(KGTV) - The city of Oceanside is moving forward with new medical marijuana regulations.Oceanside City Council approved regulating the manufacturing of medical marijuana and cultivation, but continued barring new dispensaries.The proposal allows the testing, cultivation and sale of medical marijuana within city limits.Oceanside currently allows the delivery and consumption of medical marijuana in private residences.City leaders had been eying the measure since the end of last year when they formed an ad-hoc committee for the cannabis regulations.The proposal will go back for a second reading, and would go into effect after 30 days from then.   669

(KGTV) -- Testimony will continue Tuesday in the preliminary exam for the suspected smuggler charged with murder after leading the border patrol on a wild, high speed chase that ended with the deaths of three of his passengers. It happened on westbound Interstate 8 near Boulevard on the evening of November 29th, 2018. Luis Virgen, 21, is a U.S. citizen who had been living in Tijuana at the time of the crash. He's charged with second degree murder and gross vehicular manslaughter. Virgen is accused of smashing through a gate that leads into the U.S. from Mexico with 10 undocumented immigrants in his truck, including 9 in the bed of the truck under a tarp. Everyone but the driver was thrown from the truck when it crashed after hitting a spike strip deployed by the border patrol. Gregg Curtis testified that after the truck blew past him, he started shooting video with his cellphone in case something happened. Curtis can be heard talking under the cellphone video, which was played in court Monday. "I wouldn't be surprised if he totally crashes his brains out," said Curtis. He also testified about how fast the defendant was going."I was alarmed at a vehicle passing me at such a large rate of speed that it shook my truck," said Rieu. The border patrol received some criticism following the incident, some questioning why they didn't call off the chase given the wet roads and dangerous conditions at the time. Several agents testified that they had no idea that the truck's bed was hiding several undocumented immigrants. Another agent described how he tried to revive the victims. "Another individual, I cradled his head, he was moaning and groaning, and I told him he was going to be fine that it was just a scratch and to stay awake," said Agent Jahir Waterman. A 9-year-old boy retrieved a gun from his parents' bedroom and shot his 13-year-old sister to death, authorities said, after the two got into an argument over a video game controller.The incident occurred over the weekend in rural Monroe County, Mississippi, as the children's mother was preparing lunch in the kitchen, the country sheriff said."He wanted the controller, and I guess he knew where to find the gun," Sheriff Cecil Cantrell told CNN.The boy grabbed a handgun, which was kept in a nightstand next to the bed, and shot the sister in the back of the head, the sheriff said."This is the first time I've ever dealt with any child that was shot like that," Cantrell said. (KGTV) - The U.S. Navy said it has confirmed the death of the pilot in the crash of a fighter jet in the California desert. The single-seat F/A-18E Super Hornet crashed Wednesday morning in a canyon in Death Valley National Park where military aircraft conduct low-level training in an area known as Star Wars Canyon. Seven French tourists on the ground were treated for minor cuts and burns they suffered when they were hit by shrapnel. The Navy says the cause of the crash remains under investigation. The aircraft belonged to Strike Fighter Squadron VFA-151 based at Naval Air Station Lemoore in California's Central Valley. The Navy said in a statement Thursday that the pilot's identity will be withheld until 24 hours after notification of next of kin in accordance with Defense Department policy. 811

(KGTV) - Three San Diego residents were shot to death during a weekend of violence in Tijuana.Multiple Tijuana-based news services said a triple homicide was reported on the morning of Nov. 25 in front of a building in the Lomas Verdes housing complex. When the bodies were found, they each had gunshot wounds to the head.According to news outlet Punto Norte, investigators believe the three people killed were taken from an apartment at gunpoint, forced to kneel and then shot.10News spoke to 23-year-old Katheryn Garcia. She told us her cousin, 17-year-old Christopher Alexis Gomez was among the three people shot to death. Garcia said her cousin is a senior at O'Farrell Charter School (OCS) in Encanto. She said he was a proud starting Lineman for the school's new football team. Last week, Gomez told Garcia that he was going to a barbecue party in Ensenada on Friday with his friend, 18-year-old Juan Suarez Ojeda. Dr. Jonathan Dean, the Superintendent at OCS, told 10News Ojeda wasa recent O'Farrell Charter graduate, class of 2018. Garcia said she has never met the third victim, but knew the teen was Ojeda's friend who lived in Tijuana.Garcia said the three were tortured, likely in a different location, before being shot execution style.Garcia said her family are now left with more questions than answers.
