veterans in the community to not reach out to the VA, saying at first, the VA will be prioritizing some veterans and contacting those who are eligible, then eventually the VA will be more flexible with allowing other veterans to walk in and get the vaccine. 1888
