Upon returning the child, Fairfield police Lt. Greg Hurlbut said he found the nine other children living in "squalid and unsafe conditions."Rogers was arrested and later released after posting bail. Allen was also arrested after specialists conducted interviews with the children. He is being held on .5 million bail.The home was described by reporters as messy with scuffed walls and animal feces in the bathroom. The children slept on cots in the bedroom because they were close, Rogers said.Child protection officials made one prior visit to the home, Rogers said. Aleida Quartman, 23, said she was a co-worker at a heart device monitoring company.Quartman said Rogers’ messy house was just life with children, cats, a dog and a fish. "She told me she's never lived alone and now that her kids are gone and her husband is gone, she's just a mess," Quartman said.Allen’s mother said she spoke to Rogers about the dirty condition of the home, saying it was important to keep a clean home. 2149

ESCONDIDO, Calif. (KGTV) -- Police in Escondido have made an arrest in connection with a cold case homicide that happened in 1986.Police said at a news conference that Nathan Eugene Mathis, 62, was arrested for the 1986 murder of 75-year-old Richard Finney.According to police, Finney was stabbed more than 30 times at his apartment on November 13, 1986.The case was reopened in 2007 by a retired detective and FBI agent. After reopening the case, authorities say they were able to come up with a blood profile."We made a promise to that family several years ago that we'd do everything we could to solve the brutal slaying of their 75-year-old grandfather," said Chuck Gaylor, a cold case investigator. During the news conference, police said blood and a fingerprint found at the scene matched Mathis.Mathis was arrested after police obtained a search warrant.Finney's family says they are glad justice is finally being served. "Never thought the day would come. It's been 32 years so finally to have this happen is just fabulous! ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. ESTES PARK, Colo. — The family of 20-year-old Micah Tice, the United States Air Force Academy Preparatory School student missing on Longs Peak near Estes Park, Colorado, criticized the National Park Service during a Friday evening press conference.Benjamin Tice claims that officials with Rocky Mountain National Park, which has suspended the search for the 20-year-old man missing for two weeks in wintry weather, have not done enough to find his son. “Limited searches were conducted and directed by the National Park Service and their search and rescue from November 27 to December 3,” Benjamin Tice said. “A total of six days of boots on the ground.”Micah Tice has been missing for nearly two weeks. He was last seen hiking on Longs Peak in Rocky Mountain National Park on November 24. Search resources have included ground crews, trained dogs and helicopters. However, Benjamin Tice said his family has been denied access to additional resources in the search for their son.“Despite our family’s pleas with the National Park Service to request assistance from the military, and specifically Fort Carson’s Mountaineering Division, we were repeatedly denied and were told that the National Park Service had sufficient resources,“ he said.In a statement to KMGH, Kyle Patterson, the public affairs officer for Rocky Mountain National Park, detailed the park's efforts in locating the cadet."The search for Micah has continued in severe winter conditions. The number of rescuers in the field beginning the morning of November 27 through Monday, December 3, has been appropriate given the difficulty of the high alpine environment, and the safety of the rescuers," Patterson wrote.Patterson said the park used military assets during the days-long search for Micah, including the mountaineering club from United States Air Force Academy.
