(KGTV) - Over 70 migrants from the central American caravan are now in CPB custody, making their cases for asylum, according to attorneys working with them in Tijuana. The attorneys say 49 people were taken into custody on Wednesday, starting the process that could last months. Ultimately, it will be up to an immigration judge to decide if their claims are legitimate.  There are three different groups seeking asylum. SANTEE, Calif. (KGTV) -- Schools in the Grossmont Union High School District reopened for in-person learning Tuesday, allowing students back on campuses for the first time since the onset of the COVID-19 pandemic in March.A large number of students began in-class instruction on Tuesday, but there were many others who chose to remain at home for distance learning.ABC 10News was at Santana High School in Santee on Tuesday morning as students with masks on trickled onto campus. Each student underwent a health screening before heading into their classrooms.Under the district’s blended learning plan, reopening campuses to a limited number of students is step 2 out of 5. Each school will only have 25 percent of students on their campuses. Each group will attend in-person learning once a week; the rest of the time they’ll be learning from home. Class sizes will be made up of 8 to 12 students.GUHSD Superintendent Theresa Kemper said it took a lot of organization and brainstorming to make the plan work, making sure they followed the state COVID-19 guidelines while juggling the daily campus routines.Kemper “At the secondary level, you have students traveling to multiple classrooms, and so it took a lot of work in how to break them up in groups so we can have the hybrid model."As for the full-time distance learners, Kemper said they will continue on with their schedule as planned until they can fully reopen their schools.Kemper also added that the district will see how things will go in terms of in-person learning and they’ll continue monitoring the state COVID-19 numbers as they figure out the next step in their reopening plans. 1917

SAN FRANCISCO (AP) — The robotic car company created by Google is poised to attempt a major technological leap in California, where its vehicles will hit the roads without a human on hand to take control in emergencies.The regulatory approval announced Tuesday allows Waymo's driverless cars to cruise through California at speeds up to 65 miles per hour.The self-driving cars have traveled millions of miles on the state's roads since Waymo began as a secretive project within Google nearly a decade ago. An engineer still must monitor the fully autonomous cars from a remote location and be able to steer and stop the vehicles if something goes wrong.California, however, won't be the first state to have Waymo's fully autonomous cars on its streets. Waymo has been giving rides to a group of volunteer passengers in Arizona in driverless cars since last year. To start, the fully autonomous cars will only give rides to Waymo's employees and confine their routes to roads in its home town of Mountain View, California, and four neighboring Silicon Valley cities — Sunnyvale, Los Altos, Los Altos Hills, and Palo Alto.If all goes well, Waymo will then seek volunteers who want to be transported in fully autonomous vehicles, similar to its early rider program in Arizona . (AP) — The Catholic Diocese of San Jose has purchased a five-bedroom, .3 million home in Silicon Valley for its retiring bishop despite the 640,000-member diocese's mission of charity and serving the poor.Bishop Patrick J. McGrath, 73, acknowledged in an interview with the Mercury News of San Jose that the price tag is "a lot of money," saying "I could understand" it might not sit well with some parishioners.The nearly 3,300-square-foot (306 square-meter) home's listing boasts of a "grand-sized chef's kitchen," ''soaring ceilings" and "luxurious master ensuite" with a "spa-like marble bathroom" in a "Tuscan estate."It was purchased with funds set aside for paying the costs of a bishop's housing and upkeep after retirement, said diocese communications director Liz Sullivan. She said the diocese was "following the policy set forth by the United States Council of Catholic Bishops" in purchasing the home.McGrath said the diocese also got the proceeds from selling a condominium where his predecessor, retired Bishop Pierre DuMaine, lived before moving into assisted living."The fund is a fund that can be used for nothing else," McGrath said. "When I'm not around anymore, the house can be sold. It's a good investment in that sense. It probably makes more money this way than if it were in the bank."Still, the purchase appears at odds with the McGrath's previously expressed concerns about housing inequality in Northern California.In 2016, McGrath co-authored