Cameras capture history. That’s what Marc Tasman loves about them. He teaches photojournalism at the University of Wisconsin-Milwaukee.“The history of photography is the history of social change that was brought about through the use of the camera,” said Tasman.In the United States, cameras have captured great historic moments, as well as moments of shame.“Think about the civil rights movement. You think about, you know what we were talking about before: Rodney King, Michael Brown, Eric Garner, most recently Jacob Blake,” said Tasman.Jacob Blake was shot seven times in the back by police in Kenosha, Wisconsin, in August. The shooting sparked protests in Kenosha and added Blake to a list of Black Americans who’ve suffered police violence caught on camera.The most infamous of 2020 was a Minneapolis police officer kneeling on the neck of George Floyd, who later died.“We’re living in a society where everybody has, has that camera and anybody can, not only take a picture, but it’s a device to transmit and share that,” Tasman said.Almost everyone has a cellphone with a high-powered camera that takes photos and videos. That impact has been felt everywhere, particularly on police officers and departments.“Capturing it on video has really brought these events into people’s homes,” said Paul Taylor, a professor at CU Denver.He focuses much of his research on bad outcomes between police and citizens, and solutions. He’s not sure cameras are the solution to police reform.“A lot of the police reform efforts have been focused on transparency, and body cameras have been a part of that, and accountability,”Taylor says while things like body cameras provide transparency and accountability they only show us outcomes.“These are surface level fixes that really don’t get at the systemic issues,” said Taylor.He suggests increasing police training time by a significant amount. In many places it only takes six months of training to become a cop.However while cameras may not stop cops from using deadly force, they allow the public to hold officers accountable. In the case of Floyd and Blake, if someone hadn’t been filming, the world may never have known what happened to them.If you ask Tasman, that shows how powerful cameras really can be.“The camera is a shield, but only if people, only if there’s some consequence.” 2341

(KGTV) -- Four wild mice collected during routine monitoring in the Campo area have tested positive for hantavirus, county health officials say.The mice, that were collected in open space in Campo, included two California mice, one deer mouse, and one brush mouse.The mice brought the total number of rodents that have tested positive for the virus so far this year around the county to 22.Health officials say people are unlikely to be exposed to the virus because rodents generally want to live and nest away from people.The county is also reminding residents that they should never sweep or vacuum up after rodents if they find them living in spaces like homes, sheds, or garages. Instead, people are encouraged to use “wet-cleaning” methods.People are exposed to hantavirus when the urine, feces, and saliva dries and is stirred into the air and inhaled.There is no cure or vaccine for the virus and it is potentially deadly, the county says.See tips from the county below on how to use wet-cleaning methods:Avoid Exposure to Hantavirus· Seal up all external holes in homes, garages and sheds larger than a dime to keep rodents from getting in.· Eliminate rodent infestations immediately.· Avoid rodent-infested areas and do not stir up dust or materials that may be contaminated with rodent droppings and urine.· Clean up rodent droppings and urine using the wet cleaning method described below.Use “Wet-cleaning” Methods to Prevent Inhaling the Virus· Do not sweep or vacuum infested areas.· Ventilate affected area by opening doors and windows for at least 30 minutes.· Use rubber gloves. Spray a 10 percent bleach solution or other disinfectants onto dead rodents, rodent droppings, nests, contaminated traps, and surrounding areas and let the disinfectant stand for at least 15 minutes before cleaning.· Clean with a sponge or a mop that has been soaked in disinfectant.· Place disinfected rodents and debris into two plastic bags, seal them and discard in the trash.· Wash gloves in a bleach solution, then soap and water, and dispose of them using the same double-bag method.· Thoroughly wash your hands with soap and water. 2157

  

CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. RELATED: Teen bound and gagged in car leads to 911 callsThe 17-year-old girl has been doing meth for the past year, dropped out of high school, and was trading sex for drugs, the sister said. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges. CARLSBAD, Calif. (KGTV) -- Border Patrol and the Coast Guard are investigating after a Panga Boat washed ashore in North County Monday morning. According to agents, the 18-foot-long boat was found early Monday morning on Tamarack State Beach in Carlsbad. Agents discovered several life jackets and gas cans inside the vessel. RELATED: Possible human smuggling boat found in Del Mar beachMarkings on the boat indicate it may have come from Ensenada, but Border Patrol hasn’t confirmed that information. It’s unclear at this time how many people were aboard the boat. 574
