BEIJING, April 11 (Xinhua) -- China's banking regulator said on Sunday that banks should not extend loans to home buyers who intend to use the money for speculative purposes.Lenders should increase their awareness about financial risks and raise the down payment ratio "by a large margin", said the China Banking Regulatory Commission (CBRC) in a statement.Down payment ratio of a second or more houses should be no less than 40 percent and the interest rates should be strictly in line with risks, according to the statement.The action is the latest in a campaign by the central government to dampen China's overheated property market.

BEIJING, May 21 (Xinhua) -- China's local governments should step up efforts to close 10 million kilowatts of outdated coal-fueled power station capacity this year, Chinese Vice Premier Li Keqiang said Friday.This year is crucial to completing the country's energy saving and emission reduction goals as set out in the Eleventh Five-Year Plan (from 2006 to 2010), Li said in a letter to a national work conference held in Beijing discussing the elimination of backward production capacity.Official figures show China's unit gross domestic product (GDP) energy consumption fell 14.38 percent during the first four years of the Eleventh Five-Year Plan. But efficiency has to improve if the nation is to meet the 20 percent target set for the five-year period."This move is conducive to optimizing the country's power structure, enhancing energy saving and reducing pollution," Li said.

SHENZHEN, May 26 (Xinhua) -- Another employee of Foxconn Technology Group jumped to death Wednesday night just hours after the company chief promised better welfare and local government appealed to young workers to cherish their lives.The latest casualty fell to his death from a dormitory building in a Shenzhen plant at around 11:20 p.m. Wednesday, a witness surnamed Ye told Xinhua over the phone. The death has been confirmed by Foxconn.It was the 10th such death and 12th such fall at the plant in Shenzhen this year. GUANGZHOU, May 31 (Xinhua) -- A total of 311 children have been rescued in a crackdown on child smuggling in south China's Guangdong Province over the past year, police authorities said Monday.Police arrested 645 people in 276 child smuggling cases from April last year to May 25 this year, said Zhai Kaixia, deputy director of the criminal investigation department under the provincial public security department.The nationwide DNA database designed to tracing missing children and cash rewards for information were instrumental in the crackdown, Zhai said.Zhai said the DNA database had helped reunite a boy in Shantou City with his parents in Kunming, capital of southwestern Yunnan Province, 11 years after he was sold to a man surnamed Chen for 13,800 yuan (2,020 U.S. dollars).The reward for tip-offs leading to the arrest of a suspect is 5,000 yuan and 10,000 yuan for information leading to the rescue of a child. The reward for a tip-off was capped at 50,000 yuan, he said.