an article backing a 0 million bond measure for affordable housing in which he wrote "too many children and families are living in cars or tripled up with other families in small homes because they can't afford the rent on their own.""There is no moral or social justification, no justification whatsoever, for the lack of housing," he wrote.Many retired clergy choose to live in a retirement community in Mountain View sponsored by the Daughters of Charity of St. Vincent de Paul. SAN FRANCISCO (AP) — San Francisco supervisors moved a step closer Tuesday to becoming the first city in the U.S. to ban all sales of electronic cigarettes to crack down on youth vaping.In a unanimous vote, supervisors approved a ban on the sale and distribution of e-cigarettes. They also endorsed a ban on manufacturing of e-cigarettes on city property. The measures will require a subsequent vote before becoming law."We spent the '90s battling big tobacco, and now we see its new form in e-cigarettes," Supervisor Shamann Walton said.The supervisors acknowledged that the legislation would not entirely prevent youth vaping, but they hoped it would be a start."This is about thinking about the next generation of users and thinking about protecting the overall health and sending a message to the rest of the state and the country: Follow our lead," Supervisor Ahsha Safaí said.City Attorney Dennis Herrera said young people "have almost indiscriminate access to a product that shouldn't even be on the market." Because the Food and Drug Administration has not yet completed a study to assess the public health consequences of e-cigarettes and approved or rejected them, he said, "it's unfortunately falling to states and localities to step into the breach."Most experts agree that e-cigarettes are less harmful than the paper-and-tobacco variety because they do not produce all the cancer-causing byproducts found in cigarette smoke. But researchers say they are only beginning to understand the risks of e-cigarettes, which they think may damage the lungs and blood vessels.Since 2014, e-cigarettes have been the most commonly used tobacco product among young people in the country. Last year, 1 in 5 U.S. high school students reported vaping in the previous month, according to a government survey .FDA spokesman Michael Felberbaum said in a statement that the agency will continue to fight e-cigarette use, including preventing youth access to the products, acting against manufacturers and retailers who illegally market or sell the products to minors and educating young people about health risks.Leading San Francisco-based e-cigarette company Juul frames vaping as a healthier alternative to smoking tobacco. Juul has said it has taken steps to deter children from using its products. The company said in a statement that it has made its online age-verification process more robust and shut down its Instagram and Facebook accounts to try to discourage vaping by those under 21."But the prohibition of vapor products for all adults in San Francisco will not effectively address underage use and will leave cigarettes on shelves as the only choice for adult smokers, even though they kill 40,000 Californians every year," Juul spokesman Ted Kwong said.Tuesday's vote also sets the stage for a November ballot fight over e-cigarettes. Juul has already contributed 0,000 to the Coalition for Reasonable Vaping Regulation, which is set to gather signatures to put an initiative on the issue before voters.The American Vaping Association opposed San Francisco's proposal as well, saying adult smokers deserve access to less hazardous alternatives."Going after youth is a step that you can take before taking these out of the hands of adults," said the association's president, Gregory Conley.Groups representing small businesses also opposed the measures, which they said could force stores to close."We need to enforce the rules that we have in place already," said Carlos Solórzano, CEO of the Hispanic Chamber of Commerce of San Francisco.Walton said he would establish a working group to support small businesses and address their concerns.Although San Francisco's ban is unlike any other in the country, the Public Health Law Center at Mitchell Hamline School of Law reports that all but two states have at least one law restricting youth access to e-cigarettes. City voters last year approved a ban on sales of candy and fruit-flavored tobacco products.Stanton Glantz, a professor of medicine at the University of California San Francisco Center for Tobacco Control and Research and a supporter of the measures, said e-cigarettes are associated with heart attacks, strokes and lung disease.The presence of e-cigarettes, he said, has "completely reversed the progress we've made in youth smoking in the last few years." 4342
