SAN DIEGO (KGTV) -- Starting Wednesday, cruise ships will return to the San Diego Embarcadero — but they will not be picking up any customers for months to come. Experts say the longer the vessels stay, the harder it is for the cruise industry to bounce back.The Holland America Koningsdam returned to the Port of San Diego Wednesday morning. It is one of five cruise ships scheduled to dock at the Embarcadero for fuel and supplies. But not to pick up guests.The vessels include:Holland America Koningsdam – December 23Princess Cruises Emerald Princess – December 24 (leaves for Los Angeles after San Diego visit)Holland America Westerdam – December 28Holland America Zuiderdam – January 8Holland America Noordam – January 11"Their revenues compared to say the same time last year are literally down 99%," financial advisor Dennis Brewster said.According to the Port of San Diego, there have been 119 canceled cruises since March and a loss of 0 million in regional economic activity. Unlike airlines and restaurants, which are two other industries hard hit by the pandemic, Brewster says cruises have no Plan B."Their revenues literally went to zero," Brewster said. "I mean, the others were really bad too, but you can't do a cruise ship on a takeout or drive-through."The Port says each cruise line must follow the CDC's "Framework for Conditional Sailing Order" before they can set sail. The first phase is to test and safeguard the crew. The second is a simulated voyage where the ships must prove their ability to mitigate COVID-19 risk. After that, they can slowly reintroduce passengers on their voyages.In the meantime, the ships and crews will stay put. But will the companies be able to stay afloat?"Even if the CDC and other organizations say, 'January one, you can resume your operations,' how many people would get on today?" Brewster asked.The hope is that travel will be on everyone's radar once it shifts away from the coronavirus."I think all of us have spent enough time at home the last nine months to last the next nine years," Brewster said. "So that's a good thing for the industry. There is going to be quite a bit of pent-up demand."According to the Port of San Diego, Holland America has some cruises scheduled to depart in April and May. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) -- San Diego Unified School District officials confirmed to 10News Thursday that a teacher has been placed on leave while investigators look into accusations that he exposed a sixth-grade class to pornography.Officials said they were first notified Monday after a parent reported the alleged incident happened during a physical education class at Horace Mann Middle School, located at 4345 54th Street in San Diego."San Diego Unified is investigating the incident that allegedly occurred at Mann Middle School. The employee has been placed on leave pending the investigation,” district officials said.The district said it has spoken with at least 10 students regarding the report. There were at least 24 students in the class.District officials and district police are investigating."It's reprehensible," Craig Tinson, whose 12-year-old grandson attends the school, said. "Becuase the students are very impressionable. They're looking for adults to be the leader and unfortunately, it was compromised on this occasion."A parent of one of the students told 10News that her son was in the class when the teacher allegedly showed the students an adult video of a man and woman engaged in sexual activities. SAN DIEGO (KGTV) -- Statewide DUI arrests and fatalities saw a significant increase over Christmas weekend. A total of 47 people died in DUI-related crashes in 2018 compared to 27 deaths over the same time period in 2017. DUI arrests also saw a significant rise. More than 1,100 people were arrested for DUI in 2018 compared to 917 in 2017. In San Diego County, three people died due to DUI-related crashes, tying with 2017. DUI arrests rose slightly from 56 to 57 in 2018. The reporting period for the arrests and deaths was Friday, December 21 through Tuesday, December 25. 584

SAN DIEGO (KGTV) -- San Diego’s City Council voted 6-3 Monday evening to approve a five-year lease extension for the Campland on the Bay campground. The city struck a deal with Campland to expand into De Anza Cove and remove the crumbling mobile home park. Earlier in the day Monday, competing rallies took place outside council chambers. The issue on the agenda Monday – the future of about 75 acres on the northwest portion of Mission Bay. Currently, it’s an RV Park next to a mobile home park crumbling with asbestos and warning signs keeping the public out. The operator of the RV park is terminating its lease later in June. Campland on the Bay has operated for 50 years just to the west. It’s offering to take over the lease for the RV park and add the mobile home park for five years. It would do ,000,000 of improvements, including getting rid of old homes. A group called the ReWild Mission Bay Coalition is fighting back. The coalition wants the city to pursue restoring the area to its natural habitat, fearing that entering into what’s supposed to be a temporary arrangement could end up becoming a long-tern solution. A staff member with the city told the council this won’t stop the city from pursuing future plans for De Anza Cove. 1257
