SHERMAN HEIGHTS, Calif. (KGTV) - A storage facility for homeless people to keep their belongings is at capacity, leading some people to call for expansion.The facility is in Sherman Heights, near 20th Street and Commercial. It opened in June of 2018 with room for 500 bins.It was full by Halloween.Now there is a 200 person waiting list. The city initially wanted to put 1000 storage bins in the warehouse, but pushback from neighbors led to a compromise of just 500.Neighbors worried that the facility would be a magnet for homeless people, drawing them to the area.Six months later, people who spoke to 10News say the opposite has happened. They still see homeless people in the area, but not any more than before the facility opened.They also say the amount of clutter on the streets and sidewalks has decreased dramatically.Crime has also gone down in the area. According to the crimemapping.com website, there were 188 crimes reported within 1500 feet of the facility in August of 2018. In December, that number had dropped to 73 (see chart above).Part of that is from extra police patrol. A recent police department report says that SDPD is spending nearly million on overtime to add patrols in the neighborhood of the facility.City officials told the San Diego Union Tribune they have no plans to expand the facility. SINGAPORE (AP) — A Royal Caribbean “cruise to nowhere” has been cut short and the ship has returned to Singapore after an elderly passenger was diagnosed with the coronavirus, but the health ministry later said new tests on the man were negative. Meanwhile, passengers onboard are not able to disembark from the ship until full contact tracing measures are carried out and everyone is tested for coronavirus. The ship had 1,680 passengers and 1,148 crew members onboard.Royal Caribbean and Singapore’s Tourism Board said the 83-year-old passenger tested positive for COVID-19 after reporting to the ship’s medical center with diarrhea and was immediately isolated. But Singapore’s health ministry said later that it retested the man and found him negative. It says it will conduct another test Thursday to confirm his status. "We worked closely with the government to develop a thorough system that tests and monitors all guests and crew and follows public health best practices," a Royal Caribbean representative told CNN. "That we were able to quickly identify this single case and take immediate action is a sign that the system is working as it was designed to do."Singapore recently began a “safe cruising” program allowing cruise ships to make round trips from Singapore with no ports of call.The Quantum of the Seas ship was hosting a three-night, four-day cruise around Singapore, a so-called "cruise to nowhere." All passengers had to show proof of a negative COVID-19 test prior to boarding and wear masks at all times outside their rooms. SORRENTO VALLEY, Calif. (KGTV) - A Marine veteran suffered major injuries after a wrong-way driver crashed into him on I-5 early Saturday morning.Friends have identified the victim as Luis Maldonado. He was transported to Scripps Memorial Hospital La Jolla. His service dog Jax, who was also in the car, was taken to an animal hospital and is expected to survive.The wrong-way driver died at the scene. California Highway Patrol suspects he was under the influence of alcohol. He has not been identified.Maldonado's friends have set up a GoFundMe account to help pay for the mounting medical costs.  622

SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. (KGTV) — Video captured Friday showed another bluff failure in the Solana Beach area, weeks after a series of small bluff collapses.Kelly Nelle captured a small bluff failure at a site that appeared taped off due to a previous bluff collapse. No one was injured.Several parts of Fletcher Cove were taped off in August as sandstone tumbled about 75 feet down to the beach. It isn't clear if Friday's collapse was at the same site, but the area was already taped off and appeared to have a pile of sediment at the base of the cliff side.In late August, Torrey Pines beach goers were warned of bluff collapses after a section fell to the ground. In early August, a massive section of rock fell in Encinitas, killing three people.As temperatures rise and bring more locals out to the coast, officials cautioned visitors to walk 25 - 40 feet away from all bluffs and not to walk around barricades because large rocks could still fall.Video from Friday showed some smaller rocks falling before the larger section fell onto the Solana Beach spot. 1068
