SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. "We said we would give the governor his three weeks, and I'm going to give him his three weeks."But other San Diego restaurants are planning to remain takeout only until health officials advise otherwise.At Spring Valley's Cali-Comfort Barbecue, a gathering place for sports fans, owner Shawn Walchef says he's not offering indoor or outdoor dining.“We believe that the coronavirus is the antithesis of hospitality. Everything we do in our blood is to take care of people,” Walchef said. “Social distancing doesn’t work in our business. We welcome people into our homes.”Walchef cut about half of his staff - a day he calls his toughest as a restaurant owner.But he says Cali Comfort has fully embraced multiple digital ordering systems, helping it to remain profitable amid the pandemic.Still, the recent order impacts many. Nearly 110,000 San Diegans worked in county restaurants in October, the latest state data available. Numbers for November are expected Friday. 2120

SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought." San Diego is currently not experiencing any drought conditions, according to the state's drought monitor.As of Feb. 11, San Diego's reservoirs are between 23 to as much as 88 percent full, according to the city.LIVE RADAR: Weather conditions in your neighborhoodAn atmospheric river is a column of condensed water vapor in the atmosphere that are capable of producing high levels of rain and snow, the NWS says. When these rivers move inland and over the mountains, the water vapor rises and cools, creating heavy precipitation.While most atmospheric rivers are weak, some can create high levels of rainfall and flooding. About 30 - 50 percent of California's annual rainfall occurs in just a few atmospheric rivers, according to NWS. 1917

At just 16-years-old, many teens today couldn't think of doing so.Alexa Mendes said she knew she had to cut the cord after recognizing that she was addicted to the likes, shares, and interactions online."It is difficult enough to try and manage our overwhelming lives already filled with extracurriculars, sports teams, clubs, honors societies, difficult classes, insane amounts of homework, the pressures of applying to prestigious universities, and an abundance of other expectations," Mendes writes. "On top of that, we are always thinking about our online profiles."So she curbed her online presence back. In doing so, she learned a lot and turned those lessons into a book: #Unsubscribed: How I am thriving in high school without social media (and you can, too)."It wasn't that difficult. It's something I'm passionate about since it's part of my life and my experience and story to tell," Mendes said.Now, Mendes' message isn't that teens should drop social media entirely. Instead, she hopes her story can help others strike a healthy balance."Over time, I realized that the key wasn’t to abolish my usage completely--it was all about becoming balanced and finding a way to use social media in moderation," she writes. SAN DIEGO (KGTV) - A three-day conference is underway at the University of San Diego and its partner schools around the county.It's the 7th Annual Conference on Civility & Civic Dialogue. Moderators and local journalists are discussing the serious threat fake news and deliberate disinformation poses on the country's democracy."Journalism is called the fourth estate of American democracy, without a free press and a believed and trusted press our democracy simply is not going to survive," said conference moderator and political science professor, Dr. Carl Luna.Public trust of the media has hit historic lows in recent years and panelists discussed ways organizations can earn back the public's trust. The San Diego Public Library system offers the public media literacy courses, offering tools to recognize the difference between real news and "fake" news.The Society of Professional Journalists also offers online tools for public use. 958

  

SAN DIEGO (KGTV) -- A San Diego photographer is searching for a mystery couple seen in a Sunset Cliffs engagement photo.Elmer Rodriguez says he was out for a walk with his kids taking pictures of the sunset in late February. When he looked off to the side, he says he spotted the couple in the distance and decided to capture the special moment. “I decided it’s a good memory and they should have it,” Rodriguez said. But when Rodriguez walked over to meet the couple, he says they vanished. RELATED: Michigan photographer finds mystery engagement couple in viral Yosemite photoRodriguez posted the photo on social media in hopes of finding the couple.“I took this photo a few weeks ago, in #sunsetcliffs I called it, 'love at dusk' if anyone knows them, please let them know,” Rodriguez said in an Instagram post.If he finds the couple, Rodriguez says he wants to give the photos away free of charge. “I’m not trying to get any profit, it’s just something I believe they should have."In late 2018, a separate picture showing a couple getting engaged in Yosemite went viral.The Michigan photographer who took that photo was eventually able to find the couple. 1167
