SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

SAN DIEGO (KGTV) -- Video taken Tuesday shows people climbing on top of the border fence near Friendship Park as the migrant caravan approaches.According to a Border Patrol spokesperson, agents are keeping watch on the U.S. side of the park, but aren’t aware of anyone climbing all the way over onto the U.S. side of the beach.Border Patrol says it’s technically not legal for people to sit on the fence because it’s on U.S. soil, but no arrests are being made at this time.RELATED: CBP closing lanes in San Ysidro, Otay Mesa as migrant caravan approachesIt’s unclear whether or not the group is with the migrant caravan. The incident comes as U.S. Customs and Border Protection announced the closure of several northbound border lanes in San Ysidro and Otay Mesa. The closures are expected to cause delays. 818

SAN DIEGO (KGTV) -- Two young teenagers have been arrested for their alleged involvement in the deadly shooting of a College Area man. According to San Diego Police, the two juveniles, ages 14 and 15 were taken into custody and placed into Juvenile Hall. “The names of the juveniles will not be released due to their age,” police said. 39-year-old Ishi Hampton was shot and killed on May 2 outside the “Iconic at Alvarado” apartments in the College Area. RELATED: Friends remember man slain in front of College Area apartmentHomicide detectives said Hampton had contact with at least two suspects outside the apartment complex. SAN DIEGO (KGTV) — With San Diego County schools doing distance learning this fall, many parents worry their kids will miss out on important social interactions with peers. In fact, it was the number one concern cited by parents in a series of national surveys conducted earlier in the pandemic.Research on past pandemics shows quarantines can have a lasting impact on both children and adults. The American Psychological Association says “having limited access to peers and classmates can affect children’s emotional well-being, which can in turn affect their educational performance, learning and development.”“As humans, we all need that social interaction,” said UC San Diego associate professor Alison Wishard Guera. “What is does for your development I think is really different across the age ranges.”Wishard Guera said kids roughly 8 years and younger need to learn how to interact with others.“The opportunity to have conflicts. To learn how to resolve conflicts. To learn how to share materials. To learn how to coordinate their body in a classroom space with other people. They're going to be missing out on that,” she said. When children reach adolescence, around 10 or 11 years old, they start to lean on their friends for their identity, she said. With kids feeling more isolated from friends, “we’ve seen a big spike in depression and mental health challenges,” she said.In its push to reopen schools, the Centers for Disease Control and Prevention cited research on past pandemics that found kids who were quarantined had post-traumatic stress scores that were four times higher than those who were not quarantined. And there’s some research suggesting the effects can linger. After the SARS outbreak of 2003, quarantines were associated with higher rates of PTSD and alcohol abuse in adults, even three years after the individuals were quarantined.Experts say you should be on the lookout for signs your child is struggling with emotions they can’t express: increased anger, irritability, withdrawal, clinginess or changes in sleep and appetite.Dr. James Rivet, an educational consultant with San Diego Kids First, said one of the best ways to help your child cope is to establish a predictable routine.“We're going to start waking up at a certain time, and we're going to start getting ready at a certain time and we've got to start eating right,” he said. “Students thrive on routine and structure.”Part of that routine should include a schedule with fun things for kids to look forward to, like a game night.Experts say you should set aside time regularly for kids to connect with family members and friends by video, phone or handwritten letters. And make sure to spend time outside, to ensure children get regular exercise. 2748
