SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN DIEGO COUNTY (KGTV) -- With sudden layoffs and overcrowded grocery stores, the coronavirus is making it even more difficult for families to feed themselves. But many are stepping up to distribute food for free.Three hundred sixty-five cars lined up with their trunks popped wide open, ready for bags of free food to be plopped in. Following their new drive-up food bank protocols, volunteers at the Community Through Hope (CTH) warehouse in Chula Vista made no direct contact with the families in line. "We were able to provide so much nutrition in his very safe environment and get it out quickly," Rosey Vasquez, Executive Director of CTH, said. It was the same story at the Brother Benno Foundation in Oceanside. Their Feeding San Diego distribution was supposed to last all day. But their warehouse cleared up after 150 cars rolled in, in just two hours. Meanwhile, in the Gaslamp District in Downtown San Diego, the kitchen staff at Metl Bar and Restaurant are hard at work. They are not getting nearly as many orders with just take-home and deliveries. But the owners, Jenna and Randy Elskamp, did not want to lay off their staff. Their idea was to have them continue to make hot meals for newly unemployed restaurant workers. "And so giving back to our industry was where we want to help."They have a couple of sponsors now. But the Elskamps have no idea if they could survive this in the long run. But as veterans in the restaurant industry, they said they know the hardships. That is why they set up a section of their website to offer free meals for anyone in the industry struggling to feed themselves."I feel like we are all on a sinking ship right now," Jenna said. "Instead of being the rats who are trying to climb up to the very top of the ship to save themselves, we want to be there at the bottom, trying to help everyone survive. Because we either make it out of this together or we don't. SAN DIEGO COUNTY (KGTV)— Many residents in San Diego County woke up to a big mess after yesterday’s storms brought in the steady rain. Many people witnessed an early morning recovery mission in San Diego Bay Sunday. A 30-foot boat was found partially underwater at La Playa Cove near Shelter Island. San Diego Harbor Police believed no one was inside. But, a friend of the boat owner thought last night’s weather and rough waters might be the reasons it sank.“They may have come in last night during the storm and coming in, the boat sank on them,” friend of the boat owner, Jeff Gough said. Meanwhile, in North County, a large pine tree toppled down onto Eldorado Drive in Escondido.“There was room for like one car width for people to go around it,” homeowner Richard Bensinger said. Bensinger remembered when he planted what was a tiny Christmas tree in his front lawn 15 years ago. It has since grown to be more than 30 feet tall. Bensinger was shocked it came down this morning. He knows now, not to underestimate the power of mother nature.“It was angled a bit, but the roots were spread all over the place. So I'm surprised it actually fell over, but it’s just been so wet and muddy out there, and as you can see, all that mud pulled the whole thing over,” Bensinger said. He now has to live with a pile of pine chunks on his front lawn until county crews come to pick them up. Still, he is relieved no one was hurt.“I’m glad it didn’t fall onto somebody as they were falling down the street,” Bensinger said. The next storm is headed to San Diego County on Wednesday. SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

SAN DIEGO,Calif. (KGTV) -- A North San Diego County mother died early Sunday morning and the father of her children has been arrested, authorities said.San Diego County Sheriff's Department deputies responded to calls of a possible shooting just after midnight at a home on 25969 Duro Rd. in Valley Center, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.When deputies arrived, they found an adult female suffering from a traumatic injury. The victim was rushed to Palomar Hospital where she succumbed to her injuries, said Boudreau.The victim was identified as Mayra Meraz, 31. Her injuries were not made available at this time.The suspect, Anthony Daniel Chaloux, 42, was arrested and booked into jail for murder.According to Boudreau, the suspect and the victim were in a domestic relationship and have two children together.Anyone with information about this incident is asked to call the Sheriff's Homicide Unit at (858) 285-6330/after hours at (858) 565-5200.
