BEIJING, Nov. 16 ( Xinhua) -- The General Office of China's State Council, or the Cabinet, on Tuesday issued a circular, ordering more strict fire control measures to "resolutely" prevent serious fire accidents.Monday's blaze in an apartment building in Shanghai's downtown area left 53 people dead and more than 70 injured, one of the deadliest recorded fire disasters in the city.The circular ordered extensive campaigns to inspect and remove fire hazards and to educate the public about fire control, as well as strict implementation of the accountability system for fire accidents.Besides those directly responsible for serious fire accidents, local government chiefs would also be held accountable, it said.Police have detained eight people in connection with the deadly blaze.Further, an initial investigation has blamed the disaster on unlicensed welders, some of whom are among the detained.

BEIJING, Nov. 17 (Xinhua) -- China's coal mine safety watchdog said Wednesday that the nation would require all coal mines to be equipped with emergency shelter systems to protect miners before June 2013.Also, the country's State Administration of Coal Mine Safety (SACMS) has required all mines to complete installation of four systems, including coal mine monitoring, pressure fan facilities, water supplies, and communications before the end of this year.Further, centrally-administered coal mine companies and major state-owned coal mines must also install positioning systems for workers underground, said Zhao Tiechui, SACMS chief.Meanwhile, centrally-administered coal mines and major state-owned coal mines must set an example by completing the construction of emergency shelter facilities before June 2012, Zhao said.More than 2,000 miners were killed in coal mines last year in China. Though the fatalities were significantly reduced from the peak of nearly 7,000 deaths in 2002, the situation still remains grim.Just last month, a gas leak at a coal mine in central China's Henan Province left more than 30 people dead.

BEIJING, Jan. 10 (Xinhua) -- China and the United States agreed to avoid misunderstanding in developing military ties amid U.S. Defense Secretary Robert Gates' visit to Beijing to restore impaired high-level military exchanges.In their official talks on Monday, Chinese Defense Minister Liang Guanglie and Gates reached consensus on joint efforts to expand common interests, deepen dialogue and exchanges, and avoid misunderstanding and miscalculation to ensure military ties back on the sound track.They pledged to keep open the channel for exchange mechanism like defense and maritime security consultations between the two militaries."There are many areas where we have mutual interests and can work together, those disagreements are best dealt with through dialogue and discussions with one another," said Gates.Chinese Defense Minister Liang Guanglie (R) shakes hands with the visiting U.S. Secretary of Defense Robert Gates at a welcome ceremony in Beijing, capital of China, Jan. 10, 2011. GABORONE, Nov. 20 (Xinhua) -- Chinese Vice President Xi Jinping arrived in Gaborone on Saturday, kicking off his official visit to Botswana.Xi made the visit as a guest of Botswana's Vice President Mompati Merafhe who came to the airport to receive Xi.In his written speech, Xi said Botswana boasts beautiful scenery and has scored marked achievements in securing national unity and economic development.Xi said the China-Botswana relationship is very profound, noting that bilateral friendly cooperation ties have seen smooth and healthy expansion, which benefit the peoples from the two sides.Xi said his current visit is aimed to further consolidate traditional friendship between the two, increase mutual political trust and explore mutual cooperation."I'm looking forward to meeting leaders of Botswana and exchanging views with them on bilateral relations and other issues of common concern," he said.He also said he believed his visit would be a success.Botswana is the final leg of Xi's four-nation trip to Asia and Africa.In 1975, China and Botswana established the diplomatic relations.
