SAN DIEGO (KGTV) — A series of closures are set for Interstate 5 throughout June and possibly into July for Mid-Coast trolley construction.SANDAG says the closures will allow crews to remove and install temporary wooden structures to support the trolley bridge, also called falsework. The falsework currently on Voigt Drive will be removed and installed just south of Nobel Drive to support a second trolley overcrossing. Both trolley overcrossings will span the I-5, SANDAG says.A full closure of southbound I-5 lanes will start on Sunday, June 9, from 9:30 p.m. to 5 a.m. each night Sunday through Thursday, and will run through Friday, June 28. The closure covers I-5/I-805 interchange to La Jolla Colony Dr. Detours will be set up for motorists to use southbound I-805 and westbound State Route 52 in place of the stretch of I-5.Once the southbound closure is complete, a full northbound closure will be needed.The Mid-Coast trolley will eventually extend the Blue Line trolley from Old Town Transit Center to the UC San Diego area. SAN DIEGO (KGTV) — A water culvert in Logan Heights overflowed Thursday night due to heavy rain, leaving neighbors with a mess Friday, many homes destroyed from all the water.Ruben Cortez’s home got filled with about a foot of water. Initially the water just piled up outside his sliding glass door, “the water was up to here so it looked like I was inside an aquarium”. After 20 minutes water came through the front and back doors, soon filling the entire house.Cortez and his wife are remodeling their home. One week ago they installed new flooring in their bedroom. After the flooding, the floor is completely ruined.The rest of the house has tile flooring and dirt and mud everywhere.His neighbors are also dealing with similar issues. Many parked their cars on the street and during the flooding the water filled up to the steering wheel.Most people in the neighborhood, along with Cortez himself, don’t have flooding insurance. He tells 10News, “its like getting snow insurance you don’t think anything like that is going to happen and this flood wasn’t really a typical flood, it was part of the drain that came out and flooded. You don’t think of those things”. Cortez wasn’t only worried about his own home, he’s also the pastor at the church next door. While the church was okay, the children’s classroom had water damage. The water also filled between a foot to two feet in the rooms.Left with a laundry list of things to fix, remodel and clean, Cortez tells 10News, “just count your blessings and the bad things as they come in, just face them one at a time." 1581

SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) - A San Diego woman is among those killed in the Conception boat fire off Santa Cruz Island, her coworkers in Coronado told 10News Tuesday. A manager at Nicky Rottens restaurant at 100 Orange Ave. identified Nicole Quitasol as one of the victims of the deadly fire. Quitasol was on the dive trip with four relatives, her coworkers posted on Facebook. "Nicole has worked with our Nicky Rottens Coronado family for years, and she will be remembered as an adventurous & loving soul," wrote Bryn Butolph, who described Quitasol as smart and loving."She will be greatly missed," Butolph added. He told 10News Quitasol was devoted to her dog, Peanut Butter.The family of five was among 34 people presumed dead in the blaze. All were sleeping below deck when the fire started early Monday. Other victims included students from a Northern California charter school serving grades 7-12, and a marine biologist who owned the diving company and was leading the tour.A GoFundMe account was created to help Quitasol's mother, who lost three children.KCRA in Sacramento identified the other family members as Nicole’s sister Evan and sister Angela, both from Stockton, and their father Michael and stepmother Fenisa Sison, both from Modesto.The Associated Press contributed to this report. 1304
