CHICAGO, Ill. -- With the U.S. Postal Service stretched thin and millions voting by mail, some voters have taken extreme measures to ensure their vote counts. In some cases, they’ve traveled hundreds of miles to cast a ballot.Following the postmaster general’s controversial decision this summer to decommission nearly 700 mail-sorting machines across the country, Sarah Alana was worried about voting by mail.“We all have a choice and what's going on right now with the Postal Service is another matter entirely. Clearly, it's not working,” she said.In Georgia, where she has lived and voted since 2013, nearly a dozen mail-sorting machines were removed. Still, she applied for an absentee ballot.“It was sent out the same day,” said Alana. “Three weeks later, no absentee ballot. And I was getting just so mad.”Even more of a problem, she’s currently staying in Durango, Colorado, dealing with respiratory issues.“I'm here to see if the dry air is a little bit better for my breathing problems,” she said.In Georgia, more than 1.1 million absentee by mail ballots have been returned, trouncing the nearly 155,000 cast in 2016. But, another half million mail-in ballots have yet to be returned.Sarah Alana decided not to take any chances. Despite being high-risk for complications from COVID-19, she bought a 5 plane ticket and made the 1,600-mile journey from Durango to Atlanta to vote in person.“I went through three airports. I took two flights. I was in three Lyft rides, which actually, that was scary for me too.”Others have made similar trips, like a woman studying in Chicago who traveled to her home state of Texas to cast her ballot.The children of 94-year-old Mildred Madison children drove her 300 miles to Detroit to vote in person when her absentee ballot didn’t arrive at her temporary address.“Vote. But know who you are voting for and why,” said Madison.Alana says there’s too much at stake this election not to ensure your voice is heard.“I didn't want to be a victim,” she said. “There is no American citizen that needs to be a victim this year. Let's just do what it takes and get out there and vote.” 2134

CHULA VISTA, Calif. (KGTV) — Four students at Montgomery High School were arrested Halloween Day during a state-mandated lockdown drill at school. The arrest is causing controversy, and many are now questioning the decision to carry out real arrests during a drill. It was a short 15-minute drill. No one in, no one out. “The whole school was on lockdown and everyone was in their classes. And we had to stay inside because cops came,” student Ernesto Miranda said. Police presence during a lock down is protocol. However, this time, four students were taken away in cuffs. Some are now criticizing San Diego Police officers’ unusual arrest strategy, accusing the department of suing the drill as a ruse to arrest the students under investigation. “It shouldn’t be, like use the lockdown as an excuse to OK, bust down these kids,” student Derek Uribe said. 10News spoke to Sweetwater Union High School District spokesman, Manny Rubio, who told us over the phone, this is the first time the district has ever agreed to cooperate in this kind of arrest. Montgomery High School’s state-mandated lockdown drill was planned for Tuesday, Nov. 13. But on Oct. 29, Rubio said SDPD requested the district to move the drill up sooner, because they urgently needed to make an arrest on campus. The school agreed. They immediately notified students and parents that there would be a drill sometime that week, before noon. Two days later, Rubio said the school carried out the drill. During the 15-minute drill, school stage brought each student in question into the office, where they were arrested by San Diego Police. Rubio said the school made sure to minimize the effects onto the 1,800 students and 100 staff, making the arrests away from classrooms. "I want to be a cop so I think it's smart to not make it a big deal and come in and everything. Just [during] a lockdown drill,” Miranda said. The police department, the school district, nor the District Attorney’s office would specify the exact charges the students face. But Rubio said they allegedly committed multiple violent crimes throughout the county that were, “incredibly severe in nature.”10News asked SDPD a number of questions, including why the students were not arrested at their homes, and why they waited two days before arresting them. (KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. The top two vote-getters in June move on to a November runoff. Gastelum's campaign statement has no anti-Muslim comments. Instead, it talks about cutting taxes, eliminating Chula Vista's welcoming city program, and bringing Amazon back to the table to put its headquarters here. The Otay Water District board censured Gastelum last year. CHULA VISTA (KGTV) - Nearly 5,000 people were without power Saturday evening in Chula Vista, according to SDG&E.The outage began about 7:30 p.m. with around 1,700 customers in the dark. It expanded to about 4,800 by 9:30 p.m., according to SDG&E's website.The power was restored at about 10 p.m. SDG&E did not provide the cause of the outage.This is a developing story. 10News will update when details become available.  445

CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916
