A US advisory panel has released their recommendations on how a future COVID-19 vaccine should be distributed, and is now seeking public comments on their draft plan.The National Academies of Science, Engineering and Medicine published their discussion draft Tuesday afternoon on their website. It is meant to “assist policymakers in planning for equitable allocation of a vaccine against COVID-19.”The draft plan has a four-phased approach to handle the intense demand for and limited supply of the vaccine when it is first developed.“While major efforts are being made to have a significant supply of COVID-19 vaccine as soon as possible, the committee has been tasked with considering the tough choices that will need to be made for allocating the tightly constrained initial supplies,” said committee co-chair Helene Gayle, president and CEO of the Chicago Community TrustThe plan states in the first phase “would be ‘frontline’ health workers—health professionals who are involved in direct patient care, as well as those in transport, environmental services staff, or other health care facility services, who risk exposure to bodily fluids or aerosols. Under conditions of such scarcity, access should not be defined by professional title, but rather by the individual’s actual risk of exposure to COVID-19.”Their plan also gives higher priority to older Americans living in group settings. They cite data showing about 80 percent of all COVID-19 deaths in the US occurred in people over the age of 65, and a significant proportion of them were people living in long-term care facilities.“Recognizing the importance of education and child development,” tier 2 includes teachers and school staff, as well as those with pre-existing conditions that put them at a heightened risk of severe complications from COVID-19 and those living in group housing situations not included in tier 1.The group states that by the time there is enough of the vaccine to reach tier 4, “ideally, these individuals would be willing to participate in an egalitarian process (such as a lottery) if there are persistent local or regional shortages in this phase.”The group that developed this draft was formed in July at the request of the National Institutes of Health and the Centers for Disease Control and Prevention.“We are pleased to help inform the government’s decision-making process and provide our expert advice for priority-setting for the equitable allocation of potential COVID-19 vaccines,” said National Academy of Medicine President Victor J. Dzau. “Input from the public on this draft framework, especially from communities disproportionately affected by COVID-19, is essential to produce a final report that is objective, balanced, and inclusive.”The public comment period will be open until 11:59 p.m. on Friday, September 4. A new sculpture has been unveiled at Arlington National Cemetery that honors the commitment of our brave military servicewomen.Called “The Pledge,” the life-size statue features a female soldier in a full combat uniform alongside a service dog.A website for the sculptor, Susan Bahary, says the piece is meant to emphasize the capabilities of women, which were attributed to only men not long ago.“’The Pledge’ captures a brief private moment of mutual respect and love, with duty calling,” the website says. “They pledge to support each other, doing the best they can to accomplish their important mission and stay safe.”The sculpture was commissioned by the U.S. War Dogs Association.It will be on display at the Women In Military Service For America Memorial, which The Associated Press reports is the only major national memorial honoring all women who have defended America throughout its history.Click here to learn about visiting the memorial. 958

A pair of cousins has been charged in the murder of pizza delivery driver Clarence Taper in a Milwaukee apartment. According to the criminal complaint, Mekael Kennedy, 17, from Hartford and his cousin D’Andre Kennedy, 25, of Milwaukee robbed and shot the driver on Monday, Sept. 11 when he came to make a delivery. They then took the pizza Taper was delivering into the apartment and ate it.One of his regular customers, Sheryl Cash said Taper went out of his way to help the older residents who live there. "The man, Mr. Clarence, ever since I have been ordering from them he always delivered my food. He would stand there and talk with you. He was just real nice and kind. And he didn't have to come to your door, but he would come to your door,"  Cash said.Police said on September 15, Mekael Kennedy's girlfriend placed an order to Buddy's Pizza and Steak, where Taper delivered from. Mekael Kennedy took his cousin, D'Andre Kennedy's gun, put on a hockey mask and demanded Taper's money. Mekael Kennedy told police he had his safety on and didn't know why the gun went off. According to the criminal complaint, Mekael Kennedy told the police the driver lunged at him and he didn’t know why the gun went off because he thought the safety was on.But D'Andre Kennedy said his cousin shot Taper because he tried to take his mask off.When D'andre Kennedy found out, he cleaned the gun and threw the bullets away. Mekeal Kennedy also admitted to police that he robbed a Papa John's delivery driver earlier that same week but did not hurt him because he didn't fight back."It was senseless, it was just senseless," Cash said.Mekael is being charged as an adult and faces armed robbery and murder charges. If convicted he could face up to 95 years in prison. D’Andre was charged with harboring a felon and obstructing an officer and could face four years behind bars.  1938

A Twitter account misleading Democratic voters in Virginia by telling them they could cast their ballot by text message was active for almost three hours on Tuesday morning before Twitter suspended the account.The account, "MAGA Mike King," was suspended after it tweeted more than a dozen times a graphic purportedly instructing Virginians on how to vote by text and including the logos of the Democratic Party and its gubernatorial candidate, Ralph Northam.The account doesn't appear to have had much success spreading its message, with less than a handful of interactions on each of the offending tweets, but to some observers that's almost beside the point. Their concern is that the account remained active for almost three hours out of the 13 hours that polls are open in Virginia, despite the fact that Twitter knows these sorts of efforts are a potential problem on its platform, and has claimed success in fighting back against them. 950
